IAF’s MiG-23BN ‘Vijay’ & MiG-27M ‘Bahadur’: Under-Utilised Workhorses


The Indian Air Force’s (IAF) association with ‘swing-wing’ combat aircraft came to an end on December 27, 2019 when the last remaining seven MiG-27UPGs were decommissioned from service. These aircraft, along with the already decommissioned MiG-27Ms and MiG-23BNs, had been procured for serving as all-weather tactical interdiction platforms with eight IAF squadrons.
In all, 95 MiG-23BNs were delivered between late 1980 and late 1982 and they served with No.10 ‘Winged Dagger’. No.220 ‘Desert Tigers’ and No.221 ‘Valiants’ Sqns between January 1981 and March 6, 2009 and having flown more than 154,000 hours), with each carrying a 3-tonne weapons payload. The IAF subsequently began procuring 165 MiG-27Ms (however, only 125 of which were licence-built by Hindustan Aeronautics Ltd or HAL between 1986 and 1992) for equipping No.222 ‘Tiger Sharks; No.2 ‘Winged Arrows’, No.18 ‘Flying Bullets’, No.29 ‘Scorpions’, and No.22 ‘Swifts’ Sqns from October 1984 till May 2, 1992. Each MiG-27M could haul a 4-tonne weapons payload. Of these, 40 were subsequently upgraded to MiG-27UPG standard—the upgrade work involving only the mission avionics suite. Latter batches of HAL-built MiG-27Ms had 74% local industrial content.
While the MiG-23BNs all came from Irkutsk Aviation Production Association (IAPA), for the MiG-27M licenced-production programme, a team of specialists from both IAPA and Mikoyan OKB worked in Nashik for the entire second half of 1982. In the first phase, the initial batch of MiG-27Ms were delivered from Irkutsk in semi-knocked-down condition (they were partially dismantled for transportation by sea). In the second phased, fully knocked-down kits were delivered for final assembly by HAL. The first locally-assembled MiG-27M was rolled out in October 1984. And on January 11, 1986, the first MiG-27M-equipped squadron (No.222 ‘Tiger Sharks’) of the IAF had achieved full operational status.
The MiG-27M licenced-production programme was divided into four phases, with Phase-1 involving the final assembly of aircraft that had been delivered in semi-knocked-down condition, Phases-2 and -3 involving the final-assembly of aircraft that had arrived in fully-knocked-down condition, and Phase-4 involving the supply from the USSR of only materials, sheet duralumin, forgings and blanks, which were all machined by HAL with the help of numerically controlled machines procured by HAL from Western European countries.
While the airframes of both the MiG-23BN and MiG-27M had a total technical service life (TTSL) of 3,000 flight-hours, the airframe developer—Mikoyan OKB—had subsequently certified both airframes for an additional 1,200 flight-hour service-life. However, if the airframes were to be subjected to total refurbishment by HAL, then the service-life could be increased by another 3,000 flight-hours based on structural fatigue tests that could have been carried out by the National Aerospace Laboratories (NAL).
However, an engine-change was called for and Mikoyan OKB along with Moscow Machine-building Production Company (MMPP Salyut) had by the late 1990s had proposed that the Tumansky R29-300 and R29B-300 turbofans be replaced with AL-31F turbofans that offered 1-tonne maximum extra thrust-rating. This was accepted in-principle by the IAF.
In parallel, the Defence R & D Organisation’s (DRDO) Defence Avionics Research Establishment (DARE) began a deep-upgrade of the MiG-27M’s avionics suite in 2002. Only 40% of the on-board systems, mainly of the mechanical type, were retained as original factory equipment of Russian design. The first prototype MiG-27UPG flew on March 25, 2004, followed by a second prototype on November 4, 2004. Together, during their flight-trials, they flew more than 300 hours.
In June 2006, came the MiG-27UPG’s Initial Operational Clearance (IOC) certification from IAF HQ. It opened the way for work on aircraft building. After modernization, they equipped two squadrons. Modified cars received the designation MiG-27UPG.
Back in 2003, Vladimir Labazin, MMPP Salyut’s Deputy Chief Designer, described how the re-engining of MiG-23UBK tandem-seat operational conversion trainers, the MiG-23BN and MiG-27M with AL-31F turbofans could have been achieved. “Having taken stock of our capabilities, we realised that we could cough up some funds to invest into the initial-stage assessment of mounting the AL-31F. Our design bureau began looking into this in late 2002. Aircraft and engine dimensional analysis and computerised, visual and assembly coordination showed that minor airframe and engine modifications would make them compatible in terms of size. The aircraft features some room for improvement as far as airflow is concerned and we can reduce the AL-31F’s takeoff airflow a little while maximising airflow at high altitude. Early mechanical problems have already been overcome.”
“For example, the AL-31F used to keep setting against the fuel tank or some other structural elements and we had to modify the positions of some components for the engine to fit in. To keep aircraft systems intact, MMPP Salyut, retained all aircraft accessories mounted on the R29B-300’s reduction gear, with only the accessory gearbox replaced–the gear ratio of the old engine was different, so we had to replace the reduction gear. However, even though we have retained all aircraft accessories, we had to rearrange them to avoid altering the airframe and engine nacelle’s inner mould lines, fuel tanks and heavy frames.
In addition, introduction of advanced engine mounting components, re-arrangement of the accessories, generator and starter unit, and modification of the dimensions of certain engine components enabled us to squeeze the AL-31F into the nacelle without disturbing primary structural and fuel system elements of the aircraft.
During the spring and summer of 2003, MMPP Salyut developed the mock-up of the AL-31F, and after exhaustive tests conducted the final fitting. “We are planning to manufacture the engine by year-end and launch its bench tests in January 2004, and count on doing flight tests in July or August 2004. After this has been completed, we will commence full-scale improvement of the IAF’s MiG-27Ms to begin with.
To avoid redesigning the load-bearing structure of the airframe fuel cells, MMPP Salyut’s designers came up with a new load-bearing element—a longitudinal beam—that mounted the main attach fitting for the AL-31F. In addition, an extra engine attach fitting was introduced to the rear fuselage to fix the AL-31F relative to the axis, thus ensuring necessary thermal movement. Engine mounting procedures too were altered. The R29B-300 comprised two parts. The fore part was first to be mounted, then the aft one, after which both would be put together.
The AL-31F is a single-piece design and therefore it has to be installed into the fuselage mid-section, with the tail section to follow. To this end, a dedicated trolley was made, on which the AL-31F rolled into the fuselage, was then attached to main bracket supports and aligned with the aircraft’s centreline and was then fixed in this position with a dedicated rod on the fore end of the AL-31F.
Then the tail section was rolled on to the AL-31F using the dedicated trolley and linked with the mid-section. The AL-31F was then aligned with the tail bumper and detaching the hoist fitting. Then all systems were assembled. In addition, minor modifications to the aircraft had to be introduced. For example, the starter had to be rotated 200 degrees with a new exhaust shutter made, and new air ducts installed to cool the assemblies. Main modifications were made to the AL-31F. To reduce costs and time, the new accessory gearbox was made of two sections. Aircraft accessory elements were ‘borrowed’ from the previous R29 and the engine’s portion from the AL-31F. Both parts of the gearbox were linked by virtue of the new reduction gear and the casing. The engine oil system was revamped drastically because the oil tank and the oil pump pack had to be positioned where there was room to house them instead of where it was best for the engine.
Fitting the AL-31F on to the IAF’s MiG-23UBKs, MiG-23BNs and MiG-27M would have had another benefit: if those aircraft were to be discarded from service before their engines’ service-life had expired, then 70% of their components could be used for overhauling the AL-31FPs now powering the IAF’s Su-30MKI H-MRCAs. And that is because the core portions of the AL-31F and AL-31FP are identical, with only their outer componentry—casings, oil systems and outer plumbing and wiring— having been modified.
Deliveries of AL-31Fs to power the MiG-23UBKs, MiG-23BNs and MiG-27Ms were scheduled to kick off as early as the first quarter of 2005. However, to everyone’s consternation, the re-engining contract was not inked and the IAF decided not to re-engine the MiG-23UBKs, MiG-23BNs and MiG-27Ms. So, what were the consequences of this decision?
The IAF lost 13 of its MiG-27Ms aircraft between 2001 and 2016. In the last 10 years, 11 MiG-27Ms, have crashed. Subsequent boards of inquiry shockingly revealed that majority of the MiG-27Ms went down because of “engine-related technical defects” like perennial engine oil leaks from ill-serviced fuel-pumps of the R29B-300 turbofans. Nearly 40% of these turbofans and related accessories licence-produced by HAL’s Koraput Division had to be returned by the IAF for some or the other defects. The problems ranged from oil leaks, metallic particles in oil filters and hot-air leaks from rear casings to troubles in compressor-blades and even in the turbines.
Most of the cause factors can be classified as defects during manufacturing or overhauling processes. The MiG-27M suffered Low-Pressure Turbine Rotor (LPTR) failures in at least 11 incidents. HAL in some cases even lied while overhauling the LPTR, saying that it had followed the overhaul manual, but subsequent IAF investigations revealed that the procedure recommended by the original equipment manufacturer (OEM) was not being implemented by HAL. Such lapses had also led to previous crashes of MiG-21 Bisons. The springs installed in the fuel pump of the MiG-21 Bison’s R25-300 turbofans were failing frequently. A MiG-21 Bison crashed in November 2012 in Gujarat, which was attributed to spring failure. Of the five main fuel-pumps fitted with HAL-manufactured springs, at least three springs failed, which is unforgivable as it would have certainly resulted in accidents. Shockingly, the main fuel pumps of the MiG-21 Bison continue to leak fuel, despite four studies conducted and implemented since the 1990s. Despite incorporating changes, fuel leak from the main fuel-pump has continued unabated from throttle-end.
However, another reason behind the poor quality of production and engine repairs is attributed to mass production work in the last leg of a production year in order to achieve the projected target. For example, in the first six months of 2012-2013 production year, HAL finished overhaul work on only four RD-33 turbofans of the MiG-29B-12, but in the last quarter of the year, four RD-33 were completely overhauled within three months. Similarly for the R29B-300s, HAL finished overhauling nine engines in nine months, but interestingly another nine engines were completed within the last three months. The issue was flagged by the IAF, saying that such industrial productivity trends were adversely affecting the quality of overhauled turbofans.
Thus, it appears that HAL was not interested in providing quality turbofans to the IAF and instead was only interested in meeting the production numbers every year. There is also an impression that the workforce in HAL deliberately delayed the production to last three months to earn few extra bucks for ‘overtime’ perks, which is disgusting, given the fact that human lives are at stake. Interestingly, throughout their service-lives, none of the MiG-23BNs, which had come off-the-shelf from IAPA, displayed any engine-related equipment malfunctions!
The end-result: premature decommissioning of the IAF’s MiG-23UBKs, MiG-23BNs and MiG-27Ms, thereby denying the IAF another 10 operational combat squadrons.

    1) i have seen Praveen Sawhney sir's videos, articles etc. I feel that he considers IA either to be weak or inferior force. PA seems his darling, says that Pok can be defended well by PA. I don't know what is his pov, what's reason of such assessments?? PA guys are actually running pillar to post in view of recent fire exchange. I suspect if they can even stand few days in case of op POK. I know they have some good weapons but don't know how affective they r. No disrespect to him.

    This is absolutely criminal negligence, if correct. This shows complete lack of responsibility towards the life of the pilots and property of IAF. HAs anyone in HAL been taken to the cleaners for these kinds of criminal actions. If not why do we at all carry out the time and money consuming Courts of Enquiry, when no one is brought to book?

  13. To ANUP: The help for space technology ended in 1984. As for turbofans, Japan has made some homegrown turbofans, but nothing for combat aircraft as yet.

    To HARDIK THANKI: The Jaguar MAX is an upgrade project & does not include producing brand-new airframes.

    To ASHISH GAUTAM: 1) The MiG-23BN & MiG-27UPGs are in the medium-weight category & therefore the only realistic replacement is the MWF, not L-MRCA like Tejas Mk.1 or Mk.1A. 2) Because in every fighting arm of the IA there are critical shortfalls, like in tube artillery, rocket artillery, air-defence systems, ATGMs, helicopters.

    To SUSAN: 1) if it is a VLS missile then why are the missile’s flames touching the sea water? Because it is the HHQ-7 SHORADS, & not Any vertically-launched SAM. 2) C-802A ASCM. 3) ASCMs can hit any land-based target located ONLY along the coastline, like oil terminals. 4) It is the submarine-launched version of the C-802A.

    To VENKY: 1) Only 16 Tejas Mk.1s have been delivered, leaving another 34 to be delivered by 2022. 2) Only by 2022. 3) Should be in the new fiscal year. 4) In the new fiscal year. 5) Not likely. 6) Possible.

    They are the ones introducing cutting edge technologies into subcontinent like AIP into subs, AEW & CS and now recently 155 mm MGS.
    Not sure how effective this newly created CDS would be regarding future force modernization.

    Since jf17 blk3 is not far away from getting inducted. May be by 2022 will start induction in large numbers. How soon we may get all relavent systems on our MiG 29, su30mki, jaguar etc? By relavent systems i mean is MAWS, AESA radar, internal jammers equivalent of rafale's jammers or better, new engine in case of jaguar(HTFE-25 with afterburner producing upto 35-40kn thrust possible?) n su30mki, n yes better IRST sensors???
    2) is it possible to reduce RCS to 2m² of all above mentioned aircrafts esp su30mki using some paints or a new skin?? Any such thing on consideration for super Sukhoi upgrade??
    3) can we get a new AAM which can be armed on russian fighters which has near comparable NEZ of meteor with dual seeker?? IR cum radar?
    Its Coz i dont trust these simple radar seeker based missiles be it with AESA seeker coz they can be jammed. N Pakistan may get such jammers which can jam these ka/ku band seeker based missiles from Turkey or china etc...

    - why the rfx for 200 apc & create bureaucratic hurdles. We have never had a smooth open bid purchase.It is only going to delay the acquisition with increased costs if not stall it all together like the LPD one .. why isn't the kestrel fully supported since itz public private partnership.
    - You mention about the lack of standardization in your replies. is it done on purpose thanks to lobbyists for both external co's & DPSU's
    - any details of XRSAM you cud share. How diff it is from barak-er & will India also need barak er(primarily for ship based air defence)
    -cud a version of QRSAM replace the barak 1 in the near future. if yes, why is the IN launching an rfx for the short range self defence missile
    -why did IN opt for the talwar class frigates when 22350 class with similar tonnage & more firepower is being introduced in rusian navy. Also there are reports of a more heavier version of 22350(22350m) supposed to carry a whopping 48 offensive missiles with @8K tonnage
    -what is the new ofb developed air defence artillery. is it a cosmetic makeup of the existing near obsolete ones being manufactured by the dpsu

    1) You have said that every fighting arm of the IA has critical shortfalls. You have also said that PA/PAF/PN are in worse shape than IA/IAF/IN. In that case, is'nt the assessment of Pravn Sawhney that Pak is a superior military power an exaggerated assesment (possibly for some kind of agenda peddling) ?

    2) There are more reports of unusual PA movements to the LC. Any (mis)adventure planned by PA with China's support over the next several months ?

    Even when I was reading history on how Adian country got their nuke technology,I found Norway to be on quite negative side.Also,if I am not wrong,it was Norway which gave refuge to NE based separatists to raise funds for the insurgency.Interestingly,once Former CM of Manipur also said that many NE groups were getting funds through "church".So does that mean Norway was using missionaries to pump in money to those groups? And what do you generally think about role of them in overall subcontinent?

    The BSR of the QRSAM is mounted on atruck . The antenna faces are quite low in height , ie mounted on a truck that cannot elevate its antenna. This is a great disadvantage when detecting low flying cruise missiles like the babaur for which it is designed , that fly very low. . A qrsam antenna is always elevated like the reporter or the giraffe.
    how well will it detect cruise missiles ?
    Is there a basic design flaw?

  30. To ASHISH GAUTAM: 1) The MiG-29UPGs of the IAF are now the best-protected in the IAF inventory due to their internal ELT-568 jammers as part of the D-29 EW suite. But MAWS fitments are missing. The Rafales will be far more superior to the MiG-29UPG as they will have MAWS as well. The Su-30MKIs have EL/L-8222 jammers but now MAWS. So, the Su-30MKIs & Tejas Mk.1s need to have MAWS fitments, while the Tejas Mk.1 will require an external jamming pod as well. The Jaguar IS/DARIN-3s all have internal EW jammers for protection from BVRAAMs, but no MAWS fitments. 2) RCS reduction on existing airframes is always a sub-optimal effort & hence aircraft with large RCS must either operate below an airspace surveillance radar’s operating envelope or be equipped with low-band/mid-band/high-band jammers. 3) The only such BVRAAM that will be available will be the Astra-2 with SFDR propulsion. 4) It is the Igla-S. 5) Here are some good reflections on the CDS issue:

    To me, the greatest challenge for the CDS will be rationalisation of hardware procurement priorities of the 3 armed services. For example, what is not being reported by the ‘desi’ patrakaars’ is that the IAF & IN are now engaged in an intense turf-war about offensive air-operations in the maritime domain. While the IAF has been claiming that the IN does not require aircraft carriers since the IAF Su-30MKIs have air-launched BrahMos-A, it had to back down after the IN asked the IAF exactly how will it provide continuous CAP cover for a naval task-force or battle-group. So the IAF will soon come up with its rebuttal, i.e. CAPs can be provided if the IAF is allowed to acquire sufficient nos of aerial refuelling tankers. Such turf-wars need to be terminated & they can be ONLY AFTER defining the nature & character of future warfighting scenarios. 6) Su-30MKI is not a tactical interdictor or battlefield interdicton platform & will therefore not be reqd to fly 5 sorties a day. It is the Tejas Mk.1, Tejas Mk.1A & the Jaguar IS/DARIN-3s that will be the workhorses used for both tactical interdiction & battlefield interdiction & hence these 3 platforms will be reqd to have quick turnaround times.

To JUST_CURIOUS: 1) One needs to understand that finalising performance parameters & optimising engineered solutions is a long drawn-out process about which India hasn’t had much experience & that’s the reason why a lot of duplication of effort has taken place, which in turn led to production delays in the Arjun Mk.1A & Dhanush-45 projects. This is because India previously had depended on imported solutions that came with readymade manuals for everything. But when it comes to homegrown solutions, all the manuals have to be done domestically & they cannot be done until the end-product has been tested to its limits. 2) Lack of standardisation exists because each armed service insists on operating in its own warfighting arena, instead of embracing joint warfighting concepts. That’s why one is now witnessing an IA reqmt for a ‘desi’ MMW-CIFF transponder capable of being inserted into existing armoured vehicles & helicopters operated by the IA, but deliberately leaving out the helicopters flown by the IAF. 3) The XR-SAM is meant to be a ‘desi’ equivalent of this SAM that is now part of the S-400 LR-SAM system:

    4) If a VL-cell for the QR-SAM is developed, it will then be able to operate as a naval SR-SAM. This where all 3 armed services should have come up with a unitary qualitative reqmt. But this hasn’t taken place although the performance parameters are identical & hence the IA calls it QR-SAM, the IAF calls it SL-QRM & the IN calls it SR-SAM! 5) Because the IN already operates 6 Project 1135.6 FFgs & procuring more of the same will be more cost-effective. The 7 Project 17A FFGs will be superior to the Project 22350-class FFGs. 6) It is the good-old AK-630M which I had recommended in the thread dated October 23, 2016 for use as a ground-based air-defence system.     7) Why should India be so thin-skinned? Instead India should articulate her own narrative by requesting the OIC to be given the chance to present her own narrative on the issue of J & K. And between the 3, the fears are all about the NRC due to the Neolithic manner in which it was carried out in Assam. This same problem was faced when rolling out the Voter ID cards & Aadhaar UID cards. Then, instead of commencing the process of creating a verifiable NRC (which by itself will take at least 7 years to be completed), these cards were used for doling out wekfare subsidies, thereby negating the very reasons for issuing such cards. Till today no one has given me a convincing answer about how one’s identity can be complete without establishing that’s person’s citizenship. Instead, the Aadhaar UID card contains a statement saying that this document is only proof of identity & not of citizenship, which in turn only portrays India as the world’s laughing stock.

  50. To TECHNOLOGY, PHOTOGRAPHY & TRAVEL: There’s no more room for weight reduction & it was never an issue. Instead, the deficiency was always about: 1) insufficient internal volume for installing all the mandated mission avionics like internal ASPJ; & 2) WRONGLY drafting the ASQRs for a ‘light’ MRCA, when worldwide since the early 1980s itself the global trend was to forever ditch the LCA & instead adopt the M-MRCA/H-MRCA combination. Thus, it tantamounts to an INTELLECTUAL FAILURE on the part of both the IAF & ADA, and not an engineering or technology failure of any kind.

    To RAD: XR-SAM will be a lighter derivative of the PDV. China has given up developing ramjet-powered BVRAAMs & is instead developing LRAAMs using higher energetic propellants. TERMA pylon can host any kind of EW suite (even ‘desi’ ones like elements of the D-29 suite) & any make of MAWS. As for XV-2004, isn’t it laughable that the LRDE & CABS are developing an AESA-MMR for MRCA but have not yet proposed a multi-mode AESA-based maritime search radar at a time when all other OEMs of the world have developed or are developing various types of AESA-based MMRs for different types of applications? It thus appears that the LRDE & CABS are both refusing to make use of ‘sound common sense’.

    To ANUP: The very same to you & all your loved ones. The Israeli offer is now under implementation & the same Israeli OEM will also supply OTHR for the IN’s ‘Project Varsha’. The vedeolinks of the IN seminars that I will provide below throw more light on such issues.

    To AMIT BISWAS: The very same to you & all your loved ones.

    To JAIKISHAN: 1) Definitely the delivery schedules will be affected, since it takes almost 2 years to build such naval guns. 2) RF-guided MR-SAMs are the best option, since supersonic ASCMs are not exactly sea-skimming & are instead diving/top-attack missiles & hence can be picked up by naval active phased-array radars (APAR) from appreciable distances. 3) About 15. 4) Yes. The HWT tubes can rotate on their axis. 5) All the latest EW suites like the Nayan COMINT suite, ORBIT-supplied RUKMANI VSATs for data-linking, Shakti EW suite, Varuna ESM suite & SDR-N radios. 6) Project 15A DDGs & Project 28 ASW corvettes. 7) For that the Kh-35UE ASCM is already in-service. In future, a slightly ‘fatter’ variant of the SFDR-equipped Astra-2 BVRAAM can be developed as a mid-range ASCM.

    To ASD: Yes, when the ASQRs were drafted back in the 1980s & again in the late 1990s there was no mention of MAWS. For Tejas Mk.1A the MAWS was specified back in 2016. 1) Both Tejas Mk.1 & Mk.1A will be able to launch PGMs like Spice-1000/2000 & PopeyeLite (Crystal Maze) at targets across the LoC without endangering themselves by entering hostile/contested airspaces. 2) Yes, had already done that in the thread dedicated to the MWF earlier this year. 3) Because at that time the IAF had not yet decided on specifying a TERMA-type multifunction pylon.

But before the Rafales arrive, it is far more important to ensure that the flight simulators & maintenance simulators arrive first & are operationalized.

    1) Since most of the ASCMs that the Pakistan Navy uses is subsonic sea skimming, will the Barak 8 - MF STAR system be able to shoot them down?
    Since the Barak 8 is radar guided and not IIR?

    2) Why is it that we conduct so many tests for the Brahmos? Over 60 tests in the last 18 years! Isn't it a waste of money? Even the Agni missiles are test fired just a handful of times.

    3) How many Barak 8 have been ordered by the IN so far and how many have so far been delivered?

    4) During peace time are IN warships armed with their missiles? If so are they fully armed or only partly?

  80. To VED: The very same to you & all your loved ones. The IAF’s CAS has already stated that the IAF will use the Rafales & Su-30MKIs as a lethal combination.

    To PARVESH: The Su-30MKIs at Thanjavur only form a detachment & it is not a full squadron. Srinagar doesn’t have NG-HAS. Hence, better to have the Su-30MKIs at Avantipora.

    To SENTHIL KUMAR: yes, the entire Middle east is poised tfo unravel yet again. But everyone knows that Iran is not a military power & will therefore not engage in full-contact conventional warfare. Instead, it will increase the intensdity of its proxy wars in areas like Lebanon & Yemen. The aftershocks, though, will be felt in countries housing sizeable Shia communities, like Afghanistan, Pakistan & even India. Pakistan has no other choice but to back the US & its Arab allies, which in turn will force the Iranians to up the ante against Pakistan both directly & indirectly via Afghanistan. This can well create a lot of unrest in Gilgit-Baltistan in PoK & even in areas like Kargil to some extent in India.

    To SUVO: What it means is that the US wants the total capitulation of Iran, as I had stated months earlier.

    To ASHISH GAUTAM: HTFE-25 is at least another decade away. The ADC is not a Command per se, but the digital synchronisation of the IFF protocols of the IA, IAF & IN, i.e. a tri-services national secure mode.

    To JAIKISHAN: 1) Leave alone the Barak-8, even the Barak-1 can shoot down C-802A & Harba ASCMs of the type possessed by the PN. 2) There are 2 types of tests: experimental tests that test out new seekers or navigational software; & periodic tests from different types of launchers & platforms during their warranty periods. 3) About 200 have been ordered & more than 80 have been delivered. 4) Not all warships are fully armed during peacetime. Only those that are forward-deployed are fully-armed. 5) The Barak-8s will eventually replace them on board domestically-built warships. The Russia-built warships will continue to use Shtil-1s. 6) It will be asymmetric retaliation because Iran is not a conventional military power. 7) As of now the reserves can last for only 10 days. 8) BrahMos-1s cannot be used for such manoeuvring targets. Smaller & sleeker missiles are reqd, like Brimstone or Hellfire.

    To VIKRAM GUHA: Simply put, asymmetric technologies are those that are applied when waging non-contact warfare, like offensive cyber warfare operations aimed at causing disruptions in one’s public utility services.

    To VARUN KUMAR & ANUP & ASHISH GAUTAM: LoLz! Fanboy artwork, rest assured. As I had stated earlier, all these things come out in December & January when institutional lobbying is at its peak for the next fiscal year’s budgetary resources. But a quick glance of those images will reveal that the fuselage has not been stretched by 1 metre, while the MWF’s scale-model has been. So, that’s the first mistake of the fanboys. Secondly, the air-intakes of any twion-engined MWF will have to be far bigger than what is shown. In fact, the twin-engined MWF or TEDBF will require rectangular air-intakes of the type that are on the F/A-18E/F Super Hornet.

    To VARUN: Because different missiles have different max speeds for countering different types of targets. After all, an enemy combat aircraft launching either subsonic or supersonic ASCMs will never be cruising at Mach 4 or even Mach 1. Instead, it will be flying at high subsonic speeds.

    To VENKY: The situation can change once the IAF begins to acquire more operational experience wity the DARIN-3 avionics suite.

    Also, GoogleEarth imagery clearly shows Thanjavur air base having only eight aircraft shelters. Without the bare minimum of 8, no squadron begins re-equipping. Hence, Thanjavur is the base where the re-equipping begins, but it does not mean that a re-equipped squadron will make Thanjavur its permanent home base.

  93. To PARVESH: There will be no permament squadron based at Thanjavur. The squadrons will just keep rotating from Thanjavur for undergoing the flight conversion process & hence all related ground infrastructure reqd for such squadrons are coming up there. But if the need arises in future, a fully operational sqn of Su-30MKIs can always be deployed there since all related ground infrastructure specific to the Su-30MKI will already be available there. In fact, Thanjavur has enough surplus land available for converting that air base into something like a dedicated test & evaluation base like the USAF’s Edwards AFB, where all experimental flying takes place. Even the ASTE ought to be relocated there along with the National Flight-Test Centre (NFTC), since the ASTE & NFTC always have to work together. Similarly, the Sulir air base can serve as the operational conversion base for all homegrown MRCAs like those of the Tejas family & the MWF family.

    To RAT 2: No one places an order for a product that is still under development. Only after receiving its certificate of airworthiness as a fully weaponised platform can any combat aircraft embark upon the IOC & FOC flight conversion process. JF-17 Blocks-1 & -2 also had rearward-facing MAWS, just like the PLAAF’s J-11A/B variants. But such fitments are only effective against those SRAAMs that are not all-aspect in terms of navigation & guidance mode, like the AIM-9S-type & PL-5 & PL-9. The F-16C/D & A/B of the PAF too don’t have MAWS fitments. Hence, for any MRCA to be appreciably survivable, full 360-degree hemispheric coverage is imperative & hence ideally 6 MAWS sensors are reqd to be installed in various portions of the airframe so that advance warning of inbound all-aspect SRAAMs like R-73E or Python-5 can be generated in the frontal FoV, rearward FoV, upward FoV, downward FoV & the portside & starboard FoV.

    To ANUP: 1) 3-array antenna is good for rotating–type antenna inside the radome, but when a fixed-array architecture is reqd, 4 antenna arrays become necessary. 2) I had already explained it here:

    All warships essentially require 2 types of radars, S-band & L-band. In India’s case the MF-STAR is S-band & hence an L-band radar was also reqd.

Anyone who tries to will be rebuffed by the various antagonists, rest assured. 3) Qatar has no choice but to flow with the winds, since it essentially is a city-state & has no hinterland. 4) Pakistan has more to worry than anyone else because: 1) the never-ending global Sunni-Shia sectarian feud. 2) Antagonising the global Sikh Khalsa brotherhood with what recently transpired in Nankana Sahib. If matters continue to deteriorate in case of the latter, the IA & IAF must be prepared with contingency plans for humanitarian interventions with IBGs to secure Nankana Sahib, Sri Kartarpur & Umerkot.

    To SUJOY MAJUMDAR & JUST_CURIOUS: This is a classic case of the armed services functioning in compartmentalised silos. Sound common-sense would have suggested that a unitary land-mobile SPAAG system be specified by all 3 armed services & the RFP ought to have been issued by HQ IDS. Instead, the exact opposite has happened & now the IA wants 104 SPAAGS while the IAF wants 76 of them. And both of them conducted their own individual evaluations & have since reached different conclusions. Ideally, All 3 armed services should have insisted on the BMP-2’s hull on which to mount a compliant turret & use a 400hp diesel engine as the powerplant. Next, to promote commonality, a turret similar to that of the 2S2 Tunguska should have been designed by CVRDE but using the same twin cannons as that of the Tunguska by procuring them from Ruaaia. Thirdly, this should have served as the FCR:

    To PARVESH: There are several options in western & northern India. Each sqn has 18 combat aircraft & so you just divide the total fleet strength no with 28 & you will get the sqn strengths.

All the images clearly show damge down to only rapidly-deployable inflatable aircraft shelters. In no way does this constitute pinpoint strike.

    To RON: It is over-blown & over-simplified.

    To PARVESH: That was the plan of IAF HQ as of 2012. Subsequently, when a new CAS comes to office, such plans are often modified & therefore what was valid for 2012 cannot stay constant as of now. IAF never said 31, but 29.

    To ASD: No latest updates at all for all those platforms. HAL has not been appointed as the prime developmental authority for any MRCA. ADA handles all such activities.

    To VIKRAM GUHA: In reality, the ICGS is inducted far greater nos of vessels every year than the IN. Consequently, the ICGS is in far better shape than the IN. To make matters worse, private shipyards that had won contracts in the past have gone bankrupt & hence the five catamaran survey vessels, a training frigate & five NOPvs have not been delivered. SAMs for warships have already been ordered. The pending orders are for the MH-60R NMRHs & 10 additional P-8Is & Sea Guardian MALE-UAVs. But one must bear in mind that when one talks about the IN’s annual budget, it needs to be noted that the budget DOES NOT include funds allocated for acquiring SSBNs or for leasing the 1 existing Project 970 SSGN. These funds come under the allocated funds allocated for the DRDO & DAE. So, it will wrong to portray the IN’s share of the defence budget as amounting to less than 18%.

    My comment was mis-written while writing on the mobile, hence you may have misunderstood my point.

    The skynews Video that you linked showed a missile hit in an empty field and you mentioned that most missiles did not hit the target.

    My point was the missile did hit the US airbase directly in the middle of aircraft hangers and shelters, hence pinpoint. What the intention of the missiles is - vis-a-vis the exlosives carried by them - is a geopolitical decision taken by Iran. If the explosives were minimum or the damage that was intended was minimum was not my point. Otherwise it is like Pakistan saying there were 4 small holes in the tin roof of Balakot terrorist training base, hence no damage done and India failed.

    And these pictures show they were pinpoint accurate. In fact in this picture the right most flattened building does not look like a temporary hanger as there is now runway taxi showing from the building.     The fact that both Iran and US wanted to de-escalate after Sulaimani's assasination strike by US and Irans reply with these missile attack "demonstrations".

    One answer to a question that would be of intererst is... Would Sulaimani's strike and the excuse that US gave in UN; could the same be used by India as a precedence if it later decides to strike Pakistani Generals. If India would actually do that is a moot point.

  116. To KANE: There’s no misunderstanding. Instead, there’s a difference of definitions on what constitutes ‘pinpoint accuracy’. My definition says that the term ‘pinpoint accuracy’ means a CEP of 1 feet, or 12 inches. I don’t know what your definition is. Maybe according to you, the term ‘pinpoint’ means a random strike anywhere within several ten of acres or a few kilometres of real estate, i.e. a CEP of anything between 500 metres & 10km. If Iran says that its missile-strikes were aimed at killing US personnel at Iraqi air bases, then surely the claimed Iranian figure of 80 personnel killed cannot be verified because 80 personnel cannot be housed inside aircraft shelters & therefore the aircraft shelters themselves were not the target. Instead, the common-sensical targets should have been the accommodation barracks (that are never multi-storey structures for obvious reasons), which were left untouched. If you still insist that the missiles struck with pinpoint accuracy, then you will also then produce official Iranian statements about the aircraft shelters or multi-storey structures being the intended targets. Hence, it is futile to use the term ‘pinpoint accuracy’. On top of it all, any BSM or BM that uses either fibre-optic gyros or RLG-INS for inertial navigation can never offer pinpoint accuracy. And that’s precisely why terminal guidance sensors are used for achieving single-digit CEP accuracy. And none of the Iran-produced BSMs or BMs make use of any terminal guidance sensors. So, it is a shgeer waste of time using speculative terms like ‘must be’, ‘could be’ or ‘may be’. Instead, reliance on respect for the laws of physics & mathematics will produce more convincing answers. As for Pakistan saying there were 4 small holes in the tin roof of Balakot terrorist training base, hence no damage done and India failed, in reality Pakistan has so far not said a word about even a single man-made structure being damaged in any manner atop Jabba Top. It has so far claimed that the IAF had dropped all munitions in a hurry & that’s why they fell on lower ground all around that hilltop.

    To RAT 2: I had already revealed & explained everything about the Su-30MKI’s MAWS fitments issue & what will go where here:

    As for West Asia, India has already been playing a prominent role since early this decade, for example by hosting talks between Israel & Saudi Arabia, which were subsequently made public by both parties in 2015. Even now, countries like Iran & the US have more faith in India as a neutral broker or facilitator since India does not pledge any state-level theocratic allegiance to any of the 3 Abrahamic religions (Judaism, Christianity & islam) & is therefore regarded as engaging in fairplay than say Pakistan, which being a self-declared Islamic State with a Sunni majority, will not be trusted by Iran in any manner (and that’s why the Iranian Ambassador to India 2 days ago requested India to mediate for the sake of a de-escalation of tensions). Now, contrast this with the US Secretaries of State & Defense both calling up & speaking to only the PA’s COAS, while totally disregarding Pakistan’s PM & FM—which is the most explicit & public & stinging indictment of Pakistan’s ‘sham’ democracy. If you want further proof, then kindly go to Ambassador Abdul Basit’s VBlog & listen to how he has described the worsened state of Iran-Pakistan bilateral relations since the previous 2 decades.

    To VIKRAM GUHA: 1) Yes, but LR-SAMs, not SR-SAMs. The global scouting around is for the latter type of SAMs. 2) Yes, even to NGMVs, NGCs, Project 28 ASW corvettes & SW-ASW vessels. 3) The ultimate strategic deterrent is only the survivable second-strike capability, i.e. long-range SLBMs. In fact, if 8,000km-range SLBMs can be deployed at sea in sufficient numbers, then there’s no need at all for any land-based ICBM or MRBM or IRBM.

  124. Prasunda does the MoD have any rule as to when they will go for a government to government (G2G) deal with any country any when they will call for tender from several countries?

    For instance in case of the 111 helicopters for the Navy the MoD has selected a few Indian Pvt companies who will in turn tie up with a foreign vendor. So this is not a G2G deal.

To SHUKANTH CHATRATH: How can anyone design or develop ICVs or IFVs when the IA is still experimenting with the concept of IBGs & has not yet obtained conclusive data about the force-mix of the IBG, i.e. what should be the proportional contribution of firepower (ground-based & air-delivered), & the optimum compromises between mobility & armoured protection?

    To ANUP: Why? Just because a single-engined MRCA in clean configuration has landed & taken off from a STOBAR aircraft carrier? For those who are not aware, the laws of physics dictate that any aircraft—single-engined or twin-engined—can carry its maximum weapons load ONLY when operating out of a shore-based air base or from a CATOBAR aircraft carrier. All the world’s STOBAR aircraft carriers have a fundamental deficiency—their short takeoff lengths. As a result, any type of combat aircraft taking off from a STOBAR carrier will be reqd to carry only 50% of its authorised weapons load. Hence, if a twin-engined MRCA will be able to carry more weapons load than a single-engined MRCA when taking off from a ski-jump. And from a CATOBAR carrier, the same aircraft types will be able to carry their full weapons-loads. And that’s precisely why the IN is tilting towards a CATOBAR design for IAC-2.

    To SUJOY MAJUMDAR: G-to-G deals are struck only when they involve 1) off-the-shelf purchases. 2) single-vendor situation when there is no competitive bidding. In case of the SP model, the Govt of India will ink the procurement contract with the India-based/India-registered company that has teamed up with a foreign OEM, and will not ink anything with the foreign OEM. Consequently, a G-to-G arrangement becomes fruitless under the SP model of procurement, since all liabilities will have to be borne by the Indian industrial strategic partner.

    there is apparently no pitchin or rolling when coming in.
    what i dont undertsand is the that the levcons seems to be fixed instead of integrated witht the FBW sysytem which would have shown the canards bobbing up and down during landing? what is the fact, is this a fixed levcon like the flaps ,that are set to landing position while landing .?

The active phased-array antennae are not all RF sensors, but they also include emitters for multi-band electronic jamming. Yes, it was a trigger-happy incident but one must remember that in Iran there are 2 air forces. One is the Islamic Republic of Iran Air Force & the other is the Pasdaran (Revolutionary Guards Corps) Aerospace Defence Forces. Consequently, when any country possesses two competing institutions responsible for air-defence, such fuck-ups will always occur.

  139. Why doesn't IAF insist for readymade E7 wedgetail type modified B737 jet for AWACS with rectangular radome instead of going for new A330 design with round radome . It will derisk the program and also accelerate the induction ....CABS has to just mount the modified version of NETRA radar ...also commonality of engines and rotables and spares with P8 MPA will bring in cost savings too... range of B737 and on station time is not too low to ignore it

  146. To ASD: The GsH-23 cannon cannot be installed on either Tejas Mk.1 or Mk.1A & hence an external gunpod solution is now being examined.

    To RAT: The Tejas Mk.1 is neither better nor safer than the MiG-21, MiG-23BN & MiG-27M. But it is a great aircraft to fly. But on the other hand, aerobatics and air combat are not one & the same—a point that is always lost among the Tejas fanboys.

    To HARSH: I never changed any position. The 114-unit MRFA reqmt is for a cheaper M-MRCA. The rafale on the other hand is is an M-MRCA whose principal role will be deep-strike. They are 2 completely different reqmts.

    To RAZA: Because at the time it was ordered in 2004, the PHALCON suite was already integrated with the IL-76 airframe (due to an earlier PLAAF order for four such platforms that was cancelled back in 2000. Hence, it became a cheaper option, rather than trying to opt for the A310 airframe.

    To AMIT BISWAS: Because the IAF wants increased unrefuelled endurance of the type not available from the B.737 platform.

    To ANISH: All that I can say as of now that he was no lone-wolf. All Valley-origin CMs since the 1980s of erstwhile J & K used to run with the hares & hunt with the hounds, i.e. they were double-faced. But the kind of wild conspiracy theories now coming out about false-flag operations in December 2001 or 26/11 are just conspiracy theories. The same goes for the Pulwama terror-strike last February. After all, it is too wild to make such claims when responsibility for the terror-attacks was claimed by the JeM within minutes of that attack.

    To VENKY: 3) The Mod’s Dept of Defence Production wants the Adani-led offer to be selected because Adani in turn will team up with Vizag-based HSL, which suits the MoD just fine because the Secretary for Dept for Defence production is a sitting Board-member of HSL & all other DPSUs. Had he/she not advocated HSL’s case, then he/she would have been accused of criminal breach of trust by the Board of Directors of HSL.

    To RAT2: That should be good news, since such convoys won’t be an everyday affair, but only twice a year. But what is happening the existing container traffic that is normally boumd for Karachi is now being diverted to Gwadar. In fact, there’s no competition between Gwadar & Chabahar at all, since the shore-based cargo handling agents located at Chabahar, Gwadar & karacvhi are all either Pakistani citizens (most of them), or Afghan citizens.

    To PRRANSHU YADAV: The quad-racks will be of universal nature, i.e. they will be compatible with all types of combat aircraft in service with the IAF.

    If DDGs are procured in large numbers, then their orders can be divided between shipyards. But the total cost of these 4 DDGs, pegged at Rs.35,800 crore (US$5 billion), is far too high for warships of this type.
