Flawed Policy Of Eliminating Only Terrorists, But Not Terrorism

The recent spate of targetted assassinations of non-Muslim personalities in the Kashmir Valley is yet another direct consequence of the inability of successive Govts of India (inclusive of the present one) since the mid-1990s to invest in the kind of re-radicalisation measures/processes that are imperative for adoption by those communities that have undergone and continue to undergo extensive and systematic religiosity-inspired indoctrination over the past 32 years, as explained in great detail by the following two slides.

It is noteworthy that in all of the world’s Muslim-majority countries that had been afflicted with such religiosity-inspired radicalisation since the early 1990s, especially in Central Asia and Southeast Asia, had by the late 1990s already taken legal measures like the prohbition and dissemination of distorted teachings/preachings within/by Madrassas and mosques, especially during the weekly Friday noon-time ‘Khutbaas’ when provocative, hate-inspiring sermons were delivered. Unfortunately, such measures have yet to be adopted in India and it is for this very reason that the religiosity-inspired targeted killings of minorities within the Kashmir Valley continues. This has not yet been clearly spelled out by most Indian commentators, with only a tiny minority of them now going public, albeit in a very guarded manner, as illustrated by this interview:

No wonder cinema halls throughout the Kashmir Valley remain closed till this day—a clear indicator of the absence of societal normalcy since 1989.

And for the uninformed, what China has been violating is Taiwans ADIZ, not sovereign airspace.

  2. Prasun, brilliant point. Agree with Dashu. The fault goes back to 1947. either Kashmir is part of India or it is not. Legally, it is part of India. Morally is another issue: Sardar Patel and his ICS officer for reunification Menon assumed Kashmir was going to Pakistan;as Nehru was not showing any interest, doubtless on the moral angle. Patel told Mountbatten India had no objection. I wont bore you with what happened next, but Hari Singh signed for India in accordance with the Partition of India Act and the power given by London to the Viceroy to settle disputes. At that point discussion ceases, there was no call for Nehru to make a jackass agreement with Thug #1 of Kashmir, Abdullah.

    After Accession, India has not done a darn thing to kick Pakistan out of Kashmir with the exception of the minor action at Siachin. All we've done is sit in the middle of the road like donkeys, chewed the cud, and endlessly repeated Kashmir is ours.

    Isnt 74 years of inaction enough?

    1. You said IAF needs to for 12 more C-130J-30s in that case buying 14 C-130Js that RAF is planning to retire by 2023. I think buying and updating them to C-130J-30 can be good idea as that will give them 25-30 years more life that could be great for IAF

    2. You have said VLS on AIP SSK is a bad idea but South Korea's KSS-III did just that firing SLBM SLCM. I will say that if at all IN want SSK even after going for SSN/SSBN/SSGN then it should be something like these

    The current targetted killings are surely of communal nature. Why, after all these years, the central government is not able to do a root cause analysis of the situation is beyond me. Surely it's not the media's job to enlighten the government in power about this.

    What is the solution? Even in other parts of the country which are relatively safe, there is segregation of citizens based on caste, religion and language.

    Under these circumstances, unless legislative measures are taken to remove the barriers and rules are made for citizens as a whole instead of different religions and groups and states and some other dividing criteria, fragmentation of the country seems a distinct possibility

    I was thinking can't we build up the AL-31FP engine using western building techniques & better materials as HAL has experience of building Rolls Royce Jet Engines and GE LM2500 marine turbines? Since we are not coping western deaign, they atleast guide us in right direction, if not providing the advanced materials. Please share your opinion on this.

    I was thinking about the CLWR-B1 and CLWR-B2 PWRs (the former supposedly based on the Russian VM-4SG and the latter on the OK-650B), and I found this report of a Founder's Day speech from BARC Director KN Vyas, dated 30 October 2018:

    On the last page is this passage:

    "Integrated Reference System of MPPCS comprising of 10 simulators and 40 nos. of LWR
    Control Systems racks commissioned and handed over to SBC, Vizag for regular operation,
    training and regulatory certification tests for project B1, B2."

    It would indicate that some form of shore-based test prototype of the CLWR-B2 PWR was either under construction or already in operation as of 2018. If we assume that the design & engineering models of the OK-650B were transferred by Russia as part of the $900 million deal for lease of K-152 Nerpa in 2008-09, it would be somewhat reasonable to presume that 10 years later, an Indian-built version of that PWR (the CLWR-B2) would be in existence, or at least close to it.

    Which then raises the question, if the design data for a 190mwT PWR was already transferred in 2008 (if not earlier) in a $900 million deal, then what was transferred in the $3.3 BILLION agreement signed in 2019 for lease of another Project 971 (Akula-class) submarine?

    It's being speculated that the submarine to be leased would be the K-391 Bratsk, which is actually a slightly older model compared to the K-152 Nerpa (Pr. 971 as opposed to Nerpa which was Pr. 971I or 'Improved' Akula-class). Even with the cost of modifications & repair (which the Nerpa was also subjected to) it shouldn't cost that much.

    So I have to ask - are we getting the designs of a 4th generation PWR from the Russians? Like the OK-650KPM/KTP-6 complex that went into Project 885M Yasen-M?

    And what about design elements/optimizations from the Yasen & Borei-class submarines?

  12. To JOYDEEP GHOSH & AUTHOR: South Korea’s RoKN has reqmts that are totally different from those of the IN. The RoKN requires short-range BSMs to target North Korean coastal sites & islands at very short notice, while the IN as no such operational reqmt against either China or Pakistan. Hence, one must NEVER try to merge two totally dissimilar operational reqmts.

    To AUTHOR: Why should An-32Bs be replaced when they camn easily be re-engined with new-generation turboprop engines, plus be re-equipped with new-generation propellers & glass cockpit avionics?

    To RAGHU: The ONLY SOLUTION is what has been & is being practised by most Muslim-majority countries, especially in Central & South Asia, i.e. unrestricted crackdown on those Madrassas & Mosques where religiosity-inspired hate preachings are regularly conducted & dessiminated.

    To HARDIK THANKI: Who has ever stated that HAL has built R-R turbofans & LM-2500 gas-turbines or even AL-31FP turbofans? Check any HAL Engine Division brochure & it will be stated there that HAL is only building a very limited number of components & the bulk of the structures of turbofans are wholly imported for final-assembly. Same is the case with AL-31FP turbofans & hence all AL-31FPs are sent to Russia for their mid-life overhauls. Even now, all cooperation with HAL & R-R is only about servicing the Adour turbofans for the Jaguar IS & Hawk Mk.132s, and for the Gnome engines of Sea King Mk.42B & C naval helicopters. And how exactly can HAL develop a hybrid variant of AL-31FP when the design blueprint & manufacturing know-how has never been shared by Russia with HAL?

To SUSAN: The industrial partnership of Kurganmashzavod PJSC (part of the High-Precision Complexes holding of ROSTEC State Corp), A G Shipunova Design Bureau of Instrument-Making and the Nizhny Novgorod-based Burevestnik Central Research Institute remains optimistic about winning the contract for supplying the Berezhok remote-controlled turret station for the IA’s ambitious BMP-2 infantry combat vehicle (ICV) upgrade programme. Mounting a 57mm AU-220M ‘Baikal’ automatic cannon, Berezhok was first showcased in India at the DEFEXPO-2020 expo in Lucknow in February 2020. Since the early 1980s, the IA has procured 2,691 BMP-1/2/2Ks, of which about 1,700 are presently operational not only as ICVs, but also as armoured ambulances, amphibious dozers and engineer reconnaissance vehicles. Some ICVs have since been modified to carry turrets containing NAG missiles (known as NAMICA vehicles). In June 2020, the MoD had approved the procurement of 156 licence-built BMP-2 ICVs (to be delivered within 24 months) from the Medak-based facility of OFB in Telangana, which has been licence-building producing the ICVs since 1987. Weighing 14.3 tonnes and operated by a three-man crew, the BMP-2s are capable of transporting seven fully-equipped infantrymen.

    The IA presently plans to upgrade 811 of its OFB Medak-built BMP-2s with more powerful engines and automatic transmission (to replace the existing UTD20/2 300hp powerpacks), digital hunter-killer fire-control system, situational augmentation sensors, plus new-generation 9M133 Kornet-EM anti-armour guided-missiles. The project falls under the Buy Indian-Indigenously Designed, Developed and Manufactured (Indian-IDDM) category of the MoD’s Defence Procurement Procedure-2020 (DPP-2020), which mandates a 50% indigenously sourced material content. The IA has already released a restricted 12-page project sanction order (PSO) to 12 domestic public-sector and private-sector companies—known as Development Agencies (DA)--to develop and offer an upgraded prototype within 52 weeks (by July 31, 2022) for user-trials. One BMP-2 will be supplied by the IA to each competitor for prototype development work. From this, two competitors that meet the IA’s preliminary staff qualitative requirement (PSQR) will be shortlisted for prototype development as specified by the General Staff Qualitative Requirement (GSQR). From the two, the one that emerges as the lowest (L-1) bidder will be awarded the contract for upgrading the 811 BMP-2s. Interested industrial vendors include Alpha Design Technologies, MoD-owned Bharat Electronics Ltd and Bharat Earth Movers Ltd (BEML), Kalyani Group/Bharat Forge, Kirloskar Diesel Engines, OFB, Larsen & Toubro, Reliance Defence & Infrastructure Ltd and TATA Aerospace & Defence. All of them have been authorised to enter into industrial collaboration agreements with overseas OEMs for the project. Kirloskar has teamed up with Cummins Diesel to offer a 400hp electronically controlled diesel engine mated with an Allison automatic gearbox. Previously, in July 2017, the MoD had approved the now-underway Rs.2,400 crore project to upgrade 639 BMP-2/2K to BMP-2M standards by the OFB. Work on this includes the installation of six-cylinder four-stroke UTD-23 supercharged 360hp diesel engines (upgraded by the DRDO’s Avadi-based Combat Vehicles R & D Establishment) and ELBIT Systems thermal imaging fire-control systems (TIFCS) supplied by Alpha Design Technologies.

    All hardware development & fabrication contracts awarded to public-sector & private-sector industrial entities by the DGNP in consultation with the DRDO’s ATV Project Office are monitored & overseen by the DRDO’s Defence Machinery Development Establishment (DMDE) of the Ship Building Centre (SBC). The supplies from BARC back in 2018 that you have highlighted therefore were destined for DMDE, which is located here in Hyderabad: 17 27 39 N, 78 29 6 E

    Projects B-1 & B-2 are not connected to the 190mWt PWRs. Instead, they are very much part of the SSGN/SSN projects (the S-3 & S-4 hulls) & concern the third-generation OK-350 propulsion suite that includes a water-cooled VM-4 (89.2mWt) PWR. This drives the GTZA-631 turbine that in turn drives the five-blade propellers of the INS Arihant-class SSGNs. You may recall that back in 2009 after his retirement, Admiral Arun Prakash Had written an Op-Ed in INDIA TODAY in which he had stated that he was told by BARC that the latter would be able to develop a 190mWt PWR for SSBNs within a period of 10 years. But what he did not state was that this was the very same fourth-generation OK-650B propulsion suite that was on the K-152 Nerpa/Project 971 Shchuka-1 SSGN. So yes, there is another PRP under construction now at Kalpakkam to house the India-made clone of the OK-650B meant for the larger S-5, S-6 & S-7 SSBNs. The six projected 4,800-tonne SSNs, however, will use the
    proven & now-upgraded (with new-generation India-developed diagnostics & fault-monitoring kits) OK-350 suite. PRP-1 & PRP-2 locational coordinates: 12 33 45 N, 80 10 39 E

    What is also important to note is that while the OK-350 suite uses moderately enriched uranium (below 60% enrichment) & can therefore be supplied by Russia, the OK-650B uses uranium enriched above 60% & consequently comes under the category of highly enriched uranium & hence Russia wants India to produce such HEU & will thus not directly deliver the HEU due to Russia’s interpretation of the NPT. However, this could change in future in light of the tripartite AUKUS agreement.

    The OK-650KPM/KTP-6 propulsion suites of the Yasen-M are sixth-generation designs—two generations ahead of what has been shared with India. So, since 2004 India has been gaining expertise in both PWR-related physics & engineering, so much so that this has given BARC the confidence to embark upon this:

    To BUDDHA: This was only to be expected, since I had already explained earlier about the ceasefire being applicable only to the LoC, but not to the Working Boundary between Pakistan & Jammu.     1) Looks like DRDO has gone slow on ballistic missile tests this year. Any specific reason for the slowdown ?

    2) A three year gap in A-5 testing is unprecedented. Don't we risk loosing/atrophying existing capability to build reliable A-5's with such a large hiatus ?

    Any updates on US Dy. Secretary of State Wendy Sherman's visit to India and further on to Pakistan. While in India, there were some strong statements to the effect that cross border terrorism would not be tolerated. She also seems to have remarked that the US is no longer looking at a broad relationship with Pakistan and future dealings would be on a case to case or transactional basis. The Pakistani ambassador to the US too expressed similar thoughts that US-Pakistan relationship should not be expected to be the same in future.

    In light of a the above, how is the ground situation to be interpreted? How is the future situation on the ground in the subcontinent w.r.t. Pakistan, India and Afghanistan likely to play out in light of this visit?

    I remember media reports from that time that the Chinese were firing flares in Depsang? Why was that the the case were they anticipating ops from us in these Depsang as well or we did conduct an op which didn't succeed?

    The HQ-9 with a 300km range will be set back for our awacs and refuellers just like the s-400 is to them .. now how do we counter them? you did mention that russia wont allow that export as it was derived from the s-300.
