Decoding A 1980s-Era Espionage Operation

Thus far, only one senior Indian Air Force (IAF) has gone public (see below) with a much-publicised espionage operation that had been mounted by the US in the early 1980s inside India.

In March 1983, India’s Intelligence Bureau (IB) finally had the proof it wanted. Singh was approached by AVM (Ret’d) Kenneth Larkins on March 20 and asked whether he would consider passing on classified manuals of USSR-supplied MiG-23MFs and MiG-25Rs in the Indian Air Force (IAF) inventory. On March 24, Singh informed AVM Raghavendran that the approach had been made and that Larkins had promised him Rs.30,000 for each manual. Singh was instructed to pass on a classified manual on the MiG-23MF’s avionics suite, which he did when Larkins visited him in his office at IAF Headquarters on April 3. On April 5, Larkins returned the manual along with a preliminary payment of Rs.10,000. When shown the details of the surveillance, Frank Larkins quickly confessed. His 10-page confession led to the arrest of two more members of the spy ring, Jaspal Singh Gill, a Delhi-based businessman and his employee, Lt Col (Ret’d) Jasbir Singh. He was recruited by a CIA operative who was an Attache at the US Embassy. He in turn recruited the Larkins brothers who were asked to recruit more people. The original CIA operative had left India in 1982 and handed over the network to Harry L Weatherbee, the CIA man named in Larkins' confession who was given 24 hours to leave India after the spy ring was busted in early November. On November 3, 1983 a posse of officers from the Special Branch of Delhi Police accompanied by IB sleuths quietly arrested Maj Gen (Ret’d) Frank Larkins from his Vasant Vihar house. AVM Kenneth Larkins was picked up simultaneously from his hometown of Lucknow just one week before he was scheduled to emigrate to Australia where his daughter lives.

However, it is now possible to connect two separate but related operations together, thanks to this book (see above) that was published early during the previous decade. From the contents of this book, one can safely infer that the wealth of information being supplied to the US Central Intelligence Agency (CIA) since 1978 by Adolf Tolkachev, the Leading Systems Designer for the Scientific Research Institute for Radio-Engineering (Phazotron NIIR), was found to be too good to be true and consequently the CIA required a second source for confirming the authenticity of all the data that Tolkachev was providing. And that was the precise reason why the CIA launched a covert data-gathering operation in India by targetting those very weapon systems of USSR-origin that were then beginning to enter service with the Indian Air Force and Indian Army.

Over a six-year period (1978-1985), Tolkachev met with his CIA handlers 21 times on the streets of Moscow. Documentation supplied by Tolkachev by late 1983 had included: complete sets of engineering and technical data-packages of Phazatron NIIR’s Phazotron NIIR's N-003 Sapfir-23 X-band pulse-Doppler radar for the MiG-23MF, the 385kg N-019 Rubin RPLK-29/Sapfir-29 X-band pulse-Doppler radar with twist-cassegrain antenna and its successor, the NO19MP Topaz—both meant for the MiG-29B-12 and MiG-29B-13; complete sets of engineering and technical data-packages of JSC V Tikhomirov Scientific Research Institute of Instrument Design’s N-001 Myech/RPLK-27 X-band pulse-Doppler radar with twist-cassegrain antenna for the Su-27SK; complete sets of engineering and technical data-packages of the Zaslon RP-31/N-007 X-bnd PESA radar on-board the MiG-31; complete sets of engineering and technical data-packages of the Shmel 3-D radar for the Beriev A-50 AEW & CS from NPO Vega; and complete sets of engineering and technical data-packages of both 2K12 Kub MR-SAM family and the Buk-М1 MR-SAM. The Soviet news agency TASS announced on October 22, 1986 that he had been executed.

Hi Prasun.

Why did we go for 98 KN F414-GE-INS6 engine for Tejas Mk-2 when GE had offered enhanced variant F414-EPE with 117 KN of thrust. Both engine variants have same physical dimensions. Is it too late to redesign the air intakes, assuming a change was needed for EPE, or is there some other reason?

I heard a different version of the story from Jasjit Singh. According to him, AVM Larkin's blunder was that he offered quite a bit of money for the manual. Normally, said Singh, he would have had no problem sharing the manual, but when money was offered, he became suspicious and went to Raghavendran. Another aspect, apparently, the IB wanted to catch Larkins making contact with the American guy red-handed. Unfortunately, when they moved to arrest them at a drop, the American in his powerful car sped off and got into his embassy before the slow-moving Ambassadors could catch him. The case changed Jasjit's life. Since he was needed as witness, he was deputed to IDSA as a Deputy Director and thereafter became the Director and an influential person in India's strategic world.

Prasun Da, why the Government did not issue RFI to create 90 seater regional jet in "Make In India" category, or Business House like Tata, Mahindra be roped in and Public Private Partnership model be creaated like AMCA, and Variant of Kaveri that's going under High Altitude Test or Hal developed HTFE 25 can be used to power those aircrafts.

Also, I think is their any practical reasoning to have NAL/ADA ? When HAL has its own design facility, just my thought Dada, I might be wrong, please correct me.

To PARTH: Choice of turbofan is dictated by the MTOW of the MRCA. Consequently, had the Tejas-AF Mk.2 been a twin-engined MRCA, then the F414EPE turbofan would have been the logical choice.

To ANWAY, RAGHU & SUMANTA NAG: The RLV is being developed for both launching satellites (mini & micro) in low-earth orbits & for recovering space debris, which will become a big business in the years to come. Here is the ISRO statement:

https://www.isro.gov.in/Reusable_launch_vehicle_autonomous_landing_mission.html

To SUMANTA NAG: 1) The SMART delivery vehicles needs to be test-fired at least another 9 times to prove its reliability. To date, only once has it been test-fired. 2) Not the DRDO, but the IA, which has been conducted its mobility-cum-firing trials in different parts of the country. 3) As I had stated previously, CSIR/NAL is an aerospace laboratory & hence it lacks the expertise for developing an engineered end-product. Hence, it should be HAL that be primarily responsible for developing such an aircraft. HTFE-25 is still a few years away from emerging as an optimum end-product. 4) IL-76MD can be modified to serve as an airborne engine testbed, PROVIDED the IAF is willing to spare one of them. Alternatively, a twin-engined MiG-29 can be used for both high-speed taxi-trials 7 airborne flight-trials, PROVIDED the IAF is willing to spare one of them. 5) That’s all FAKE NEWS, as I had explained in the previous thread. Leave alone the WS-15, even the FWS-10A turbofan has yet to enter service.

To TUSHAR: It is a conspiracy theory & it is clearly proven by the utterances of the person that was being interviewed.

To MANOJ JOSHI: This what INDIA TODAY had reported at that time:

https://www.indiatoday.in/magazine/cover-story/story/19831231-arrests-of-senior-retired-military-officers-present-a-sordid-picture-of-spying-game-804571-2014-01-28

I had met Ret’d Air Commodore Jasjit Singh in late 1988 in Singapore at the Marine Mandarin Hotel, where he was staying while attending a seminar. Back in 1983, what had baffled the IAF was why exactly was why AVM (Ret’d) Kenneth Larkins had asked for the MiG-23MF’s user’s technical manual (not the flying manual) & why did he say that this was meant for Israel. That’s because the IAF at that time knew that 1) the USAF had already obtained all such data from Egypt & 2) Had Israel reqd such materials, then the request ought to have come from the Director of MOSSAD & made to Secretary R & AW. Only after this would the request have been taken up by the JIC for processing. It may be recalled that Egypt became one of the first export customers when it bought in 1974 eight MiG-23MS, eight MiG-23BNs and four MIG-23UBs. By 1975 all Egyptian MiG-23s had been withdrawn from active duty and placed in storage. In 1976, Six MiG-23MS & six MiG-23BNs, as well as 16 MiG-21MFs, two Su-20s, two MiG-21Us, two Mil Mi-8Ts & ten KSR-2s were purchased for the USAF’s Wright Patterson AFB-based Foreign Technology Division. These all were service-inducted by the USAF’s 4477th Test and Evaluation Flight at the Threat Training Facility on Nellis Air Force Base, under Tactical Air Command. They operated from Tonopah Test Range in Nevada between 1978 & 1988. This sqn was the product of Project Constant Peg, which named after Maj. Gen. Hoyt S. “Sandy” Vandenberg, whose call sign was “CONSTANT” and “PEG”, the wife of Maj. Gaillard Peck, who initiated the program while working for Vandenberg at the Pentagon.

Therefore, what was missing was finding out what was the MOTIVE behind such a request for the MiG-23MF’s user’s technical manual & also for similar data on weapon systems like the Kub/Kvadrat SAM. That motive became identifiable & clear ONLY AFTER the publication of THE BILLION DOLLAR SPY. Since Tolkachev had supplied technical data on new avionics suites for the MiG-23MF, such data was at odds with what the USAF had secured from Egypt & hence the CIA had then strongly suspected that Tolkachev was planted by the KGB to spread disinformation. Thus, in order to certify whether Tolkachev was supplying genuine or fictitious data, the CIA had decided to launch the espionage operation in India through the Larkins brothers. Had this gone any further, then even such manuals for the MiG-29B-12 would have been sought at a later date, since the IAF in 1983 began negotiating with the USSR for procuring them. But the Tolkachev spying scandal did become a headache for the IAF because its MiG-29B-12s were equipped with Phazotron NIIR's N0-19EB Rubin radars that could search, track & engage only 1 airborne target at a time, versus the N0-19ME Topaz that could track 4 targets while engaging 1 at the same time. Only in 1993 was the Topaz cleared for export to the IAF.

Anyway, the good news is that Jasjit Singh’s son has been appointed as the VCNS.

To MANOJ JOSHI: Meanwhile, at the Combined Commanders' Conference in Bhopal last Saturday, the PM's speech it seems had no mention of 'theaterisation', if one goes by what the PIB has released. Instead, 'jointness' was harped upon:

https://pib.gov.in/PressReleasePage.aspx?PRID=1912891

During the final day of the session, various topics including aspects of digitisation; cyber security; challenges of social media; Aatmanirbharta; absorption of Agniveers and jointness were discussed. In a significant development from the past, the scope of the conference was expanded this year, wherein, a few multi-layered and interactive sessions were conducted with participation of soldiers from every command of the Indian Army, Indian Navy and Indian Air Force, including the Tri-Services Andaman and Nicobar Command. This three-day conference of combined apex-level military leadership of the country commenced on March 30, 2023. The theme was ‘Ready, Resurgent and Relevant’. During the conference, deliberations over a varied spectrum of issues were held, including on national security and evolving a Joint Military Vision for the future. The conference also provided an opportunity for the Commanders to review the modernisation of the Armed Forces and the ongoing & concluded military operations, while also discussing ways to improve the country's defence capabilities.

7- on Engine manufacturing - https://idrw.org/rolls-royce-has-two-offers-for-the-jet-engine-program-for-india/- India should participate in both so that it has its hand in the higher thrust engine as well for future needs. Also shouldn't India have opted for GE404 assembly/mfg as they can the be made common across Mk1a & rafales(considering IAF opts for a total of 80 rafales + navy opting for 26 M variant. Rafale started flyng with 404's). Alternatively having a derated GE 90KN GE414 version for Mk1A+ rafales will standarize engine across a large part of its future fleet thus bringing economies of scale. Would be great to know your thoughts on these.

This entails local production of over 13,000 different types of components per gun system via a supply chain of about 1000 industrial partners........ - India Today

1. You can observe that there are 2 values of indigenous content. What is the defence industry-wide, MoD & DRDO framework for measuring indigenous content? Where does the emphasis on indigenous lie the most - value, weight, volume, technology, components?

Bit by bit, details are emerging about Project Zorawar:

The tank will be powered by an imported MTU Friedrichshafen 8V 199 TE21 diesel engine that is is tuned to make 820 hp at 2,300 rpm and will be mounted in V-8, 90-degree configuration. Consequently, the gearbox too will be imported from RENK. The previous 800hp engine imported from MTU in the mid-1980s was the MB 838 CaM 500 for 600 Vijayanta MBTs. The turret will be the Cockerill 3105.

Hi

True, Elena Geo Systems has come up with a great achievement. A high end chip with 12nm chip design capability, but the chip itself is manufactured in Taiwan.

Unless and until this manufacturing bottleneck is overcome, we will be at the mercy of outsiders with very limited strategic independence. China and Russia are prime examples of the pressure that can be applied by advanced chip manufacturing nations.

To DHANU: 1) No CAATSA sanctions have been applied against either India or Vietnam, rest assured. 2) It is FAKE NEWS & therefore there is no mention of either target acquisition radar or fire-control radar in that news-report.

To GESSLER: Yes, it has been a long time! Only the Japanese Defence Attache is the observer at Cope India 2023. As for the B-1B’s participation in the exercise, the following report provides a few leads:

https://www.thedrive.com/the-war-zone/b-1b-lancers-fight-with-and-against-indian-air-force-in-historic-first

Coming to the offensive strike orientation of Cope India 2023, I had already provided some leads here:

https://trishul-trident.blogspot.com/2020/08/multinational-string-of-pearls-emerging.html

As for low-level terrain-avoidance flight profiles, the IAF’s upgraded Jaguar IS/DARIN-3, Rafales & Tejas Mk.1s have MMRs capable of operating in terrain-avoidance mode. However, the USAF F-15Es have the LANTIRN system that can operate passively & this then will be a welcome eye-opener for the IAF. The B-1Bs are best used when launching long-range PGMs, especially gliding JDAMs, LRASMs & in future the ARGM-ER, especially against carrier battle groups. Consequently, the B-1Bs will demonstrate such capabilities to the IAF when operating as mixed force packages, with the likely operating scenario being the Andaman Sea in the event of future emergencies. Speculation about the IAF procuring B-1Bs is unwarranted & nonsensical.

To SATYAKI: Yes, it does.

To ASD: What he said about the February 14, 2019 terror attack is nothing new & has been widely written about. The then Union Home Affairs Minister Rajnath Singh should be answerable. I( had also stated at that time that no PM of a declared nuclear weapons state can remain incommunicado even for 5 minutes. The fact that the Indian PM was contactless totally rubbished India’s credible minimum deterrence policy on that day.

To RAGHU: Indigenisation is a long way away in India for some very obvious reasons, as explained in this presentation by TASL:

https://www.youtube.com/watch?v=3iot19g2FSI

To SUJOY MAJUMDAR: The events leading to the blue-on-blue engagement on the morning of February 27, 2019 were the result of human errors caused by disregarding the laid-down SOPs. For instance, back then one of the excuses floating around was that the IAF air-defence controllers had ASSUMED that the tracked airborne object was a hostile MALE-UAV! That still does not explain why the IAF's Mi-17V-5's IFF transponder was switched off when it was airborne. In short, ORDER + COUNTER-ORDER = DISORDER.

To SOUMYA RAY: What it means for the K-9 Vajra SPH is that no more than 50% of the material content is indigenous. Items like the barrel, loading system & diesel engine remain fully imported. It is more or less the same for almost all weapons that are produced in India, be it for the IAF, In or IA.

To JOYDEEP GHOSH & SIDHARTH: The Class 218 SSK with Siemens AIP is for the IN the safest bet because the MAREEM AIP of DRDO/L & T has yet to be proven. The IN does not want to compromise on the safety-related issues.

To KANE1966: More ALHs will be procured in the Mk.4 versions that will come equipped with better flight-safety features. The same goes for the LCH Prachaand. Of course more MH-60R Seahawks will be ordered in future.
