Taiwan's Hai Kun (SS-711) SSK Explained

The Republic of China (Taiwan) attained a significant national security milestone o September 28 when its first of eight domestically built diesel-electric submarines, the Hai Kun (SS-711), was rolled out at the Chia Shipbuilding Corp’s (CSBC) shipyard in the southern port-city of Kaohsiung. Costing US$1.54 billion, the SSK was built under the Indigenous Defence Submarine (IDS) programme, codenamed Project 1168. Taiwan launched its IDS programme in 2014. Following which the RoC Navy (RoCN) and CSBC signed a construction contract in May 2016. Keel-laying took place on November 24, 2020. Admiral Huang Shu-kuang, Taiwan’s Chief of the General Staff and convener of the IDS programme, revealed that the harbour acceptance tests of this SSK will start on October 1 and should end on April 1, 2024. The next stage will be sea-acceptance trials, but said there is no fixed timeline for this phase as it is Taiwan's first locally-produced SSK. Present plans call for the SSK to be delivered to the RoCN in 2025.

Hai Kun SS-711 has a domestic material content of 40%. 25 technologies involved in manufacturing the SSK are divided into three categories: red zone, yellow zone, and green zone. Taiwan has only mastered 10 of them (the green area is equipment that can be produced by itself), 9 items have difficulties (yellow area, the technology is difficult to obtain, but there are parts with self-made potential), and the remaining 6 items are core technologies In the red zone, there is no self-research ability, and it was necessary to seek external assistance technology). The hull-design comes from The Netherlands’ DAMEN Shipyards.

The SSK is about 70 metres long, 8 metres wide, and has an underwater displacement of 2,500 tons. It uses a single-hull design that features an X-shaped tail rudder. The hull is made of HSLA-80 CRHS56 steel supplied by ArcelorMittal. The SSK is powered by MTU Series 12V 4000 diesel engines that drives a 7-blade propeller. MTU also supplied the electric generators. The lead-acid batteries were supplied by a Taiwanese company. The submarine can dive to a depth of 420 metres. The SSK has six Germany-supplied 533mm torpedo tubes that can launch Honeywell Mk.48 Mod 6AT heavyweight torpedoes, as well as UGM-84L Harpoon anti-ship cruise missiles.

All the US-sourced hardware was ordered through TECRO, the “Taipei Economic and Cultural Representative Office in the United States”. Lockheed Martin Naval Electronics & Surveillance Systems–Undersea Systems is the prime systems integrator, while Northrop Grumman has supplied the bow-mounted active and passive cylindrical sonar array, wide-aperture passive arrays on the flanks, and high-frequency active arrays on the keel and fins. Raytheon has supplied a derivative of the CCS Mk.2 combat management system and a derivative of the AN/BYG-1 combat control system. L-3 MAPPS has supplied the integrated platform management system (IPMS), communications system and battle damage control system, while L-3 KEO has supplied all the masts and periscopes. A Sperry Marine AN/BPS-16(V)4 navigation radar, operating at I-band, is fitted as well. Taiwan’s National Chung-Shan Institute of Science & Technology developed a Torpedo Countermeasure System and integrating it into the SSK with two 6-shot cannisters mounted on each side of the submarine, enabling the SSK to counter active and passive homing torpedoes with soft kill capability.

If this is true, then I think US has failed. Even US diplomats are saying favourable words regarding China's business ecosystem. Please share your views.

    The above specs looks quite good, amalgamation of quality systems from different sources. But one wonders, why did they opt for lead acid batteries and not the obviously more modern and efficient lithium ion batteries?

  7. What stops india to use similar approach for indigenous ssk fleet.. it has access to russian, hdw, scorpene design..US help can be requested for somars, platform C3I system integration and weapon systems...but alas no leadership by any org to achieve this

  9. Dear Anonymous. Whether the war will be as long as Russia-Ukraine or not the good news is you won't be around to see it. The ramifications will be such that a whole bunch of people like yourself will be annihilated outside the war zone so hopefully this realisation will keep you playing less video games and more focused on real life which is no war anywhere as much as possible.

    In any nuclear or non-nuclear submarine is having two oxygen generators.
    So if one is broken down, then second one will take over.
    They were on a training Voyage. So.probably didn't dive too low either !
    Logics are not sustainable. Kindly discuss with a submariner. I think either there is no accident, or accident due to a different reason.

    that is a good move , based on that , i believe we can have a a very good AD system based on the AK 360 as suggested by you.
    the rate of fire combined with the fragmentation will be a game changer now. How does the system work , ? the ahead ammo is programmed real time when leaving the barrel , how about the desi one ? because there is no space to place the programming module in front of the 6 barrel gun?

    i would rate such a system a magnitude better than the korean bihu which seems to be the favorite.? we can

    we can have the desi aesa radar which makes sense, as well as the desi EO systems like Ir, laser , day camera etc .

    To PARTHASARATHI: The hardware malfunction wasn’t in the on-board oxygen generation system, but In the oxygen CIRCULATION system, as explained in previous videolinks I had posted in the previous thread.

    A tragic incident has unfolded in the Yellow Sea, where it is feared that 55 PLAN sailors lost their lives. The PLAN SSN became ensnared in a trap initially designed for foreign vessels. According to a UK intelligence report, the fatal outcome was due to a catastrophic malfunction in the SSN’s oxygen circulation systems, resulting in the poisoning of the entire crew. The SSN encountered a “chain and anchor” trap, a mechanism used by the PLAN to ensnare submarines of other countries. This unforeseen encounter led to a dire situation, with the submariners succumbing to hypoxia, a lack of oxygen. Among the tragic casualties were the SSN’s Captain, identified as Captain Colonel Xue Yong-Peng, and 21 other officers. On August 21, an onboard accident had occurred during a mission in the Yellow Sea at 08:12 local time. This incident resulted in the unfortunate loss of 55 crew members, comprising 22 officers, 7 officer cadets, 9 petty officers, and 17 sailors. Notably, Captain Colonel Xue Yong-Peng was among those who lost their lives. The SSN collided with the chain-and-anchor obstacle. The PLAN employs it to ensnare US and allied submarines. This collision resulted in system failures that took six hours to repair and bring the vessel to the surface, with the onboard oxygen circulation system facing catastrophic malfunction. According to my inputs, the CMC wants to pin the blame on the Commander of the PLAN's North Sea Fleet, but the Fleet Commander is insisting that the OEM & Huladao Shipyard must be held accounable for the oxygen circulation sysem’s material failure.

Prasun Da, interesting twist regarding Chinese semiconductor technology, Government of Taiwan just launched probe against 4 Taiwanese companies on alleged collaboration with Huawei , if proved guilty, each has to pay hefty fine of NT 25 Million each for violation of Cross-Strait Act. The accused companies are: Topco Scientific, United Integrated Services, Cica-Huntek Chemical Technology Taiwan and L&K Engineering.

    The rumour about Chinese submarine accident began with HI Sutton's tweet. He later deleted his tweet due to lack of evidence. Taiwanese government also denied the veracity of the incident.

    Many people are doubting the incident and daily mail carries a dubious credibility. China, of course would keep its mum.

    So what gives you confidence that this submarine accident did take place? And its not just a rumour from someone's fertile imagination??

    Is this true, if so how will this uav fit in with the mq9 and does drishti have secure beyond line of sight data links and for sitcom based navigation and data transmission like the mq 9b?

One has to get the sequence of events right, or else one will fall victim to speculation, as you seem to have. Also, every disaster on a nuclear-powered submarine does not lead to any radiation hazard. Remember how the K-152 Nerpa/INS Chakra had its bow-mounted sonar radome damaged despite the Prject 971 SSGN having an obstacle avoidance sonar on-board?

  30. DAshu- Mossad is Israel's external military intelligence. It is ShinBet that handles domestic internal intelligence. My personal belief is this flare up was planned in Iran to counter normalisation between Arab states and Israel. Then covert operations involving complicit Arab operatives were used to smuggle weapons in. Syria probably trained some of the Hamas operatives and also helped supply weapons through its territory. But yes, Shinbet has been left exposed as this is almost the same sort of intelligence gap that occurred when Iraq was building its N plant.

    1. IA is now well poised to acquire ~100 more K9 tracked SPHs and ~300 wheeled MGS. I understand their physical structure. But, how does one benefit over other? How do these two vary in operational deployment, say in a division or brigade? Are they deployed side-by-side, like a composite regiment? Where does one deploy one of these to compensate for the lack of other?
    2. Which MoD department has been anointed as nodal agency to handle military exports, say to Armenia, Philippines, KSA, etc.
    3. Do you happen to now anything about LRAShM test? Did the test really happen? Neither MoD nor DRDO issued any press release!!!
    4. Do SS-BSM in general decelerate to lower Mach values in the terminal stage to do optical/RF homing?

  32. Prasun da, what will be the long term consequences of Israel-Hamas war? First time Israel is looking on the back foot and completely surprised. Hamas and other jihadi organisations have prepared well and months of planning must have gone into this. As usual Israel is carrying out airstrikes but what success will that achieve? This was not a random terrorist attack but a full scale invasion by Hamas and it might force Jews to leave Israel. The normalisation with KSA won't happen now. Islamists all over the world are celebrating. Israeli ground forces are preparing for operations inside Gaza but that could result in Israel getting trapped. This is a big failure for mossad as well. What will happen to IMEC corridor now?
