Consequently, the US decided to go along with the UK’s advice on supporting Pakistan, assuming that the UK’s then predictions about India becoming a Communist state would one day come true. But as time went by, by the early 1960s, the US was convinced that India would NEVER become a Communist state. That is when the US also realised that it was India, not Pakistan, that was the bulwark against Communist China & also Communist USSR. That’s why President JFK had turned down his CIA Chief Allan Dulles’ proposal for securing Goa from Portugal & transforming it into a sprawling NATO base. Furthermore, as far back as 1961, JFK had authorised the USAF to develop contingency plans for supplying India with nuclear weapons off-the-shelf IN CASE China become a declared nuclear weapons state, & at the same time also encouraged Pandit Nehru to send physicists & engineers from BARC to US nuclear weapons labs for the sake of mastering the science of designing & fabricating nuclear WMDs. That’s why by 1968 India was more than ready to carry out her first underground nuclear test, although this was not conducted till May 1974. And that’s also why the US imposed weapons export embargoes on both India & Pakistan after 1965 till 1975 knowing very well that while this would damage Pakistan the maximum (because that country was totally dependent on US financial aid for buying weapons), India would remain unaffected because India always bought weapons from the open market & paid for them in full out of her own pockets, & never borrowed any money from anyone for such purposes. In conclusion: the US since the late 1950s regarded India as the sole arc of stability throughout Southeast Asia & never wanted to destabilize India in any manner. That’s why when President Nixon ordered the USN’s 7th Fleet to the Bay of Bengal in December 1971, his wily NSA Dr Henry Kissinger ensured that the Enterprise Battle Group never received its rules of engagement directives from 7th Fleet HQ.
