In March 1983, India’s Intelligence Bureau (IB) finally had the proof it wanted. Singh was approached by AVM (Ret’d) Kenneth Larkins on March 20 and asked whether he would consider passing on classified manuals of USSR-supplied MiG-23MFs and MiG-25Rs in the Indian Air Force (IAF) inventory. On March 24, Singh informed AVM Raghavendran that the approach had been made and that Larkins had promised him Rs.30,000 for each manual. Singh was instructed to pass on a classified manual on the MiG-23MF’s avionics suite, which he did when Larkins visited him in his office at IAF Headquarters on April 3. On April 5, Larkins returned the manual along with a preliminary payment of Rs.10,000. When shown the details of the surveillance, Frank Larkins quickly confessed. His 10-page confession led to the arrest of two more members of the spy ring, Jaspal Singh Gill, a Delhi-based businessman and his employee, Lt Col (Ret’d) Jasbir Singh. He was recruited by a CIA operative who was an Attache at the US Embassy. He in turn recruited the Larkins brothers who were asked to recruit more people. The original CIA operative had left India in 1982 and handed over the network to Harry L Weatherbee, the CIA man named in Larkins' confession who was given 24 hours to leave India after the spy ring was busted in early November. On November 3, 1983 a posse of officers from the Special Branch of Delhi Police accompanied by IB sleuths quietly arrested Maj Gen (Ret’d) Frank Larkins from his Vasant Vihar house. AVM Kenneth Larkins was picked up simultaneously from his hometown of Lucknow just one week before he was scheduled to emigrate to Australia where his daughter lives.
However, it is now possible to connect two separate but related operations together, thanks to this book (see above) that was published early during the previous decade. From the contents of this book, one can safely infer that the wealth of information being supplied to the US Central Intelligence Agency (CIA) since 1978 by Adolf Tolkachev, the Leading Systems Designer for the Scientific Research Institute for Radio-Engineering (Phazotron NIIR), was found to be too good to be true and consequently the CIA required a second source for confirming the authenticity of all the data that Tolkachev was providing. And that was the precise reason why the CIA launched a covert data-gathering operation in India by targetting those very weapon systems of USSR-origin that were then beginning to enter service with the Indian Air Force and Indian Army.
Over a six-year period
(1978-1985), Tolkachev met with his CIA handlers 21 times on the streets of
Moscow. Documentation supplied by Tolkachev by late 1983 had included:

Why did we go for 98 KN F414-GE-INS6 engine for Tejas Mk-2 when GE had offered enhanced variant F414-EPE with 117 KN of thrust. Both engine variants have same physical dimensions. Is it too late to redesign the air intakes, assuming a change was needed for EPE, or is there some other reason?

I heard a different version of the story from Jasjit Singh. According to him, AVM Larkin's blunder was that he offered quite a bit of money for the manual. Normally, said Singh, he would have had no problem sharing the manual, but when money was offered, he became suspicious and went to Raghavendran. Another aspect, apparently, the IB wanted to catch Larkins making contact with the American guy red-handed. Unfortunately, when they moved to arrest them at a drop, the American in his powerful car sped off and got into his embassy before the slow-moving Ambassadors could catch him. The case changed Jasjit's life. Since he was needed as witness, he was deputed to IDSA as a Deputy Director and thereafter became the Director and an influential person in India's strategic world.

To PARTH: Choice of turbofan is dictated by the MTOW of the MRCA. Consequently, had the Tejas-AF Mk.2 been a twin-engined MRCA, then the F414EPE turbofan would have been the logical choice.

To SUMANTA NAG: 1) The SMART delivery vehicles needs to be test-fired at least another 9 times to prove its reliability. To date, only once has it been test-fired. 2) Not the DRDO, but the IA, which has been conducted its mobility-cum-firing trials in different parts of the country. 3) As I had stated previously, CSIR/NAL is an aerospace laboratory & hence it lacks the expertise for developing an engineered end-product. Hence, it should be HAL that be primarily responsible for developing such an aircraft. HTFE-25 is still a few years away from emerging as an optimum end-product. 4) IL-76MD can be modified to serve as an airborne engine testbed, PROVIDED the IAF is willing to spare one of them. Alternatively, a twin-engined MiG-29 can be used for both high-speed taxi-trials 7 airborne flight-trials, PROVIDED the IAF is willing to spare one of them. 5) That’s all FAKE NEWS, as I had explained in the previous thread. Leave alone the WS-15, even the FWS-10A turbofan has yet to enter service.

I had met Ret’d Air Commodore Jasjit Singh in late 1988 in Singapore at the Marine Mandarin Hotel, where he was staying while attending a seminar. Back in 1983, what had baffled the IAF was why exactly was why AVM (Ret’d) Kenneth Larkins had asked for the MiG-23MF’s user’s technical manual (not the flying manual) & why did he say that this was meant for Israel. That’s because the IAF at that time knew that 1) the USAF had already obtained all such data from Egypt & 2) Had Israel reqd such materials, then the request ought to have come from the Director of MOSSAD & made to Secretary R & AW. Only after this would the request have been taken up by the JIC for processing. It may be recalled that Egypt became one of the first export customers when it bought in 1974 eight MiG-23MS, eight MiG-23BNs and four MIG-23UBs. By 1975 all Egyptian MiG-23s had been withdrawn from active duty and placed in storage. In 1976, Six MiG-23MS & six MiG-23BNs, as well as 16 MiG-21MFs, two Su-20s, two MiG-21Us, two Mil Mi-8Ts & ten KSR-2s were purchased for the USAF’s Wright Patterson AFB-based Foreign Technology Division. These all were service-inducted by the USAF’s 4477th Test and Evaluation Flight at the Threat Training Facility on Nellis Air Force Base, under Tactical Air Command. They operated from Tonopah Test Range in Nevada between 1978 & 1988. This sqn was the product of Project Constant Peg, which named after Maj. Gen. Hoyt S. “Sandy” Vandenberg, whose call sign was “CONSTANT” and “PEG”, the wife of Maj. Gaillard Peck, who initiated the program while working for Vandenberg at the Pentagon.
Therefore, what was missing was finding out what was the MOTIVE behind such a request for the MiG-23MF’s user’s technical manual & also for similar data on weapon systems like the Kub/Kvadrat SAM. That motive became identifiable & clear ONLY AFTER the publication of THE BILLION DOLLAR SPY. Since Tolkachev had supplied technical data on new avionics suites for the MiG-23MF, such data was at odds with what the USAF had secured from Egypt & hence the CIA had then strongly suspected that Tolkachev was planted by the KGB to spread disinformation. Thus, in order to certify whether Tolkachev was supplying genuine or fictitious data, the CIA had decided to launch the espionage operation in India through the Larkins brothers. Had this gone any further, then even such manuals for the MiG-29B-12 would have been sought at a later date, since the IAF in 1983 began negotiating with the USSR for procuring them. But the Tolkachev spying scandal did become a headache for the IAF because its MiG-29B-12s were equipped with Phazotron NIIR's N0-19EB Rubin radars that could search, track & engage only 1 airborne target at a time, versus the N0-19ME Topaz that could track 4 targets while engaging 1 at the same time. Only in 1993 was the Topaz cleared for export to the IAF.
Anyway, the good news is that Jasjit Singh’s son has been appointed as the VCNS.

Actually I meant that India had full tot from HDW on type 209 submarine yet sat on it despite pleading by MDL (you too referenced to the same) and went for scorpene submarine after all expertise was lost. once again the same mistake is being repeated. instead of giving repeat scorpene submarine order to MDL or working on development of enlarged scorpene submarine using tot and expertise that exists, we are again going back to HDW for P75I whereas logic dictates we dump P75I and work on enlarged scorpene submarine using tot and later use tot of scorpene and HDW from merge into a concept that can be used in P76 submarine.

True, Elena Geo Systems has come up with a great achievement. A high end chip with 12nm chip design capability, but the chip itself is manufactured in Taiwan.
Unless and until this manufacturing bottleneck is overcome, we will be at the mercy of outsiders with very limited strategic independence. China and Russia are prime examples of the pressure that can be applied by advanced chip manufacturing nations.

For instance, back then one of the excuses floating around was that the IAF air-defence controllers had ASSUMED that the tracked airborne object was a hostile MALE-UAV! That still does not explain why the IAF's Mi-17V-5's IFF transponder was switched off when it was airborne. In short, ORDER + COUNTER-ORDER = DISORDER.
