Indigenous Warship Construction: Laudable Objective, But Unsustainable Practice

While indigenisation of the design, development and construction of naval principal surface combatants is a laudable objective, it is the apex-level project management of successive warship construction projects that has consistently, since the late 1990s, serve to sabotage the laudatory objectives, with no tangible changes being expected for future domestic warship construction projects as well. For instance, the cost escalation has been about 225% for the three Project 15A guided-missile destroyers (DDG), about 260% for the three Project 17 guided-missile frigates (FFG), and about 157% for the four Project 28 guided-missile corvettes, each of which is likely to cost $435 million. 

In fact, the project cost of these four anti-submarine warfare (ASW) corvettes has inflated from a sanctioned amount Rs.28 billion or $560 million  (Rs.7 billion or $140 million per 2,500-tonne vessel) to an estimated Rs.70 billion ($1.4 billion) now. Similar estimations are now doing the rounds on the projected four 6,800-tonne Project 15B DDGs (approved by the MoD’s Defence Acquisitions Council in February 2009).

Two principal reasons are to blame for such a sad state of affairs: the inability of the Indian Navy’s (IN) in-house Directorate of Naval Design’s (DND) Naval Design Bureau (NDB) to freeze a warship’s design prior to the commencement of metal-cutting for hull construction; and the failure of the Ministry of Defence’s (MoD) bureaucracy to synchronise the warship construction schedules with other Ministries responsible for supplying raw materials like specialised steel and on-board other sub-systems—both of which are procured from either public-sector undertakings like the Steel Authority of India Ltd (SAIL) or defence public-sector undertakings (DPSU). Instead, the ones who are almost everytime blamed for the delayed warship deliveries are the MoD-owned DPSUs like the shipbuilding yards.

Take, for instance, the delivery schedule of the fourth Project 28 ASW guided-missile corvette—INS Kavaratti P-31, which was handed over by the MoD-owned, Kolkata-based Garden Reach Shipbuilders & Engineers Ltd (GRSE) to the IN on February 18, 2020. This corvette’s keel-laying had taken place on January 20, 2012, followed by hull-launch on May 19, 2015. Yet, it took more than five years for this vessels to be service-inducted (on October 22, 2020).

The first three in the series, INS Kamorta P-28 (whose metal-cutting began on March 1, 2006; keel-laying took place on November 20, 2006; the hull was launched on April 19, 2010; her maiden sea-trial took place in June 2013; was handed over to the IN on July 12, 2014; and she was commissioned on August 23, 2014), INS Kadmatt P-29 (keel-laying on September 27, 2007; hull-launching on October 25, 2011; and commissioned on January 7, 2016) and INS Kiltan P-30 (keel-laying on August 10, 2010; hull-launch on March 26, 2013 and commissioned on October 16, 2017) took between seven and nine years to be delivered. The principal reason for such delayed deliveries was a critical miscalculation by the DND of the warship design’s displacement and weight, which had led to the first three corvettes becoming top-heavy and consequently a laborious and time-consuming weight-shedding effort had to be carried out by GRSE.

For the INS Kavaratti, the NDB decided to make extensive use of composites-based sub-structures, especially in the mast section, in order to reduce weight and for this both fabrication expertise and raw materials supplies were sought and obtained from Sweden’s Kockums AB. In addition, other weight-reduction measures adopted included doing away with the French SAMAHE rail-based helicopter traverse system and instead, adopting a wire-based system known as Rail-Less Helo-Traversing System. GRSE has a licenced production agreement for a period of 10 years with UK-based Mac Teggart, Scott & Co Ltd for fabricating such Rail-Less Helo-Traversing System. Also, the concept of foldable hanger-doors developed by Larsen & Toubro was adopted for the helicopter deck, thereby doing away with rolling hanger-doors.

Earlier, back in 2003, the IN had planned on using Russia-origin D40S/B-quality high tensile strength steel for construction of the four corvettes. However, due to the high cost of import, indigenously developed DMR-249A special grade high-tensile steel was decided to be used. However, due to mis-communication between the MoD and the Department of Heavy Industries, there was delay in the bulk production of indigenous steel (by SAIL) and associated complexities related to the development of new weld-consumables and welding techniques (by MIDHANI). Finally, the delay in identification of a suitable propulsion package by the NDB to meet the stealth requirement of the corvettes, and delays in the development of indigenous weapons and sensors by the MoD-owned defence R & D Organisation (DRDO) also resulted in cost escalation.

The ASW corvette incorporates a state-of-art low-noise CODAD (combined diesel and diesel) propulsion system with hydraulic coupling between main engines and gearbox. Engines used are four Pielstick 12 PA6 STC diesel engines, each with a power of 5,096hp (3,800kW). France’s Naval Group entered into a contract with the GRSE encompassing the delivery of four shipsets of raft-mounted gearboxes with stealth features (total of eight gearboxes), machinery system integration expertise for the whole propulsion system, technical assistance to GRSE for integration of the gearboxes and all related warship-trials, and licencing Walchandnagar Industries Ltd (WIL) for manufacturing the gearboxes under a transfer-of-technology package. On each corvette, two controllable-pitch propellers driven by the two raft-mounted gearboxes are capable of twin output or single output as required. A DRDO-developed infra-red signature suppression system is fitted in the engine exhausts for reducing infra-red signatures.

Each corvette also comes fitted with a Larsen & Toubro-built stabilisation system, a reverse-osmosis plant for freshwater generation, sewage treatment plant with vacuum toilet facilities that are totally compliant with International Maritime Organisation regulations, and an operator friendly Total Atmospheric Control System for high combat readiness with improved habitability and features a fully air-conditioned modular type accommodation. Electrical generation comes from four diesel-engine sets each producing 3mWe, thereby ensuring 100% redundancy at all times. Also on board are indigenously-developed Integrated Platform Management System and an Integrated Bridge System.

However, all four Project ASW corvettes have entered naval service in sub-optimal configuration, since none of them as yet have neither the ATLAS Elektronik-developed ACTAS active/passive towed-array sonar suite, nor the SR-SAM SHORADS for self-defence.

Consequently, at best only 70% material content can be claimed as being indigenous for each of the four corvettes.

The Predecessors

The IN’s previous ASW-specific warships were the 10 Project 159AE Storozhevoi Korabl vessels that were built in successive tranches by the USSR’s Khabarovsky Shipyard in the Far East between 1968 and 1974 and equipped with IN’s 31 Patrol Vessel Squadron of the Eastern Naval Command and the 32 Patrol Vessel Squadron of the Western Naval Command. The first tranche comprised the INS Kamorta P-77 (commissioned on November 21, 1968 and decommissioned on October 31, 1991), INS Kadmatt P-78 (commissioned on December 23, 1968 and decommissioned on November 30, 1992), INS Kiltan P-79 (commissioned on October 30, 1969 and decommissioned on June 30, 1987), INS Katchall P-81 (commissioned on December 23, 1969 and decommissioned on December 31, 1988), and INS Kavaratti P-80 (commissioned on December 23, 1969 and decommissioned on July 31, 1986). The second tranche was built at Shipyard No.820 in Kaliningrad (Baltisky Zavod, now Yantar Shipyard) and comprised the INS Arnala P-68 (commissioned on June 29, 1972 and decommissioned on April 9, 1999), INS Androth P-69 (commissioned on June 30, 1972 and decommissioned on April 9, 1999), INS Anjadip P-73 (commissioned on December 23, 1972 and decommissioned on December 13, 2003, INS Amini P-75 (commissioned on December 12, 1974 and decommissioned on September 16, 2002) and INS Andaman P-74 (commissioned on December 28, 1973, and was lost at sea in storm conditions 230km east of Visakhapatnam on August 21, 1990).

Crew: 106.

Standard Displacement: 970 tonnes.

Full-Load Displacement: 1,110 tonnes.

Length: 82.3 metres.

Beamwidth: 9.2 metres.

Draught: 2.89 metres.

Maximum Speed: 32 Knots.

Range: 2,000nm at 14 Knots cruise speed, 1,500nm at 16,5 Knots, 800nm at 18 Knots.

Endurance at Sea: 10 days.

Propulsion: 2 x 15,000hp M-2B gas-turbines, 1 x 6,000hp Type-61B diesel engine, 1 x diesel-generator rated at 400kW, 1 x diesel-generator rated at 200kW, 1 x diesel-generator rated at 100kW.

Armament: 2 x 2 AK-726 76mm turret-mounted naval guns using the Fut-B fire-control system, 2 x 5 PTA-40-159 400mm torpedo tubes (10 SET-40 torpedoes carried on-board), 2 x 12 RBU-6000 Smerch-2 (RGB-60) ASW mortar launchers using the Burya fire-control system, and 22 mines.

Electronics: MR-302 Rubka radar, Bizan-4B ESM suite, Don navigation radar, MG-312 Titan and MG-311 Vychegda sonar suites.

Once again a very detailed article. Cudos.
1) can you explain the data link/stores management system used by the Indian Navy on its frontline ships and also its standing against the system used by the navies of NATO, Chinese, Russian etc.....
2) are any of the future planned frontline ships (eg Nilgiri class, vishakapatnam class, P 18, P 28A ASW or there future classes) going to be installed with the Integrated Electric Propulsion (IEP). Cause as I have come to understand an IEP type system will be necessary to power any future DEW systems onboard naval vessels.
3) What is the current status and future timeline of the conventional submarine arm of the Navy, with the P75 project deliveries going on (3 out of 6 by dec 2020). What will be the future plans of the Navy. Cause anyways the Chinese are way ahead of us in the no. of subs and now even the Pak Navy with the 8 new chinese subs will have a potent sub surface arm.
4) Now since the navy has cancelled the Reliance OPV and the 4LHD contract, how do you see the navy will move forward on these contracts...
5) What is the status and timeline of the Arihant SSBN class follow on and the indigenous SSN class.
6) Sir was looking at the design of the HAL IMRH. For a helicopter that'll be designed and ready for production in the next 8-10 years and may serve the armed forces for the next 30 years, dont you think the design will be hopelessly outdated by the time it comes into service. With the American Future vertical Lift program, Future European X3 copter based design, The Russian Ka 90 helicopter concept and surely the Chinese will copy some design, all future Vertical lift designs feature a compound rotor arrangement with a normal main rotor and a pusher prop to achieve high speed, HAL IMRH will be hopelessly outclassed by these systems......

To DASHU: Project cost escalations ranging from 150% to 250% is simply not acceptable nor can such gigantic cost overruns be sustainable. If such regressive practices continue (which they are for the Project 15B DDGs & Project 17A FFGs), then this will signal the destructive end of India’s shipbuilding efforts, since the IN will with each passing year get lesser funds for force modernisation & as a result outright importation of new-generation warships will become much more attractive from a financial standpoint. And that’s exactly why India is importing two additional Project 1135.6 FFGs from Russia’s Yantar Shipyard JSC. Very soon the day will come when a stark choice will have to be made: either keep building warships domestically at unaffordable costs & diminishing returns, or import them from abroad at quicker delivery schedules & at cheaper acquisition costs in order to maintain critical force-levels. If not, then the backlog of requirements will continue to increase & this will lead to highly reduced operational capabilities.

Lastly, the lies now being peddled about by the Indian MoD need to be stopped. For example, BHEL is only licence-assembling the OTOMelara 76/62 SRGM & till today no evidence exists of BHEL building such guns from locally-supplied raw materials or even undertaking precision-machining. No wonder BHEL never participates in any AERO INDIA or DEFEXPO expo. The same goes for Kirloskar Oil Engines Ltd (KOEL), Cummins & Kirloskar Electric. Consequently, licenced-assembly of products exported to India in knocked-down condition does not help anyone achieve any level of industrial production-related indigenisation.

To VED: This is where the IN planners went terribly wrong, i.e. as I had explained in another thread, instead of designing a general-purpose or multi-purpose guided-missile corvette, the IN WRONGLY decided to procure role-specific corvette, i.e. an ASW corvette & consequently such warships don’t have ASCMs. Even for self-defence, the IN has issued a RFP for SR-SAM, instead of opting for the common-sensical solution, i.e. mating the Astra-1’s forward section (containing the navigational & RF-seeker avionics) with the Barak-8 SAM’s rear section (containing the propulsion package). Such an innovative SR-SAM solution would easily have produced a vertically-launched SAM capable of shooting down both airborne platforms & inbound ASCMs. In fact, instead of trying to develop a naval version of the QR-SAM that won’t be vertically-launched, this hybrid solution needs to be adopted as the definitive SR-SAM.

To HOODS007: 1) I had already stated several times before that the ACTAS has to date been ordered only for the three Project 15 DDGs & three Project 1135.6 Batch-1 FFGs that are now undergoing mid-life refits at Karwar. 2) I had explained then itself in that very same thread, i.e. the IA’s Rudras being providers of immediate air-support for the IA’s ground formations during the contact battles, will be facing far more lethal & more dense air-defence threats.

To ABHI: TATA Power SED had proposed way back in the previous decade itself to licence-build such cannons & their rounds. But the MoD’s blacklisting of Rheinmetall sabotaged this proposal.

To SHUKANT CHATRATH: 1) I had explained what the IN’s LINK-2 network-centric system can do & why are SDRs reqd for it & how will all this function together once the US-supplied CENTRIX is also included in the system. 2) The Project 18 principal surface combatant is still in the design stage & its QRs have not yet been finalised. 3) Again, as I had explained several times before, any cost-benefit analysis will conclude that nuclear propulsion is the way forward since the IN is already service-inducting SSBNs, the only common-sensical way forward is to procure SSN variants of such SSBNs. 4) As I have explained above to DASHU, the steadily increasing cost overruns of domestic warship-construction programmes greatly reduces the amount of funds available to the IN for its force modernisation-cum-expansion. Several of the longstanding ‘BAD HABITS’ of the IN HQ & its DND/NDB & the regressive methodologies followed by several departments of the Govt of India need to be junked forever if matters are to be improved & made more efficient. 5) Creation of a sea-based, survivable nuclear deterrent is both the most expensive & most time-consuming process. Even now, this leg of the nuclear triad is very far away from being operationalised simply because the reqd types of shore-based support infrastructure is not yet available. What most internet fanboys don’t realise is merely producing SSBNs, SSNs & SLBMs is only half of the reqd effort, with the other half comprising the construction of survivable SSBN/SSN bases containing separated, secure warhead storage & missile storage & integration facilities, missile loading/unloading gantry cranes, and secure & insulated fuel loading/unloading for the PWRs of the SSBNs & SSNs within such bases. And all these have yet to come up in India. 6) Regrettably, HAL will realise all this only when, at the last moment, all 3 armed services will issue all-new GSQRs, ASQRs & NSQRs that will be radically different from HAL expects today.

To MAGICBULLET: It is still in the conceptual design phase & nothing definitive exists as of now.

Undoubtedly, it is a matter of utmost shame that the Govt of India has still not grasped the importance of INFORMATION WARFARE. Nor can any remedial action be expected soon, as exemplified by India’s EAM spending more time on publicising his own book instead of overcoming the deficiencies of India’s narrative-setting methodologies.

Also highly worrisome was the scant coverage given to the commissioning of INS Kavaratti yesterday. While the IN has since the late 1990s reqd at least four warships/submarines to enter service every successive year, that rate since the past 2 years been reduced to only 1 every year. Instead, it is the Indian Coast Guard Service that has been service-inducting more vessels than the IN every year & that too ahead of schedule. Can matters be any more lop-sided???

Why don't we try LNT shipyard for capital ship building ? Why any price escalation is allowed after signing the contract ? Why private shipbuilding yards are not getting capital ship building contracts ? The list is endless.
If I have not forgotten the same GRSE had quoted 1200 cores for two light frigates for Philippine Navy ? Those two frigrates are nothing but our project 28 Corvette ! How come they quote so low for Philippine Navy ?

2> how is it that PLA was able to field hypersonic guild vehicles like the one mounted on DF-17 with out testing them? if they did test them secretly, how come US was caught napping and only now in the last 2 years is seriously moving from TD/ prototype stage to a deployable weapons system which itself won't be ready by 2023-2025.
3> right now is there any defence against Hypersonic guild vehicles , if not does that mean PLA now has a technology lead not only against india but against US and its pacific allies if only till 2025/

Thanks for that detailed account. Its an extremely depressing state of affairs to say the least - the rot starts at the very top and infects the entire chain it seems.

On a somewhat related topic - whats happening to the Fleet support ships which were to be ordered from Turkey?? It was on for sometime since the Turkish Shipyard was the L1 and then was supposedly cancelled due to Erdogan's Kashmir policy and then all of a sudden I had read that it was on again.

Whats happening...is the GoI so dense that they would order Ships from Turkey?? Especially since they are arming the Pakis and have recently aligned themselves with China & Pak...isnt that ridiculous??

Firstly, why go for a all new design rather than a follow-on order from Fincantieri - is it bcoz of the Augusta-Westland blacklisting?

To PARTHASARATHY: L & T is already supplying AOPVs to the ICGS & is delivering them ahead of schedule. GRSE or any other Indian shipyard can ensure time-bound deliveries PROVIDED the warship’s design is frozen before construction begins. What drives up the cost is the IN’s inability to freeze the design, due to which only 35% of the hull is floated in the wet basin & sits there for the next 3 or 4 years waiting for the IN to finalise the list of fitments, during which time the partly-built hull gets corroded b& has to be repainted all over again once the fitments are finally installed. All this increases the number of man-hours of work & hence the cost escalations. For instance, the MoD has NOT YET inked the contract for the Mk.45 127mm guns meant for the four Project 15B DDGs.

To KAUSTAV: In case the decision-makers in India haven’t realised, Pakistan globally observes both October 26 and February 6 as ‘Black Day’. Hence, it is always advisable to pre-empt such theatrics by India observing October 22 as Black Day.

To RAD: Where’s the need for canards? Does the AIM-132 ASRAAM use canards? In any case, the nose-section of the DRDO-developed QR-SAM does have canards.

To HOODS007: 1) The plan is under implementation. The SLBM option has been discarded in favour of Harba SLCMs. 2) All those HGVs were extensively tested since the early part of the decade & were extensively reported. Only the ‘desi’ patrakaars did not bother to report them. 3) High-Power Laser DEWs & in this arena too China has done a lot of R & D and at least 2 such sites are currently operational with such HPL-DEW installations.

To KIDDO: No procurement contract has to date been inked with any shipbuilder for the FSVs. What was inked was an industrial partnership between Turkey’s STM & HSL. The IN never placed any contract with HSL for FSVs. Fincantieri is a totally different company from Finmeccanica & therefore has nothing to do with AgustaWestland.

As was fairly obvious, Paxtan will never be on FATF blacklist as both West & PRC continue to prop them up, ofcourse for their own needs. They continue on the greylist for now, which also is as exactly required by these powers, though Indian media touts it as something for which India can take credit for The nations that need to push Pakistan over the cliff for their own interests, India & now maybe Afghanistan, obviously lack capability to do so & are more or less reconciled to the fact.

Isnt the MGK-100 an older system seen on Russian Delta III SSBNS which are being phased out or are since retired? Also use of the Zavesa-P flank-array sonar would imply further influence of the russian design philosophy ? Conning tower based SONARS are being used then can it also be inferred that earlier information about the hull layout is incomplete?

Also would it not be logical to go with the attack submarine version minus the Hump so to speak as not only would it make use of existing infra bypassing the design/development cycle for the same as it would be an easier system to implement and since the displacement tonnage is lower & hence it should offer better performance with the same reactor ?

To HOODS007 & SACHIN SATHE: Both of you are making the same faulty assumption, whereas I was referring to the design configuration for the sake of fitting into the hulls. In fact, the sonar transducers—the principal acoustic sensors—that are installed in the sonar suites are of last decade’s vintage.

Meanwhile, just as I had stated earlier, the PLAAF’s Dingxin-based 176 Air Brigade flying the J-20s have to make do with only fixed-base cockpit procedures trainers & no full-mission/full-flight simulators have been developed for the J-20 aircrews, as evidenced by these 2 images:

is our desi radar anywhwere near the zavesa flank radar . while scorpene has an enormus flank radar thus better range and sensitivity why are the russian subs devoid of such large flank arrays ? would russia give us the state of the art sonars?
THe CMS is indian , have we intgegrated the sonar , torpedoes etc and many sensors and weapons including the club misisles to the CMS?

To JOYDEEP GHOSH: The very same to you & all your loved ones. 1) India’s position remains the same, i.e. resolve all disputes through peaceful means. 3) Azerbaijan, which is Shia-majority, also has diplomatic ties with Israel. But within the Sunni Ummah there are now 2 opposings groupings: one allied with Saudi Arabia, UAE & Egypt, and the other allied with Turkey.

To RAD: They aren’t radars, but sonars. As I had explained above, flank arrays can be conformally mounted on the hull’s sides ONLY IF there is a single-hull superstructure like that of Scorpene SSK. Double-hulled SSKs like Type-877EKM or S-2/Arihant are both double-hulled. Sadly, the heavyweight wire-guided torpedoes (HWT) required for the Scorpene & SSBN fleets have yet to be ordered.

1)Can ALGs in Ladakh handle C-17A with a tank?

2)You somewhere mentioned that C-17As can easily airlift our tanks to ALGs in Arunachal Pradesh but you said armour cannot operate in AP only Attack heptrs are required then why would we need to take our tanks to AP and can the ALGs in AP take a C-17A with tanks?

3)Can our ALGs handle our jets in AP and Ladakh?

4)What is the status of Tawang ALG?

5)You said when Gen DS Suhag was awarded American Legion of Merit it was for Surgical strikes conducted under his Command in 2015 and 2016 in 2018 but weren't these similar awards given to Pakistani Officers as well who have served against us at LOC also aren't these given in general to various countries military officers Pakistan is still an American 'ally' even if just on paper why would americans award an Indian general for one Operation(2016 SS) against Paki terrorists and their Pak Army allies Pakistani servicemen were also killed in this op so why is the US Promoting action against one of it's 'allies'?

how did VEM tech suddenly put up a plant to produce cutting edge rf seekers and IIR seekers/? any input collboration which i suspect. tech transer from drdo ?
now As US has given s access to p code gps data , how usefull is it as we have our desi navic inplace?
It is clear thathaving a another round of negotiations for the p75 I is totally uneconomical, then why is the gov doing that rather than continuein the scorpene program?.

To AARPEE: 1 & 3) None of the ALGs in Ladakh can accommodate the C-17As because all the ALGs there have only hard-mud surfaces & are not asphalted. Only the ALGs in AP & Uttarakhand have asphalted runways. 2) No MBTs have ever been taken to AP. They are deployed only in Sikkim & nowhere else in the North East. ALGs are reqd only in situations when there are no all-weather roads available. Once such roads become available, all such ALGs will no longer be used by the military. Tawang is getting a full-fledged airport, not any ALG. 5) The US awards to PA officers were given for their conduct of counter-=terror operations in Swat & FATA, not for taking on the IA along the LoC. 6) What kind of ops? 7) Those plans were outlined by UNSC resolution No.47 itself. How can the US go against it? 8) It is fully deployed & its composition is still evolving to the ground realities.

To VIKRAM GUHA: Development of such products takes more than a decade to accomplish & that too only within developed countries. In the IN’s case, it wants solutions of a proven kind from India-based OEMs, meaning the product must be a mature one & must be proven in service. This then means that a foreign OEM that has already developed & successfully such a product before is the best party to supply the IN with such a solution & the supplier can well be ba foreign OEM that has a India-based subsidiary office, like that of NAVAL GROUP of France or Kawasaki of Japan. Such batteries will replace all existing lead-acid batteries & will be rechargeablke by AIP systems.

To MAGICBULLET: How can that be, when both the IA & IAF are far too short of helicopter assets of the type reqd for mounting vertical envelopment operations over mountainous terrain?

To JUST_CURIOUS: 1) Yes. 2) They will take at least another decade to become available & their R & D is highly expensive. 3) Only Turkey. 4) Because no conclusive evidence of such collusion that will stand up to scrutiny in any court of law exists as yet. 5) It was an honest mistake. 6) The ITBP is conducting user-trials. The IA had conducted such trials earlier & had requested for some additional enhancements.

To RAD: The VEM plant is for ATGM fabrication, not for producing any seekers. Such seekers can come frtom anywhere else & be integrated with the rest of the missile’s airframe. Again, as I had stated above, PY-code locational coordinates comes with CEP in feet, whereas CA-code coordinates come with CEP of metres. NavIC has a regional footprint & is not a GPS as such. Hence, if India requires PY-code coordinates for operations in South China Sea or Western Pacific or Mediterranean Sea, that’s where the NAVSTAR constellation will make available PY-code coordinates to Indian users.
