Elbit Systems has been awarded an
approximately US$173 million contract to provide close to 200 Remote Controlled
Weapon Stations (RCWS) to the Navy and Coast Guard of India. The contract will
be implemented over a five-year period. Under the contract, Elbit Systems will
provide lightweight, fully stabilised dual-axis naval RCWS to be installed on-board
a wide range of vessels. Each of the naval RCWS to be provided will house a Kord
12.7mm heavy machine gun and ammunition, a fire-control system and a modular
optronic sensor suite.
Following exhaustive
competitive evaluations, Spain-based INDRA, in which US-based Raytheon owns a
40% stake, had in late 2016 bagged the contract for supplying through the
MoD-owned Bharat Electronics Ltd (BEL) the naval version of the 3-D all-digital
LTR-25 L-band air/surface search radars for both the four Project 15B
guided-missile destroyers, and for the seven Project 17A guided-missile
frigates. Each LTR-25 unit is composed of a
primary radar integrated with a secondary radar and an operation and power
generation sub-systems. The LTR-25 is capable of digital beamforming, direct
radio-frequency sampling, monopulse technique of operation in elevation and azimuth,
clutter-rejection, as well as ballistic missile detection and tracking.
As part of its direct
industrial offsets commitment, INDRA has partnered with BEL for helping the
latter develop the RAWL-03 digital, 3-D, multi-purpose L-band naval radar for
use by smaller naval vessels, such as guided-missile corvettes and shallow-water
ASW vessels.
INDRA had entered the Indian
market back in 2007 and INDRA Sistemas India Pvt
Ltd, a wholly-owned subsidiary of INDRA, was incorporated in March 2009. The
same year, this subsidiary was awarded the contract for automation of ATC systems
at 38 airports managed by the Airports Authority of India (AAI), followed by a
contract for nine secondary surveillance radars, plus instrument landing
systems and ATC training simulators at four metro Airports—Delhi, Mumbai,
Chennai and Kolkata. In the railways-related infrastructure sector too, INDRA
was awarded with several contracts. For the metros, INDRA has to date implemented
solutions for automatic fare collection system for the Kolkata Metro, Delhi
Airport Metro, Mumbai Metro One, and the first monorail in India. For highways,
INDRA has implemented solutions for highway traffic management system for more
than 95km in Rajasthan, and for toll management systems in 88 lanes in Andhra
Pradesh and Karnataka. INDRA has also provided design and consultation services
for the central control at the Indira Gandhi International Airport and for the
bus rapid transit corridor in Delhi, known as the Delhi integrated multi-mode
transport system (DIMTS).
In
the military-industrial sector, INDRA in 2016 entered into a workshare
agreement with BEL for the design and supply of EW systems for the
Indian Navy (Dolphin-2 ESM sensors for SSKs and SSBNs) and Army (the Himraaj
and Himshakti CEWS network for deployment over mountainous terrain).
In August 2008, BEL received a Request
For Proposal (RFP) from the MoD for supplying one ‘Himraaj’ Low-Intensity
Conflict Electronic Warfare System (LICEW), which had been developed by the DRDO’s
Defence Electronics Research Laboratory (DLRL). In February 2009, BEL submitted
the techno-commercial proposal in a consortium with Electronics Corp of India Ltd
(ECIL) for Rs.188.83 crore, which included Rs.16.53 crore towards Annual
Maintenance Contract (AMC) and Rs.1.26 crore towards installation charges. The
work share of ECIL comprised of major assembly units viz., three units of
Control Centre (CC), three units of Cellular Communications Interception Sub-system
(CCIS) and six units of Radio Relay Repeater Stations (RRRS), along with
Engineering Support (ES) package. As against the cost of Rs.91.02 crore submitted
in February 2009 by ECIL (Rs.71.67 crore for major assembly units, Rs.10.75
crore for ES package and Rs.8.60 crore for AMC), BEL, while submitting in
February 2009 the commercial proposal to the MoD, quoted Rs.65.01 crore without
obtaining the consent of ECIL. In April 2012, ECIL expressed its inability to
accept the offer on the grounds that reduced prices were commercially not viable.
Consequently, BEL decided in April 2012 to relieve ECIL from the commitment of
execution of the workshare and to execute the entire project independently. BEL’s
bid was the lowest and the MoD in July 2011 signed a contract for the supply of
one LICEW system at a total cost of Rs.188.83 crore. As per the contract, deliveries
were to be completed within 18 months of signing the contract, i.e. January 11,
2013. The RFP was followed by a No-Cost-No-Commitment (NCNC) demonstration,
which was held in December 2009. During the NCNC demonstrations, major changes
were proposed by the MoD. Failure to ensure the requirements of the customer at
the time of signing the contract in July 2011, but after submitting the quote
in February 2009, resulted in additional expenditure due to changes in
equipment/OEM effected by the customer post-submission of the quote. The work
of ECIL was completed at a cost of Rs.65.09 crore as against the quoted rate of
Rs.69.56 crore. However, delays in obtaining amendments for changes in the OEM’s
specifications contributed to delayed deliveries. The MoD levied liquidated
damages (LD) of Rs.8.97 crore for the delayed supplies. As a result, BEL had to
incur a loss of Rs.56.43 crore due to execution of this project. BEL completed
the Project in March 2015 after a delay of 26 months by incurring a cost of Rs.218.42
crore, against which it earned Rs.170.96 crore, resulting in a loss of Rs.47.46
crore against the envisaged profit of Rs.22.10 crore.
The ‘Himshakti’ comes in two different
versions. For the Indian Army, it is designed as a CIEWS system, whereas for
the IAF it is known as the Ground-Based Mobile ELINT System (GBMES), whose
first units were delivered to the IAF on March 18, 2018. The GBMES comprises
one Control Station (CS) and three Receiving Stations (RS) integrated in
master/slave concept to search, detect, monitor, record and process the hostile
emissions as well as to find out the location of the emitter, thereby
fulfilling the strategic EW requirements of the IAF. One of the three RS has
also been configured to operate in master/slave configuration (with minimal
degradation) in the absence of a control station. Each RS contains three ELINT
Receiver Segments in the 70 MHz–40 GHz frequency range. In addition, one
Communications Intelligence (COMINT) Receiver Segment, operating in 30-1000 MHz
frequency range, intercepts and monitors the COMINT signals. Additional details

In addition, INDRA has also
bagged the contract for for co-developing with BEL a family of VSAT-based rapidly
transportable Ku-band SATCOM systems for all three armed services, as well as
for the National Nuclear Command Authority and the Strategic Forces Command.
These systems provide fast and secure communications, notably amplifying the
transmission's bandwidth and increasing the data transmission capacity. Furthermore,
they are equipped with the capacity for using commercial and military
communications satellites, thereby broadening the coverage of communications
and lowering operating costs.
INDRA was also selected by
TATA Power SED for supplying navaids for all IAF air bases under the MAFI
project.

In two of the talkshows yesterday in Capital TV, Pakistani panelists discussed Afghanistan and their narrative was that US has lost Afghanistan and are looking for respectable way out and that if things go bad and negotiations fail, Afghanistan's Norther Allaince will be a problem.
They spoke as if Taliban are legitimate political foe of Afghan government. What about the violence done by Afghan Taliban. Why do Pakistanis always rationalise violence against India and Afghanistan when done by Afghan Taliban or Jehadi tanzeems.
Also in the show, the panelist said, Pakistan is now opening trade passage for India to Afghanistan via Pakistan, may be due to American pressure. But he also said they need to make it conditional to negotiations on Kashmir. When i hear them speak its as if they truly believe that Kashmir will become Pakistani territory and its just a matter of time.
I dont understand this, i mean a common man falling for this propaganda is onething. But those who propagate fall for their own stuff.
They truly believe that with Russia, Iran and China on their side, they are going to make mincemeat of US troops and Afghan government. And then they want peace with India and USA. Its like make peace per their terms and whats with them is theirs and whats with us is up for negotiations. This is equally true when it comes to China. But I think you forgot to mention from what altitude if that DRDO's rocket Powered LGB has to be launched in order to achieve 12 km range. Is it low altitude or high altitude ?
It seems DRDO's rocket powered LGB is inferior to French AASM-hammer which has 60 km range of launched grom high altitude and 12 km range of launched from low altitude. It's design is also doesn't seems to be that impressive. What is your take here.

To TORBO JET: No forgetting at all. If the target is at an altitude of 16,000 feet or 18,000 feet (which is what high-altitude mountainous terrain is all about), then the PGM has to be launched from an altitude of 24,000 feet ASL. If the target was at far lower altitudes, then the range of the rocket-power PGM will of course be greater. There are several versions of the AASM Hammer & not just 1 version. Not all of them have 60km range & range envelope depends on the various types of inertial & terminal navigation systems employed by different versions of the AASM.
To PAWAN MS: Sudarshan LGB project was terminated by the DRDO 3 years ago. Instead, the dual-mode guidance (laser homing plus GPS) was preferred for the Gaurav HSLD glide bomb.
To JOHN: AMOGHA is nothing else but the MBDA-developed Milan-2T.
To HARSH: That’s because the scale-models shown at DEFEXPO 2018 by MDSL were all built in mid-2016. How can LTR-25 be too big for any warship? What does its photo uploaded above indicate? It is already on the Spanish aircraft carrier Juan Carlos.

Even in 1984, it was known to all that that the Soviet red Army’s presence in Afghanistan at that time was limited to no more than 14,500 combat troops, with another 10,000 being involved in garrisoning functions. No force of such size can ever undertake an invasion of another country. For instance, when the Red Army marched into Hungary in 1956 & into Czechoslovakia in 1968, the invasion force comprised about 250,000 troops at both times. Hence, back in the 1980s the USSR never planned an invasion of Pakistan across the Durand Line, although the UUSR did make an offer to India in 1984 for a joint limited invasion of Pakistan, with the Red Army attacking FATA while the IA was to attack & capture PoK. But such an offer was never taken up by Rajiv Gandhi. Therefore, it is better to ignore such tweets by severely ill-informed entities who are totally ignorant about contemporary historical factoids.

I heard that all the DPSUs are ganging up against Pvt Indian companies like L & T , Tata, Godrej etc because the Private companies are getting orders & DPSUs don't want to see that happen.
I feel these DPSUs will eventually force private indian companies in defence to down shutter because DPSUs enjoy government support.

1) One reason for Pakistan's WMD possesion not giving it a large power status is that most of Pak's WMDs are tactical weapons with several more deployed on MRBMs of upto 2000 km range. They successfully deter us and no body else.
2) These weapons as well as the missiles are clearly donated by the Chinese, with Pakistanis themselves having very little ``know why" in these things. Unlike even NoKo or Iran, Pakistan has not launched a satellite with all the rocket technology it has.
3) A nuclear power with a credible indigeneous deterrent has a different weight altogether: take Russia for example. It wields more clout (though not positive) than Germany or Japan in spite of an inferior economy.
4) For middle weight nuclear powers (hopefully we get there in some years), it appears to be as follows: a credible minimum deterrent is the ultimate insurance that ensures that no combination of external powers, great or small, can compel such a power to part with its territory.
5) France is such a middle weight nuclear power without facing any pressing territorial threat. For us, facing the combination of threats we do, a credible minimum deterrent is a must.

1) But the Barak 8/8ER has a maximum slant range of 70 km/150 km for the ER version. The 40N6 has a 400 km slant range on the other hand. Unless DRDO can rapidly develop and operationalize such a missile (say, in 5 years time), dose'nt the S-400 make sense ?

What needs to be understood here is that: 1) Hollande has NOT named any Indian entity in the sentences attributed to his direct quotes. 2) He has used the term ‘service group’, meaning more than 1 entity that will be the recipients of the offsets. This then translates into the offset business from Dassault amounting to just Rs 6,600 crore (Rs 66 billion). Dassault’s share in the total offset Export Obligation (sic) is thus approximately 22%, or Rs 6,600 Cr (Rs 66 billion). The balance 78% of offsets are to be discharged by other companies such as Thales, Safran and MBDA. Thales already has a JV with HAL for discharging its offsets obligations, while SAFRAN too has an arrangement with HAL for building RLG-INS like Sigma-95N & Sigma-30. In addition, SAFRAN is negotiating various joint R & D with DRDO. 3) The term ‘service group’ refers to all those military-industrial entities of India that have been successfully vetted by a joint MoD-Union MHA team to ensure compliance with various industrial security-related parameters that are specified in the India-France Inter-governmental Agreement inked in 2008 that forms the umbrella agreement for all military-industrial co-production projects.
Therefore, it is utterly baseless & mischievous for anyone, especially the INC, to claim that Reliance will be the SOLE beneficiary of Rafale-related industrial offsets, & that the name of Reliance was specifically proposed as a beneficiary of offsets contracts by anyone in this GoI, because the list of Indian entities eligible for receiving offsets contracts that was given by India’s MoD to France’s DGA is an official document, & is therefore officially communicated. Such matters cannot be communicated verbally. All these will be revealed in the CAG’s audit report of the Rafale deal in future. The French govt too will respond soon along similar lines, rest assured. Only those ‘desi’ patrakaars & commentators who have no domain expertise on such matters involving the finer details of governmental SOPs will continue cribbing, & most of them in any case have lent their signatures to the PIL that was recently filed with the Supreme Court, so they now have a malicious motive in spreading falsehoods as well.

The recent statement by AM Nambiar in an interview clearly spells out the scope for 6 squadrons of 110 MMRCA to be oriented towards more Rafale as they would automatically offer the most cost-effective life cycle set up due to the 36 Rafales and their existing setup in India by the time MMRCA-2 moves beyond the RFI stage
AM Nambiar: The IAF had hosted a Request For Information (RFI) in April 2018 for approximately 110 fighter aircraft. The proposal intends to procure fighter aircraft for six squadrons with one squadron in flyaway state, and the remaining five squadrons are to be made in India by the Strategic Partner as per the provisions of Chapter VII of the Defence Procurement Procedure-2016. Advancements in technology have taken place since the last RFP was issued in 2007. The IAF will examine the responses and go through the process of defining Air Staff Qualitative Requirements (ASQR) for the current proposal to ensure maximum competition. Increased competition is expected to bring in better offers of technology , lower procurement costs and better terms for acquisition.
So we have (36 Rafales) 2 + 1 imported Rafale squadrons and 5 squadrons of Rafales, just maybe, made in India.
OTOH, MMRCA-2 could just as well be Make In India latest blocks F-16s, in which case it shall be curtains for the 200+ MWF/LCA-Mk2 and IAF, in that case obviously go in for 300+ F-16s
Cost effective offers only either of these solutions. It will become more logical in the coming days as India is integrated more with the USA.

To KAUSTAV: The RFI concerns 114 MMRCAs, not 110, meant for six sqms. The Rafale reqmt was WRONGLY labelled as the MMRCA reqmt. It is actually the DPSA or deep-strike interdictor reqmt for taking over the role of the Jaguar IS, since the Jaguiar IS fleet has taken over the tactical interdiction role from the MiG-23BNs & MiG-27Ms. Hence, the reqmts are now for DPSA (for which 126 Rafales are reqd), the medium multi-role tactical interdictor.air-defence combat aircraft (114 aircraft). That makes the reqmt for 83 Tejas Mk.1As & the Tejas Mk.2 (together making up 18 sqns) totally redundant & unnecessary. Such a situation can only be turned around IF the Tejas Mk.1A is developed the way it ought to be instead of the mess it is now, plus highly accelerating the Tejas Mk.2’s developmental process.
To ANKIT SINGH: Obviously such modules are not available from any Indian OEM. Indian OEMs like BEL are only developing hand-held MIL-SPEC GPS locators.

By October, however, Pakistan will commence its efforts to infiltrate as many terrorists as possible before it starts snowing in J & K, and that should be the time when the IA ought to undertake some major tactical offensives along the LoC aimed at capturing some vital pieces of real estate, since by then both the US & Afghanistan will be pressurizing India to do so. Thanks of course, but the Rafale DPSAs and other 114 MMRCAs are required within 5 years. it is only possible to make, just maybe, Tejas Mk1As with the needed design changes. Period. How do you accelerate LCA Mk2 / MWF, if we do not even have a design yet, forget FSED rollout. Flight certification is another story altogether. The IAF probably needs to deploy the MMRCAs/DPSAs by 2025 or 2028. How will the Mark 2 be available in numbers by then? It is logical to procure F16s or Rafales and abandon the MWF/LCAMk2. There is always the AMCA to be developed and the LCA Mk1A could be optimised and developed further aa new technology and miniaturisation of equipment happens. The UCAV/AURA/Ghatak/Unmanned LCA and even a Naval Combat aircraft need to be developed and the timelines for them is feasible.
Please explain, as I am not exactly convinced about a LCAMK2/MWF even though you had made a post of it some months ago. The MWFs time has gone. It is too late. Infact, the LCA Mk1A doesn't have a FSED yet. The LCA Mk2 / MWF has to be abandoned.

To ANKIT SINGH: You’re missing the point, which is it is not about building/producing the Tejas Mk.1 in different blocks, but about getting the design right, which is ADA’s responsibility.
To MOHAN: 1) The Dhanush-45 is already under series-production for 114 units. 2) No way. It can’t be both. So, either choose the Tejas Mk.1A or go for the 114 imported-design MRCAs. And the cheapest available imported design MRCA right now is the F-16 Block-70.
To RAD: FABs in Taiwan wre originally established by MNCs from the Silicon valley. Taiwan only provided the optimal investment climate for these MNCs to set up ship there, just as Japan & the RoK had done earlier. In India, the mindset of the ‘neta’ decision-makers itself has been wrong for the past 65 years & that’s why these idiots continue to believe that licenced-production of combat aircraft leads to self-reliance! Now all eyes are on the forthcoming launch of the GSAT-7A for the IAF, following which both the IN & IAF will be able to use IRNSS for obtaining precise navigational coordinates while the GSAT-7 & GSAT-7A will enable both to operate Avenger-type UAVs over long distances through SATCOM data-links. And for the Nth time, I’m stating that no 4th-generation MRCA has been, nor will ever be licence-assembled in any other country other than that to which the OEM belongs, simply because it is cost-prohibitive. The Su-30MKI is a 4rd-gen MRCA airframe with some 4th-generation avionics on it. That doesn’t transform the Su-30MKI as a true 4th-gen MRCA.

This is a great news. It shows the maturity of the Indian diplomatic assessment and its correct assessment of the Maldives situation in the ground.
There were lot of provocation from the Indian opposition who were trolling that Modi government is loosing one by one all neighbours. Some have even trolled him and Sushma Swaraj, saying where is the 56" chaati now.
Some hawkish defense analysts had even suggested a physical force to evict Abdullah Yameen and India help in a free and fair election in Maldives.

In reality, the principal reason why HAL was not allowed to licence-manufactire the Rafales was due to Dassault Aviation’s refusal to stand guarantee for HAL’s industrial QC/QA standards. Had HAL been forced to adhere to Dassault Aviation-specified industrial production standards, the total programme costs would have jumped to 4 times than what the GoI & HAL were then expecting. So, when the GoI was informed that HAL could only supply licence-built Rafales for which Dassault Aviation had no product liability, this immediately sent alarm bells ringing within IAF HQ, since the IAF has over the past 4 decades suffered enormously due to ALL HAL licence-produced aircraft not being covered by the OEM’s product liability clauses. Hence, the IAF did not want to take any chances with the Rafales, which would become the most expensive combat aircraft ever to be acquired by the IAF & therefore it would be highly embarrassing if any licence-built Rafale were to crash in future due to equipment malfunctions that would eventually be attributed to HAL’s faulty industrial QA/QC procedures. Consequently, the GoI had no choice but to procure the Rafales off-the-shelf & insist on 50% indirect industrial offsets from the French OEMs. The issue of product liability & the terrible consequences of hardware not being subject to product liability coverage from the OEMs is not at all understood by any of these ‘desi’ headless chickens, but it was all authoritatively explained here:

The most critical modifications suggested by CEMILAC were NEVER carried out, like the extension of the nose-section. The greatest deficiencies were in the arena of avionics LRUs positioning, because when ADA was designing the Tejas Mk.1, it never occurred to anyone in ADA that the design in order to be optimized had to ensure that the aircraft had to have had a low direct operating costs per flying hour & very low maintenance man-hours per flying hour. As for harbours, yes, GRP-hulled MCMVs are the need of the hour to keep both the navigation channels & SLOCs open for maritime traffic. Mu suggestion is to buy off surplus Avenger-class GRP-hulled MCMVs from the US Navy ASAP. This offer was made to India way back in 2007.

With reference to your statement related twice about 'WHAT BMD TEST', the real culprit is of course Mr.Hemant Kumar Rout aka the Panwala journo from the yellow Rag the IndiAn Express with his initial tweet about a night time BMD test of the PDV on Sunday which was taken up, printed and broadcast without verification by that rag IE and blindly by others. This, even though, there was no statement by DRDO or authorised press release. Infact, though I pointed out tot him the same day,that it could have been the Pralay the SRBM version of the PDV which might have been tested a few days after Prahar, the TBM version of AAD. There is no statement from DRDO to that effect either although there was speculation about NOTAMs etc. However, the test of the Prahar TBM and Astra AAM have been confirmed officially. There has been no similar statement either about PDV or Pralay SRBM. Could you elaborate here or explain in detail about category and roles of Prahar and Pralay?
