ADTCR of Indian Army’s ADC & RS
The ADTCR is the Army version of the Indian Air Force’s (IAF) gapfiller
Ashwini LLTR.
Based on the DRDO’s proposal
in January 2009, the MoD sanctioned the DRDO’s efforts to engage 13 Indian
industrial partners for developing an active phased-array, S-band LLTR known as
Ashwini. The IAF has indicated an initial order for 18 Ashwini LLTRs, following
successful field evaluation trials (FET), against a total requirement for 67.
Low-Level
Transportable Radars (LLTR) are required for surveillance against low-level
intrusion of airspace up to a height of 30 metres in a range of 150km. In 1997
the Indian Air Force (IAF) HQ had projected a requirement of active
phased-array LLTRs and in January 1998 had obtained ‘in-principle’ approval
from the Ministry of Defence (MoD) for the acquisition of 37 LLTRs. IAF HQ’s
efforts to import LLTRs on four occasions (between March 1998 and February
2002) did not fructify due to the MoD-owned Defence Research & Development
Organisation’s (DRDO) objections on the issue of the quantum of transfer of
technology (ToT) from foreign vendors. However, for meeting the immediate
requirements, the Defence Acquisition Council (DAC) in October 2005 accorded
‘Acceptance of Necessity’ (AoN) to import 19 GS-100 LLTRs from THALES of France
under the ‘Buy & Make’ category along with associated industrial ToT, with
the balance of 18 LLTRs to be developed by the DRDO’s Electronics R & D
establishment (LRDE) under the ‘Make’category. The MoD inked two contracts in
July 2009 for the procurement of 19 GS-100 LLTRs at a total cost of Rs.1,272
crore. The ‘Buy’ part of ‘Buy and Make’ contract was concluded with THALES for
the procurement of six fully-furnished (FF) LLTRs along with communications and
associated equipment; and knocked-down kits for 13 GS-100s along with
industrial ToT at a total cost of Rs.572.20 crore, with the delivery schedule
lasting from February 2012 till March 2013 (later revised to June 2015).
Advance payment of Rs.85.82 crore was also released to THALES in November 2009.
The ‘Make’ part of ‘Buy and Make’ contract was concluded with the MoD-owned
Bharat Electronics Ltd’s (BEL) Ghaziabad facility at a cost of Rs.699.54 crore
for the licenced-assembly and supply of the 13 GS-100s between March 2013 and
March 2015. An advance of Rs..160.97 crore was also paid to BEL in November
2009. However, it was only by late 2017 that all the GS-100s had been delivered
to the IAF.
The Ashwini LLTR is in turn networked with the IAF’s Arudhra MPR through the IACCCS system.
Based
on the Indian Air Force’s ASQR of August 2003 for an air base-located 3-D,
S-band Central Acquisition Radars (CAR), the MoD in November 2003 sanctioned a
Mission Mode project of the LRDE called ‘Rohini’ at a cost of Rs.34.05 crore
with a PDC of 36 months (by November 2006). Subsequently,
the LRDE inked a comprehensive technology transfer-cum-IPR rights buyout
package with Poland’s Przemyslowly Instytut Telekominikacji SA under which
the DRDO would obtain and transfer the production technology for the
PIT-developed TRS-17 S-band, 3-D radar with 240km range, to BEL.
However, the project sanction did not include the post-development activities
such as user-trials and its acceptance by the IAF. By August 2007 the LRDE had
developed the radar within the extended PDC (August 2007) with an expenditure
of Rs.28.02 crore and the project was closed in August 2007.
The IAF carried
out the 3-D CAR’s trials between February 2008 and March 2008 and recommended
its induction into service. The project was completed by December 2010 with an
extra expenditure of Rs.7.27 crore. During the course of development and trials
of the ‘Rohini’, the IAF had placed two supply orders (in March 2006 and July
2009, respectively) with BEL for the manufacture and supply of 37 ‘Rohini’ 3-D
CARs, while the Army has since ordered 14.
Low-Level
Lightweight Radars (LLLWR) with a range of 50km that can be transported by
animal carts/trucks/helicopters for deployment in difficult and high-altitude
terrain. Based on the IAF’s August 2004 requirement for 36 LLLWRs and the DAC’s
‘in-principle’ approval in September 2004 for procuring 15 ELTA-supplied EL/M-2026B
X-band LLLWRs through the ‘Buy’ option, with the balance 21 being acquired
through indigenous development by the LRDE, the MoD in December 2004 sanctioned
the development of the S-band ‘Aslesha’ LLLWR under Mission Mode at a cost of
Rs.21.94 crore with a PDC of 30 months (June 2007). After user-trials were
conducted between December 2009 and February 2010, the IAF in February 2010
recommended improvements in the power supply system, sensor head and the
Commander’s Display Unit. The LRDE agreed to carry out the changes in
production models and in September 2011 closed the project as successful with
an expenditure of Rs.20.77 crore. Deliveries of these LLLWRs was delayed by 23
months and were completed in June 2015.
A proposal for
procurement of 38 ‘Bharani Mk.2’ 3-D LLLWRs for the Indian Army under the ‘Buy
Indian’ category based on a design from the LRDE was forwarded by the MoD in
July 2012 to BEL for comments. The proposal was sent considering that the LRDE
had already developed the L-band Bharani Mk.1 LLLWR, which was then under
series-production by BEL (16 units) under a contract signed in March 2011.
While the Mk.1 radar was 2-D/L band radar, the proposed Bharani Mk.2 was
envisaged as a 3-D surveillance radar with better low-altitude target detection
capability and improved operational and performance characteristics. In April
2013 the Board of Directors of BEL approved a proposal to develop one prototype
of Bharani Mk.2 having features similar to thye IAF’s S-band Aslesha LLLWR at
an estimated cost of Rs.17.36 crore, including a capital investment and offer
it for evaluations and field demonstrations to the Indian Army within a
timeframe of 18 months. The Board also advised BEL’s Management to sign a
detailed Memorandum ofUnderstanding (MoU) with the LRDE since the latter would
be the systems design agency for Bharani Mk.2. As per the timeline fixed by the
Board, the Probable Date of Completion of design and development was October
2014. However, progress in the project was delayed due to finalisation of the
design by the LRDE and subsequently conducting the Preliminary Design Review
with the end-user and BEL.
Meanwhile, the LRDE in September 2014 informed BEL
that during the Quarterly Interactive Meeting with Army Air Defence
Directorate, the end-user showed keenness on S-Band and an Aslesha radar
modified for meeting the Bharani Mk.2 requirements was to be fielded for user
evaluations by March 2015. Due to change of the operating band, development of
the L-band Bharani Mk.2 was kept on hold till November 2014, and a fresh
sanction was accorded in March 2015 by the Chairman and Managing Director of BEL
for the development of an S-band Bharani Mk.2 at an estimated cost of Rs.4.98
crore. An expenditure to the tune of Rs.11.45 crore was incurred on the
development of the L-band Bharani Mk.2 till March 2016. As the development was
put on hold, most of the above expenditure was rendered futile. Also, BEL did
not adhere to the directions of the Board to sign a MoU with LRDE to ensure
clarity to the project and commitment from LRDE. BEL’s Management stated in
September 2016 that the LRDE being the designated design agency, had proposed
Bharani Mk.2 using semi-active phased-array technology in L-band. The change in
frequency band necessitated design changes. Out of the total expenditure of
Rs.11.45 crore, most of the money was utilised in new
development/modification/realisation of the S-band version based on Aslesha.
The DRDO, along with private
sector Indian industry, has also developed upgrade packages for the existing 30
Indra-1 (GRL-600) 2-D L-band gapfiller radars of the IAF and seven Indra-2
(GRL-610) of the Indian Army, which were supplied by Bharat Electronics Ltd
(BEL) in the 1980s. All these radars can now function as 3-D solid-state
digital radars. A similar upgrade package is now available for the IAF’s 18
PSM-33 Mk.2 L-band 3-D high-power radars (HPR) of late-1970s vintage.
Meanwhile, BEL with the assistance of THALES has refurbished the nine
THALES-supplied TRS-2215D S-band HPRs that had been procured since February
1984. The DRDO has already commenced work on developing an indigenously
designed L-band HPR, for which a requirement of 15 units has been identified by
the IAF.
In November 2002 the IAF had projected a requirement of 23 S-band active phased-array medium-power radars (MPR) for service-induction between 2007 and 2017, so that they could replace the BEL-built L-band PSM-33 Mk.1/2, P-40 and TRS-2215D radars, which had completed their service life of 29 years. Based on the IAF HQ’s ASQR of November 2004 and due to non-availability of indigenous technologies, the MoD in April 2006 approved the importing of 15 MPRs (ELTA Systems’ EL/M-2084) and the indigenous development of eight ‘Arudhra’ MPRs. FET of the Arudhra was completed in October 2018 with success. In addition, 37 ‘Rohini’ air base-located 3-D, S-band Central Acquisition Radars (CAR) have been delivered as were 21 DRDO-developed ‘Aslesha’ S-band low-level lightweight radars (LLLWR).
For ensuring
gap-free air-surveillance along the mountain valleys and high-altitude passes
in India’s north-west, northern and north-east regions, a total of 10 ELTA Systems-built L-band EL/M-2083 ‘Airstar’
aerostat-mounted MPRs is required to add to the two already in service, as are 15
L-band active phased-array high-power airspace surveillance radars. These new
radars will be interfaced with the IAF’s existing 32 new mobile control and
reporting centres (MCRC), 12 air defence control centres (ADCC), 24 air defence
direction centres (ADDC) and some 40 terminal weapons control centres (TWCC) along
India’s western and north-eastern borders, The 1,700kg EL/M-2083 ‘Airstar’ is
mounted inside 240 feet-long aerostat that is perched at altitudes of up to
4,000 feet, use electronically-steered multi-beam techniques to detect terrain
hugging airborne targets—combat aircraft, helicopters, cruise missiles and
UAVs—at ranges of up to 300km, while the trajectories of ballistic missiles can
be accurately plotted up to 500km away.

Rustom/Tapas UAS platforms still face several developmental challenges & are still in the technology demonstration stage.

Neither the K-15 nor the K-4/B-05 SLBM will go on board any of the 3 SSBNs, i.e. S-2/Arihant, S-3/Arighaat & S-4. SLBM operational deployment will begin with the S-5 SSBN. The BMD’s endo-atmospheric element makes use of the THALESRaytheon-supplied S-band Master-A engagement radar (only two procured), not the Ground Master.
sir the amphibious warfare capabilities of the PLAN with the inclusion of the Type-071 LPD and the Type-075 LHD has increased by 10 folds and yet the Indian Navy still dithers on with just one LPD the INS Jalashwa and a handful of the LST's.

@AMIT BISWAS-The principle and working mechanism of RADAR rotation is not as simple as that of ceiling fan where rotating parts only made to rotate on change of magnetic field and doesn't require to send back any signal or feed back to static part. Though its difficult to explain without diagram let me explain. Its called coloumn type slip ring assembly where rotating part is a cylindrical tube with multiple rings spaced with insulator between two successive rings and placed along the length. These rings are actually contacts points. This rotating cylindrical part with ring is housed inside a fixed cylindrical tube with leaf spring type contacts with small roller fitted at the end of each leaf and spaced according to the slip ring contacts of the inner cylinder. while rotating, these rings always in contacts with their corresponding leaves. It is of course primitive design which has been replaced with a rotary encoder which works in conjunction with optical fibers

ReplyDeleteTo RAJESH MISHRA: Actually, I was busy the moment Pakistan began crying out aloud 3 weeks ago about an impending ‘false-flag’ operation being staged by India inside J & K. In reality, what this meant was that Pakistan was so confident about a terror incident taking place inside J & K that it was willing to predict with certainty that such an incident will take place & that too within a short timeframe. So, the only available countermeasure for India was to forestall this plot. Consequently, an excellent inytelligence-driven operation was launched, which culminated in the 3 Pakuistani JeM terrorists being gunned down at a toll plaza in Nagrota near Jammu on January 31, 2020. They are had infiltrated from across the International Border (part of the 198km-long Working Boundary guarded by the BSF in Poonch/Jammu areas adjacent to Pakistan) in Dayalachak area of Hiranagar sector in Kathua district. They infiltrated on Thursday evening, were picked up by a Kashmir-bound truck (JK03F/1478) and reached Ban toll plaza on Friday morning. They were hiding in a cavity in the truck. Dayalachak is around 62km from Jammu and Ban toll plaza is around 25km from Jammu city. Therefore, the terrorists travelled 86km on Pathankot-Jammu-Srinagar highway before being intercepted at the toll plaza. The reason the WB is now the favoured infiltration area of entry is that more than 13 rivers and seasonal rivulets like Basanter River, Devak River and Tarnah River, Shaap Nullah in Samba-Kathua sector, Aik Nullah, Nikki and Baddi Tawi in RS Pura sector of Jammu district and Chenab River in Pargwal sector and Munawar Tawi in Akhnoor sub-division of Jammu district flow into Pakistan from the WB. These riverine gaps are among the traditional routes used by terrorists to infiltrate into India & that’s precisely why JeM’s HQ in Bahawalpur has dedicated infrastructure for imparting training on riverine infiltration (and not seaborne infiltration as mistakenly assumed by several ‘desi patrakaars’ in the past). In the Jhajjar Kotli attack on September 12, 2018, three JeM terrorists had adopted a similar modus operandi before they were killed in a day-long encounter. Similarly, three JeM terrorists were arrested from another Kashmir-bound truck with arms and ammo at Lakhanpur in Kathua district on September 12, 2019. Since the Su-30MKI has a two-man cockpit & the WSO at the rear has his own dedicated AMLCD panels for looking at target designation & guidance imagery, a holographic HUD isn’t reqd. For in single-seat cockpits where there’s no space for housing large AMLCD panels, hpolographic HUDs are used for superimposition of both flight management & weapons targeting/guidance symbology & imagery.

Missing from these is the term ‘ballistic missile’. That’s because no ballistic missile has ever been fired from any IN-operated submarine as yet. Nor has the K-15 SLBM been showcased in any Republic Day Parade. In fact, the video mistakenly claimed by many to be a K-15 SLBM test-firing is in fact that of a P-70 Ametist ASCM being fired from a Project 670 SKAT (Charlie-1) SSGN back in the late 1980s & that’s what is responsible for the smoke emanating from the two side-mounted booster rockets.
To VIKRAM GUHA: Here are the figures: The allocation for defence pension has shot up by a significant 13.6% to Rs.1.33 lakh crore in the Union Budget 2020-21, even though the overall capital budget allocation for the armed forces has seen a marginal increase of just 3%, or Rs.3,400 crore. The total defence budget this financial year, including pensions, stands at Rs.4.71 lakh crore. Excluding pensions, the defence budget has just increased by 1.82%. The capital outlay for the Army has increased 10.3%, while that for the Navy has risen 2%. The outlay for the Indian Air Force, meanwhile, has decreased by 2.3%. Defence pensions, including those for civil employees of the MoD, are higher than the pay and allowances for the services, which stand at Rs.1.17 lakh crore. Pensions constitute 28% of the overall expenditure of the MoD, even higher than the Rs.1.13 lakh crore earmarked for new acquisitions and modernisation of the armed forces. The Army is the most manpower-intensive service of the three with a strength of 13 lakh personnel, and the pension allocation for it is Rs.1.13 lakh crore. For the Indian Air Force and the Navy, the figures stand at Rs.0.13 lakh crore and Rs.0.072 lakh crore, respectively. Budget documents show that the increase in defence pension is largely because of an increase in pensioners and an impact of dearness relief. While Sitharaman had allocated Rs.39,302.64 crore for the IAF capital expenditure in her last budget in July 2019, it was increased to Rs.44,869.14 crore in the revised estimates for 2019-20. Sitharaman allocated Rs.43,281.91 crore for 2020-21—a 3.5% decrease from the revised estimates. The move came despite the fact that the IAF’s committed liabilities—payments to be made for past orders—was around the same figure as the revised estimates. While the revised estimates for the Army was at Rs.29,666.90 crore this fiscal, the budgetary estimates for the next fiscal has been increased by 8.4% to Rs.32,392.38 crore. The Navy, which has been reeling under severe fund crunch, also saw a minor increase—the budget allocation for 2020-21 stood at Rs.26,688.28, a 2% rise from the revised estimates of Rs.26,156.43 crore.

Clearly, the writing on the wall says that finally, the time has come adopt common-sensical measures, such as the following:
ReplyDelete1) The IN should get rid of the IL-38SD MRMR/ASW platforms ASAP & standardise on the P-8Is, with 24 being acquired. The ICGS too should go for a variant of the P-8I for EEZ surveillance/patrolling but being armed with 20mm gunpods, not AGM-84L Harpoon ASCMs.
2) Give up all dreams about procuring C-295 MRMR/ASW/MPA platforms. P-8Is are enough to get the job done. Similarly, invest in SeaGuardian MALE-UAVs to do reconnaissance/surveillance sorties that are dull, dry, dirty & dangerous in nature.
3) IA should be made to own & operate all AH-64E Apache attack helicopters. It is unaffordable for both the IA & IAF to operate separate AH-64E fleets with all their duplicated flying training & ground-support infrastructure. The IA should build its own dedicated heli-bases in both Jammu & Poonch, plus in Leh, instead of keeping the Apaches & Rudras & LCHs farther away in Pathankot.
4) HAL should stop all work on developing a 12-tonne NMRH & should instead begin developing ASAP a 7.5-tonne version of the Dhruv ALH to serve as the NUH as well as CASEVAC helicopter for the IA & a CSAR platform for the IAF.
5) Expedite the airworthiness certification of weaponised versions of both the LCH & LUH. Only this then will enable the MoD to stop procuring the Ka-226Ts.
6) The IAF now has a clear choice to make: either accept the Tejas Mk.1A without internal cannon or select an imported MRFA with internal cannon. The choice here should be obvious.
7) Stop forthwith the discredited practice of licence-building imported weapons platforms at 2.5 times the cost of importing them off-the-shelf. GSL should be stopped from making only 2 Project 1135.6 FFGs & the money saved should instead be spent on building 10 MCMVs of Russian design, with Russia supplying only two more off-the-shelf.
8) Disinvest in all DPSUs, especially in the OFB & make them financially independent & their managements should no longer be anbswerable to the MoD’s dept of Defence Production.
9) Discourage the practice of creating duplication of military-industrial infrastructure in the name of competition between private-sector & public-sector. In no other country in the world are there production facilities competing for producing the same type of principal weapons platforms. If public-sector or state-owned production plants in Russia are good enough for supplyiong weapons to India, then why can’t Indian public-sector facilities replicate such feats?
10) Disband the IA’s HQ Southern Command & re-disitribute its ORBAT among the IA’s Western & Central Commands.
11) Forget about procuring additional SSKs under P-75I & instead procure no less than six 5,500-tonne SSGNs like the INS Arihant S-73. If rerqd, procure just an additional 3 CM-2000 Scorpene SSKs but fitted with MAREEM AIP module.
12) Create a National Joint Forces Wargaming Simulation Centre that will be embedded within the joint services National Defence University (NDU). And where the hell is the NDU, whose creation was decided upon way back early this decade?
13) Don’t invest even a single Paisa on fanciful ventures like the TED-BF.
14) Stop issuing fresh RFPs about the MRSV/LPH vessel reqmt & instead focus on CSL teaming up with Navantia for converting the IAC-1’s design into a MRSV platform with 80% systems commonality. In addition, since the 24 Sikorsky MH-60Rs are to be procured, all the IN’s existing 17 Sea King Mk.42Bs & four Sikorsky SH-3Ds should be re-engined, upgraded (with glass cockpit avionics of the type on the ‘Rudra’ ALH & modified (instead of being decommissioned) into utility helicopters capable of operating from MRSV/LPH.
Not a single point will be considered out of your 14, I am confident about it, which is depressing.

ReplyDeleteI believe that's touted to be the recorded video of first test-firing of the K-4 where smoke from side boosters are seen. The K-15 launch video has no such smoke coming from side boosters, missile is visible & the cap is thrown off after it emerges from water. The K-15 video is officially acknowledged as launch from a pontoon. There has been no record, official release about K-4 launch.
As you have said, the K-15 is the only missile that can be launched from the Arihant class. But it would certainly be more useful & exactly the role the IN intended for it to be used as a SSGN hopefully armed with 12 VL Brahmos. I do hope you thus suggest for the IN to have 9 (3+6) Arihant class SSGN which Alon with the 6 proposed SSN will give IN the much needed underwater punch. A total of 9-12 (Scorpenes) SSKs should be more than enough as Russian Kilo & German HDWs are progressively retired. That the HDW lessons were lost is a tragedy but water under the bridge now. Hope, the story with the Scorpenes is different. But the IN should go in for various Nuclear Submarines as this seems to be most logical & feasible.
The budget is a disaster, but shows the future. Defence Pension has to be separated from the Defence Budget & put under Welfare. More Boeing P8Is are required both for IN & CG for patrolling & monitoring Indian interests. Combat aircraft such as Su30MKI & maybe Tejas in future optimised for maritime strike should provide additional sea denial capabilities & support to Maritime Reconnaissance Aircraft

2-ins arihant is nearly 6000 ton with hump for vertical silos.. As u said ssn without hump is better than ssgn so isn't it wud be a good idea to increase the 6ssn order to 12, Instead of another 6arihant ssgn??. Noise wise ssn wud be silent than ssgn and moreover arihant speed is also low as compared to ssgn like yasen class or Virginia class..
I think all the possible points as presented by you will be considered. I feel the times are changing in your favor.

1. The budget for the Navy is so little that all major procurement will take a beating. Already India has lost the submarine race to China. Now India is on the verge of losing the anti submarine race to China as well.
Similarly MoD has not even completed discussions for the procurement of the much needed 57 fighter aircraft for the Navy, leave alone purchasing them. SR-SAM is another major area.
Tremendous amount of problem w.r.t procurement. Procurement even under the current regime is as slow as it was under UPA.
2. Pravin Sawhney tweeted about the defence budget saying - " Analysts disappointment with defence budget should know gov priorities under Gen Rawat: (a)Limited response strategy for Pak - another name for CT ops (b) indigenisation. War preparedness is long term objective, not a priority."

To SUJIT: If the IAF decides to go for Tejas Mk.1 & Tejas Mk.1A minus cannons, then it will be the world’s only air force to operate 4+-Gen MRCAs without cannons. Hence, it is imperative that gun-pods be acquired for both types of MRCAs. Here are some 20mm, 25mm & 30mm option:

The Arihant presently can accommodate the larger & heavier BrahMos-1s, but a better option will be torpedo-tube-launched BrahMos-NGs.
To ANUP: 1) Not quite, if the IAF quickly selects the optimum gun-pod for both Tejas Mk.1 & Mk.1A. But the downside will be the loss of the centreline belly-located pylon station for accommodating the gun-pod, instead of the supersonic fuel drop-tank. 3) Need of the hour is platform fleet standardisation so that fleet-level direct operating costs & related life-cycle costs come down drastically.
To VIKRAM GUHA: 1) VMT, but in my view, the IN fully deserves it, since it has been following for the past 25 years the discredited practice of launching a warship that is only 33% completed during its launch-time. The rest of the work requiring completion takes even more than a decade to fructify simply because the warship’s design never gests frozen & imported sub-systems & weapons get selected & ordered in a piecemeal manner. All this only jacks up the cost of building each warship to prohibitive levels. 2) War preparedness for a limited-to-LoC high-intensity limited war lasting not more than 10 days is possible & achievable till 2022. Beyond 2022 the scenario remains undefined as far as two-front wargaming scenarios go. But fortunately, the adversary too is ill-equipped, as assessed in this report:
