The customary press conference given by
the Chief of the Air Staff (CAS) of the Indian Air Force (IAF) every year prior to Air Force Day (which falls on October 8) by and large targets
contemporary issues on the balance-of-airpower in the subcontinent and the more
glamorous and glitzy issues regarding the IAF’s on-going force modernisation
efforts and future plans. However, issues regarded as ‘esoteric’ by the
mainstream media in India are very rarely raised and explored. This was exactly
the case on October 3, when not a single question was asked, for instance,
about the IAF’s thinking and desired forcer posture regarding theatre missile
defence (TMD), or about the fate of the An-32RE tactical transport aircraft
upgrade, or about the IAF’s roadmap for the large-scale induction of various
types of simulation systems and part-task trainers for both frontline combat/transport
aircraft and helicopters, as well as those related to standoff precision-guided
munitions (PGM). Nor did the CAS, Air Chief Marshal Arup Raha, bother to throw
any light on such issues through his prepared narrative that was read out by him
prior to the question-and-answer session.
Therefore, this is a honest effort by
your’s truly to throw some light into the issues concerning the IAF’s desired
TMD force posture, and future prospects for inducting into service an
IAF-specific version of the LCA (Navy) Mk1 MRCA, along with the Rafale M-MRCA. But
first, a few words about how the IAF failed on October 8 to undertake a
successful perception management exercise. While the IAF has rightly touted its
Su-30MKI heavy-MRCAs as being air-dominance platforms, this fact-of-life was
totally missing in the IAF’s giant billboard that was displayed on the parade
ground at Hindon on October 8. What was shown through an illustration was a
Su-30MKI armed only with R-27R and R-77 BVRAAMs—no R-73Es, no Litening-2 LDP,
and no PGMs.
This is inexplicable, given the fact
that in successive Aero India and DEFEXPO expos since the previous decade, both
HAL and BrahMos Aerospace have repeatedly displayed scale-models of the
Su-30MKI armed with both AAMs and PGMs! So what prevents the IAF from
showcasing similar exhibits? Your guess is as good as mine.
TMD
Developments
Though the IAF had decided to acquire
TMD assets way back in 1996, it was the MoD-owned DRDO that first got into the
act of proposing a homegrown solution, for which it initiated the development of
the PAD/PDV family of exo-atmospheric interceptor missiles and AAD family of
endo-atmospheric interceptor missiles. For target acquisition-cum-engagement,
two EL/M-2080 ‘Green Pine’ active phased-array L-band long-range tracking
radars (LRTR) were ordered in late 1998 from Israel Aerospace Industries (IAI),
along with two THALES-built Master-A MFCRs, and a TMD simulation testbed from
Israel’s Tadiran Electronic Systems.
The primary threats—both then and now—stemmed
from the Pakistan Army’s 80 solid-fuelled single-stage M-11
(Hatf-3/Ghaznavi/CSS-7 Mod 1/DF-11) 280km-range TBMs that were inducted into
service on February 22, 2004, and 60 liquid-fuelled single-stage
Hatf-5/Ghauri-1/Nodong-1 IRBMs of North Korean origin, was inducted into
service on January 8, 2003 under the 47 Missile Group of the Pakistan Army’s
Strategic Forces Command (SFC). Presently, the Pakistan Army deploys two Missile
Groups each of the Ghauri-1 and Ghaznavi (grouped under two separate Artillery
Brigades, these being the Hyderabad-based Missile Brigade South comprising
Missile Groups 25, 35 and 40; and the Sargodha-based Missile Brigade North
comprising the 14, 28 and 47 Missile Groups).
During hostilities with India, all these
missiles will be armed with conventional HE or FAE-based warheads. Each such Missile
Group comprises 18 Ghaznavi TELs each with one ready-to-fire missile and two
reloads, and 18 Ghauri-1 TELs each with two ready-to-fire missiles and two
reloads. A Group can also be divided into three Batteries (with six Ghaznavi
TELs and six missiles plus two reloads and six Ghauri-1 TELs with 12 missiles
and 24 reloads). Presently, Batteries of the Ghauri-1 and Ghaznavi are deployed
at Gujranwala, Okara, Mangla Multan, Jhang, Sonmiani, Quetta and Dera Nawab
Shah.
Unfortunately, despite 19 years of R
& D effort, the DRDO has to date been unable to even offer a fully
functional TMD system, leave alone a networked TMD network. The main problem
has been the DRDO’s inability to develop hypersonic interceptor missiles and
their internally-mounted Ka-band active phased-array radars for terminal
guidance. Only homegrown X-band and Ku-band radar seekers have been designed
and tested without demonstrable success.
And that is precisely the reason why,
two years ago, when a combined team from IAI and Russia’s JSC Almaz-Antey MSDB made
an unsolicited presentation to the IAF on an improved version of the S-400 ‘Triumph’
LR-SAM (a generation ahead of what has been sold to China) that would make use
of IAI’s latest EL/M-2090U UHF-band active phased-array LRTR, the IAF began
making hectic plans for procuring such a system for TMD within the foreseeable
future.
Presently, the S-400 makes use of four
different types of supersonic endo-atmospheric interceptor missiles (top speed
of 4.8km/second): the 40N6E, the 9M96E2, the 48N6E3 and the 48N6E2, all of
which are armed with HE-fragmentation warheads. What Russia has proposed for
the IAF are two HYPERSONIC missiles, the exo-atmospheric 77N6-N and the endo-atmospheric 77N6-NI, having top speeds of 7km/second and also being the first SAMs of
Russian origin to possess INERT warheads, i.e. warheads that do not contain any
explosives and instead, are ‘hittile’, meaning they will destroy inbound TBMs,
IRBMs or MRBMs by sheer force of impact.
The most revolutionary element of the 77N6-N
and the 77N6-NI hypersonic LR-SAMs will be their on-board nose-mounted, Ka-band
millimeter-wave active phased-array radar
seekers and their real-time discrimination algorithms required for fire-control
and guidance of hit-to-kill interceptors. To this end, the radar seekers have been
designed with a rigid mount and narrow beam to provide precise angle metric
accuracy. The combination of metric accuracy, wide bandwidth, and high
Doppler-resolution capabilities makes them excellent sensors for real-time
discrimination, for they can provide extremely accurate identification-processing
estimates of motion differences caused by mass imbalances on real and threat-like
targets.
The 300-tonne EL/M-2090U ULTRA C-22 LRTR
features an array of 22 UHF-band transmit-receive
modules (TRM) in a single clustered unit that has been
designed so that modules can be easily swapped. Using UHF, rather
than the higher frequency bands, has particular application at long ranges
since it suffers from less signal loss in the atmosphere. A discriminating
innovation of the ELM-2090U is the digitisation of the signals at the TRM-level, which allows more flexibility in
beam-forming and shaping. For TMD along a sectoral footprint, IAI has
developed the EL/M-2090U’s ULTRA C-6 version, which has
six TRM clusters. Each cluster can
electronically steer its beam through +/-60 degrees in azimuth and across a
40-degree sector in elevation. In all cases, the array can be mechanically
tilted through 30 degrees in elevation to provide a total elevation coverage of
70 degrees. The larger C-22 version comes mounted on a rail assembly that can
be mechanically slewed through +/100 degrees to give 320-degree coverage.
As per the IAF’s
projections, there exists a requirement for 12 Batteries of the S-400 (each
Battery using four TELs each housing four cannister-encased LR-SAMs), plus 12
C-6 LRTRs and two C-22 LRTRs. In other words, as per the IAF’s appreciation, a
total of 11 strategic sectors are required to be protected against inbound
TBMs, IRBMs and MRBMs.
But does this all mean
that the procurement of S-400 LR-SAMs is a foregone conclusion? Absolutely not.
Significant questions still remain over the yet-to-be-demonstrated
effectiveness of the hypersonic 77N6-N and the 77N6-NI missiles. In addition,
a lot will depend on Russia’s ability/inability to ramp up series-production of
such missiles over the next five years. Also, exercising the Russian option means that
India will have to invest cost-prohibitive financial resources on deploying a
network of space-based early-warning satellites, since Russia has diminished
capacities in this arena. But most importantly, the US is not sitting by and
let Russia and Israel have the cake and eat it as well. Since 2012, the US has
been taking keen interest in India’s plans for acquiring exo-atmospheric/endo-atmospheric
interceptor missiles, especially after the latter officially decided not to
field a new generation of solid-fuelled tactical ballistic missiles—be they
conventionally armed or nuclear-capable—for replacing the liquid-fuelled
Prithvi-1 NLOS-BSMs of 1990s vintage. What this essentially meant, was that unlike
Pakistan, India will not use ballistic missiles of any type that are
conventionally armed, since such weapons have zero counter-force/counter-strike
value. Pakistan, on the other hand, views conventionally armed ballistic missiles
as weapons that can be employed as ‘terror weapons’ against civilian targets
like large Indian cities as part of an effort to demoralise the civilian
population residing in cities that are either India’s financial hubs, or
technological hubs.
Therefore, if Pakistan
wants to secure the deterrent value of its strategic WMD arsenals against an Indian TMD
shield, it can only do so if it formally adopts a ‘no first-use’ doctrine with
universal applicability, at least for its strategic WMD inventory, if not for
the short-range TNWs that are presently intended for use only in battlefields within
Pakistan. Whether Pakistan will be willing to, or forced into adopting such a
posture following the forthcoming meeting between US President Barack Obama and
Pakistani Prime Minister Mian Mohd Nawaz Sharif (slated for October 22),
remains to be seen. Prior to this meeting, however, there will be a series of
meetings held in Washington DC between the Pakistan Army’s COAS, Gen Raheel
Sharif and his SPD Director-General on one hand, and their counterparts from
the Pentagon.
If Pakistan decides
against adopting the a ‘no first-use’ doctrine, then the US will have two
policy options to act upon: firstly, degrade and diminish the credibility of
Pakistan’s nuclear WMD assets by offering to supply India with the hypersonic
(Mach 8.2) Theater High-Altitude Air-Defence (THAAD) TMD system that has been
jointly developed by Lockheed Martin and Raytheon; and secondly, initiate
contingency planning along with India, the UK, Afghanistan and possibly Iran,
for physically confiscating or destroying Pakistan’s entire arsenal of nuclear
WMDs.
It is in this light that one
ought to view the symbolism of Indian Prime Minister Narendra
Modi’s meeting with
the Chairperson of Lockheed Martin, Ms Marillyn Hewson, in New
York on September 24, 2015. That India’s national security decision-makers will
favour the THAAD over the S-400 is hardly in doubt, since they are already
convinced about the superior performance parameters of the US-origin TMD
solution. At the military-industrial level too, both Lockheed Martin and
Raytheon have already established their reputations in India as worthy
industrial offsets partners and leading network-centric solutions providers.
For instance, the systems integration software for the Indian Navy’s
Gurgaon-based, Rs.452 crore state-of-the-art Information Management
and Analysis Centre (IMAC), which was commissioned on November 23, was
provided entirely by Raytheon, with the computing servers coming from
CISCO. In future, the IMAC will morphe into the ‘nodal fusion centre’ of the
Navy’s Rs.1,003 crore National Command Control Communications and Intelligence
Network (NC3I).
For the IAF’s
countrywide, quick-reaction TMD network too would such a ‘nodal fusion centre’ be required, along
with the requirement for networking with the vast array of space-based early
warning satellites that the US presently deploys. Therefore, if the IAF opts for
the optimum TMD solution that makes use of THAAD, then India for sure will be
required to ink the Basic
Exchange and Cooperation Agreement for Geo-Spatial Cooperation (BECA), which is
the key to securing access to ballistic missile early warning alerts from
the US Air Force Space Command’s satellite networks.

The Economic Times pegs the size of Offsets from rafale deal at 30000 crores or 4.5 Billion dollars. So the price for acquiring the 36 Rafales comes to 9 billion dollars or 250 million dollars / aircraft.

To RAM BHARADWAJ: You haven't read my explanation above. In that it becomes clear that the US$4.5 billion figure relates to the total projected procurement of 189 Rafales. For the first 36 Rafales, only 15% indirect industrial offsets will flow back into India. Once the contract value of the 36 Rafales is known, it will be easy to calculate its 15% offset value.

Sir I am very confused by the Rafale deal you are suggesting.
You say a second tranche of 44 will be coming directly from France so how many will be built in India?
2) if the deal is signed this year it will only be for 36 Rafales, correct? When will the deals for follow-on Rafales be signed?
3) Why is it NO ONE (literally no one- not even the French) are making it clear this deal isn't for a mere 36 Rafales but the IAF will eventually have 189 Rafales in service? Read every single analysis and they are projecting very dark times for the IAF because they are only getting 36 Rafales. No one seems to be aware the 189 option for Rafales is still in play.
4) Why won't either the MoD, GoI or Dassualt make this public knowledge and be clear with the public? This covert mission had India’s support and it was not covert as China had better intelligence capabilities and had recognized the Indian participation. The Tibetan National Uprising of March 1959 had failed just like the ‘Bay of Pigs’ invasion of Cuba. Both US and India had vastly underestimated the Chinese defense and intelligence capabilities. China had retaliated with a massive force attacking India across the Himalayan frontier. Fortunately, US President John F. Kennedy had still pursued the same foreign policy that began by President Harry S. Truman who had advocated the use of military force to combat the threat of Communism. The Secret White House Recordings of President John F. Kennedy are made public now. President Kennedy threatened China with a nuclear strike and China had declared unilateral cease-fire on November 21, 1962 and it withdrew from captured territory. I would give due credit to President Kennedy’s US administration for the creation of Establishment No.22/SFF. Both India, and Tibet had lacked the vision to use military force to contain the Communist threat. I had participated in Operation Eagle and I know the precise numbers of killed and wounded and I know the battle plan for this military action in Chittagong Hill Tracts. Just like the Tibetan soldiers, I resent the fact that I was not awarded the gallantry award that was recommended by my Unit Commander, Brigade Commander, and the Force Commander. Or is 4.5B 15% of of the total cost, which means 189 Rs cost is 30B, which means each Rafale is ~ 150M. 150M is still a great price considering Jets+weapons+training+1Base+MRO. At least better than the 200-250M that is being talked about in the un-informed world of journalism or what it would have been with the farcical TOT.

Read the statement below:

To SOUBHAGYA: AJT like Combat Hawk Mk132 is subsonic & therefore can be used only for CAS. LCA (Navy) Mk1-derived version of Tejas Mk1 is supersonic & can therefore be used for BOTH CAS & defensive counter-air combat air patrols. Therefore BOTH are reqd, & not only one type.

To SAURAV: That is a contingency plan of the IAF in case in case the PA ‘s Aviation Corps & PAF violates Afghanistan’s airspace the following summer. Now it is wintertime & the PA’s ground campaign against the TTP has come to a standstill & will resume only next March. As for Mi-35s, guess what! The four Mi-35Ms that were originally expected to go to Pakistan will now be given to the Afghan Air Force! So mich for Pakistani rumourmongering!!!
Infiltration/exfiltration operations are always combined efforts by R & AW & the armed services. But in this case, I can confirm that no such operation took place under any form of Indian sponsorship. That was the policy decision of UPA-2. If Pakistan is so confident about its evidences, then why hide the faces of those Pakistani citizens accused of collaborating with R & AW? And on one hand the televised confessions claim that R & AW is responsible, while the confessions’ contents state that the handlers were from the Indian Army! This is totally contradictory to begin with, & everyone knows that the IA’s field intelligence units cannot operate beyond a distance of 15km inside any foreign territory. That’s the law. Only R & AW can operate beyond that & for this, no one from the IA or any other armed service is ever used.
Of course a proven TMD solution is the need of the hour & the only one available is the THAAD. Barak-8 cannot be used against TBMs. The Arrow & Patriot family of missiles are meant for use against SRBMs, not TBMs or IRBMs. Barak-8 isn’t hypersonic.

Bandalbaazis from India’s foremost bandalbaaz patrakaar/journalist only serve to give the impression of a riddle being wrapped inside a mystery within an enigma! Here are the facts: The Jaguar IS/DARIN-3 upgrade project was sanctioned in March 2008 & HAL received a Rs.3113.02 crore contract for 68 aircraft. However, it is only on November 28, 2012 that the 1st upgraded Jaguar IS/DARIN-3 prototype equipped with an EL/M-2032 MMR made maiden flight. At that time, the upgrade programme was scheduled for completion by December 2017. The IAF had meanwhile revised its ASQR for this upgrade project that mandated the MMR to function simultaneously (interleaved operating mode) in both the terrain avoidance mode, weather profiling mode & airborne target-scanning mode. This is impossible to achieve in any MMR with slotted-array antenna, because the laws of physics dictate that any such radar can only achieve all this sequentially, not concurrently.
Therefore, when IAI/ELTA explained all this to the IAF, the latter saw the EL/M-2052 AESA-MMR as being the only realistic option. Thus, a course-correction was initiated & this explains why the Jaguar IS/DARIN-3 upgrade project has been so time-consuming. It was only last year that the 1st EL/M-2052 was delivered to HAL & flight-testing by the IAF’s ASTE commenced only late last year. By all accounts, therefore, the upgrade programme will be completed only by 2019 at best. Regarding per-unit costs of AESA-MMRs, the rule-of-thumb is the more one procures of any one type, the lesser the per-unit cost. That also makes the EL/M-2052 an attractive option for the IAF’s future Tejas MRCA procurements, since for CAS missions too a lo-lo flight profile will need to be flown & this in turn requires both terrain avoidance & weather profiling modes of the AESA-MMR to be used concurrently.

SoP-18 (LoLz!) refers to the 18th iteration of the LCA (Navy) Mk1’s flight-control logic, & not the entire design of the airframe. There will be NO underwing EL/L-8222 ASPJ pod. Because when executing CAS missions, the greatest & sometimes only threat stems from MANPADS/VSHORADS, for which flare countermeasures dispensers will suffice. But there will be twin on-board ELT-568 jammers (one forward-facing probably aft of the cockpit canopy & one aft-facing just above the vertical tail-root) & twin MAWS sensors mounted in underwing pylons. No Tejas Mk1 iteration can carry internal ASPJ along with all other mission avionics LRUs. The PV-1 prototype now being used to flight-test the internal ASPJ had to see some LRUs removed just to make way for the ASPJ. Therefore, the PV-1 is now being used as an airborne avionics testbed & will also be used in future to certify the EL.M-2052’s environment control system (i.e. the cooling elements). Customised version of the EL/M-2052 for Tejas was first shown in full-scale mockup during Aero India 2013.
But what is now to be factored in is the sheer cost of maintaining different types of AESA-MMRs in-country in the years to come, these being the EL/M-2052, the AESA-MMR for the projected Super Su-30MKI, the NO-36 AESA-MMR for the FGFA, & the RBE-2 for the Rafale MMRCA.
To BUDDHA: What for? They are long & bulky & have no internal space for accommodating any kind of terminal seeker. Far more compact PGMs are now available with both single-mode & dual-mode guidance.
BTW, it is now confirmed that while the 180kg Zhemchoug MMR with slotted-array antenna equips the J-10As of the PLAAF & PLAN, the J-10Bs will all have the 220kg Rp-35 passive phased-array MMR. Both these radars come directly from Russia’s Phazotron NIIR.

why are russian radars on the j-10? Is it that the chinese have not yet made a reliable airborne radar?. If so , then it means that the f-17 radar is not good and can be easily spoofed by the elt 568 and other jammers , thus rendering the sd-10 missile useless with no targeting or data link. I was given to believe that the Israelis had transfered the elm -2032 radar tech to them as part of the lavi deal.?

Can the 2052 radar be integrated with the auto pilot and flight control system for a hands off lo - lo -lo attack profile??. I have a feeling it could be a great success then. Why not buy lots of second hand jags lying with france and UK and refurbish them to stem the decline in numbers?

To S KUMAR: It is all 100% true. And there's plenty of evidence from the Mumbai High Court by way of paperwork to prove it all. The folks at BARC & NPCIL are good for developing PHWRs over land, but developing PWRs with extremely high power density was & is way beyond their league. That's why when the Indianj Navy got serious about the SSBN project, it straightaway advised the Govt of India to approach Russia for military-industrial assistance & that's how the DRDO-financed ATV Project Office started working. And that office was & is manned almost exclusively by retired IN personnel, & hardly anyone from the DRDO or DAE.

To AKASH: ELT-568 requires only 1 internal LRU: the processor. Everything else is externally mounted in a conformal manner. Pylon-mounted MAWS is only for the rear hemisphere, not for covering the area below the aircraft belly. Hence, single MAWS sensor aft of one pylon under each wing will suffice. This similar to the 2 rearward MAWS sensors mounted on the JF-17 Thunder & now even on the J-10B MRCA. Complete set of 6 MAWS sensors are necessary only for M-MRCAs & Heavy-MRCAs. Jaguar IS airframes will be able to sustain flights till 2040. It's the existing Adour turbofans whose TTSL will expire by 2030. So, if F125 turbofans are installed, Jaguar IS/DARIN-3 will be able to operate till 2040.
To RAD: Direct answer is YES, they've been unable to develop a reliable MMR. So far they've indigenised only weather radars. The IAI Lavi MRCA had the EL/M-2035, not 2032. Nothing on MMR was transferred from Israel or Russia. The KLJ-7 MMR is nothing but the Zhemcoug. The Zhuk-M of 1980s vintage equips the J-8II. ELT-568 jammers don't jam hostile MMRs, but the Ku-band radar seekers of fire-and-forget BVRAAMs & data-links on-board semi-active BVRAAMs. Phazotron NIIR provided the source-codes for integrating its MMRs with China-developed BVRAAMs. Jaguar IS/DARIN-3 will never become a MRCA. But it will have enough capability to defend itself. Only ASRAAM will be used, no Derby. All autopilots are always integrated NOT with MMRs, but with GPS receivers. That's because terrain avoidance is not the same as terrain navigation using the Doppler beam-sharpening mode or real-beam mapping mode. British & French Jaguars can't be refurbished, since they've all rusted & all metallic components have already been recycled. The entire cockpit of the LCA will be redesigned & re-equipped to the Cockpit-NG configuration, by the HALBIT JV between HAL & Elbit Systems.

So it means the IAF version of the LCA (Navy) Mk1 will be almost similar to it except for the tail-hook!! and some others..
Can we expect some further modifications of the aircraft specially on the IAF version like FUSELAGE BROADENING, done on the Gripen NG, so that the undercarriage bays can be shifted outwards, allowing a simpler, straight and light undercarriage as in the Rafale and the Gripen NG, to SOLVE the problem of the overweight undercarriage in the LCA (Navy) Mk1 PLUS allowing less supersonic drag and increased fuel capacity???

Reading your comments regarding the LCA i have come to the conclusion that the IAF version of the LCA (Navy) Mk1 will have the following differences from the Tejas mk1-
1) The Cockpit-NG configuration, by the HALBIT JV between HAL & Elbit Systems,
2) On-board ELT-568 AESA based Jammers,
3) Twin Pylon-mounted MAWS,
4) Digital RWRs,
5) Customised version of the EL/M-2052 AESA MMR,
PLUS LEVCONs, lighter landing gear, re-configured layout of internal systems to make the fighter easier to maintain and some other minors...Correct me if i am wrong!!
Is the EL/M-2052 AESA MMR GaN based or GaAs based?? The reason i have asked this is that GaN modules require LESS cooling than the GaA ones. As you have said earlier that there is no much space to house the greater cooling requirements of AESA MMR specially the GaAs ones!!!

It shows how the smallest thermonuclear bomb (H-BOMB)has a yield as low as 50kt and the largest fission/boosted fission bomb (A BOMB) can have a yield as large as 500kt
Now when we factor in the max payload that an Agni series missile carries (~2500kg on Agni iii),it is not too difficult to estimate the minimum yield even if we assume the older more basic fission designs.
I can only say that the yield of a 2.5 ton boosted fission warhead will be at the very least in the 100-250 kt range

He mentions HAL will make 4 Tejas sp series this year and 7 nrxt year with the rate reaching the desired 16 per annum figure in 2018. HAL has just delivered SP-1 this year to IAF. So technically HAL is yet to manufacture any aircraft this year and even if we count the SP-1 it is still 3 acs away from its target and i dont reckon HAL supplying 3 Tejas by the end of this year.

To AKASH: Looollllzzzzz!!!!!! Another convoluted & unprogrammed autopilot-enabled liftoff by the Desi Bandalbaaz! Firstly, doesn't he know that the ELTA Systems subsidiary of IAI, & not ELBIT Systems, is the OEM for the EL/M-2052 AESA-MMR? Secondly, of course external jammers will be used, as I had explained yesterday regarding the ELT-568's fitment options. The MiG-29UPG already has a rearward ELT-568! That's why the IAF wants an external jammer fitment BUT NOT ASPJ pod. Twin-arm hardpoint refers to the dual ejector racks fitted to a single pylon. Not an ASPJ pod on 1 rack & ASPJ pod on another. Why? Laws of physics concerning EMI! Try operating an ASPJ pod in this configuration & see whether or not BVRAAM's or WVRAAM's built-in data-links (interfaced with the AESA-MMR & HMDS) works as advertised! That's why no air force or navy has to date ever specified such a configuration. And nor will the IAF or IN. Thus, the desi bandalbaaz has got totally confused within technicalities & probably got you confused as well.
Lastly, there's no such term as MAINTAIBILITY used by the IAF or any other air force or navy in the world. The term used is SERVICEABILITY. And that depends on the number of 1st-line & 2nd-line testers used for fault-isolation disgnostics. Way back in 2013 itself the IAF was complaining to ADA about the numerous types of such testers reqd, & wanted no more than 4 testers for 1st-line fault-isolation disgnostics work. The nett flyaway unit cost of such a reconfigured Tejas MRCA will work out to US$55 million.
ALL existing IL-76MDs (24) & 6 IL-78MKIs will be re-engined with PS-90A turbofans, thus achieving commonality with the existing 3 A-50I PHALCON AEW & CS platforms.

Folks often forget that with boosted fission MIRV warheads, the nett deliverable yield goes up exponentially--thereby achieving the same level of destruction as a unitary thermonuclear warhead. A cluster of 3 boosted-fission MIRV warheads will thus easily be able to destroy an entire metropolis when exploded at an altitude of 5km/3km above the surface.
To S KUMAR: Developing a high-energy density PWR is only 50% of the challenge. Coming up with a SSN submarine hull design is an entirely different ballgame. There's no way India could have overcomne BOTH these challenges entirely on her own. The reqd quantum & quality of human resources simply did not exist till the previous decade.
To UNKNOWN/RAJDEEP: Why 17 IL-78MDs when 24 were delivered in the 1980s? Have any of them crashed to date? The IAF presently operates 22 IL-76MDs while the ARC operates 2 of them. The IAF operates 6 x IL-78MKIs. Plans call for also retrofitting them with HF radios so that they can refuel the IN's MiG-29Ks as well. Right now this isn't possible due to the absence of on-board HF radios on the IL-78MKIs.
The IA has already has re-equipped several of its BMP-2 ICVs with Konkurs-M ATGMs & TISAS target acquisition/engagement optronics & they too are called BMP-2K. But the bulk of the unmodified BMP-2 ICVs will have the Russian BMP-2K turret with Kornet-E ATGMs & will also have TISAS.
To PALLAB/BIRBAL: All OEMs for AESA-MMRs transitioned to usage of GaN in the beginning of this decade itself. But the cooling reqmt remains the same to ensure longer MTBFs. If one uses the same cooling system, GaA's usage gives an MTBF of no more than 500 hours of operation, whereas with GaN usage that figure goes up to 1,000 hours.

To RAD: How can any X-band monopulse pulse-Doppler radar ever jam terminal radar seekers operating in the Ku- or Ka-band? The former can only jam the semi-active X-band seekers of BVRAAMs like the R-27R or AIM-7 Sparrow. That’s precisely why Ku- & Ka-band active radar seekers were developed for fire-n-forget BVRAAMs. The X-band AESA-MMR can therefore at best degrade the performance of X-band MMRs through directional jamming. For comprehensive jamming of L-band/S-band airspace surveillance/target engagement radars & C/D/E/F/G/H/I/J /X-band fire-control radars of SHORADS, one requires a wide bandwidth escort jammer equipped with about 3 AESA-based multi-beam array transmitters for simultaneously jamming the diverse threats operating in different bandwidths. But the beauty of the 2-in-1 ELT-568 is that it is a combined RWR (for processing C/D/E/F/G/H/I/J bandwidth frequencies) as well as active X-band/Ka/band/Ku-band jammer. That’s the reason why in its entirety it was installed on the wingtips of the EF-2000 in a pod-like configuration (Praetorian suite) so that it could function as both an ASPJ & escort jammer for up to 15 nautical miles effective distance.
The SD-10’s monopulse active seeker is the Agat JSC-developed 9B-1348E—the same as that on Astra Mk1. As for the so-called ‘Uttam’, I’m sure you must have been horrified when you first saw its full-scale model at the DRDO pavilion at Aero India 2015 & compared its dimensions with those of the EL/M-2052 or RBE-2!!! That should indicate enough where the DRDO stands in relation to the various OEMs of AESA-MMRs.
Sharing source-codes does not mean sharing the methodology of developing the source-codes. Therefore, the entire-source-code library cannot be back-engineered. There are enough embedded encryptions for safety purposes that are inserted by the radar’s OEM to prevent full-scale replication. Astra-1 BVRAAM uses the 9B-1348E seeker that already comes pre-programmed with the necessary interfaces to the NO-11M Bars/RSLU-30MK PESA-MMR & AKU-170E launcher (with built-in pylon adapter for UHF electrical/mechanical coupling) the through MIL-STD-1553B digibus. Therefore, there’s nothing left to integrate
To PALLAB: The EL/M-2052 version meant for Tejas was shown at Aero India as far back as 2013! It was therefore customised as far back as 2013. Had already stated this before above. 18th iteration was done AFTER obtaining the flight-test data from NP-1's flight operations carried out at the Goa-based SBTF. In addition, an updated version of the DFCC was made use of. That's about it.
To RAJ: With the benefit of hindsight, it is always possible to add & subtract factoids, assumptions & incident-analysis. But beyond a certain threshold, one cannot defend the indefensible.

Moreover knowledge comes from many sources like watching, reading books, working with systems, attending seminars, talking to parties etc.
Coming to the mater, I suggest you to prepare a road map for Indian defense forces particularly for Defense Industry. Step by Step Procedure to follow to become 100% Self Sufficient.
This proposal should be submitted to various agencies including Defense ministry,DRDO, all the three services and PMO.
Let them have a good look and take your variable inputs and fine tune their plan. This will help all the parties and improve our efficiency.
Please don’t tell this is not my work and nobody requested you to do. Being an Indian you should add your valuable inputs to your country.

1)In the coalition strike on Pakistan, how will the IA, IAF, USAF, and UK/France coordinate logistically and tactically, considering the lack of NATO-standard data links in India and the lack of organizational synchronism under a Joint Chief of Staff between IAF/IA?
2)Since you (probably) already know, can you tell us the expected procurement cost of the entire Rafale fleet?
3)Why is the finalized-Tejas Mk1 so relatively expensive (an imported Russian Su-30 is around the same cost if not lower)?
4)Why are AESA radars being fitted on Jaguars and Tejas Mk1, when these aircraft clearly don't have the ability or the need to perform multi-role missions. The cheaper EL/M-2032 radar will not reduce operational efficiency since the platforms are not expected to perform inter-leaved missions (so sequentially changing radar modes is fine). Most F-16's are without AESAs (and so is the Mig-29 SMT and the Mirage 2000, which arguably could have used AESAs more effectively than Tejas Mk1).
5)What's the difference between the Super Sukhoi AESA and the FGFA's AESA?
6)When will new French-based SSN's arrive in the IN, and why are they better than the Russian offer (and can the reactor design of the Charles de Gaulle be used for INS Vishaal)?
7)Would it be possible to make a two-engine Tejas Mk2 derivative (since the aircraft has to redesigned, regardless)?
8)Why is the Indian Army lagging on common-sense procurements, like next-gen IFVs, APCs, artillery, and infantry armor/small-arms, especially when domestic (private-sector) solutions already exist.

On the jammer thingy on Tejas. Why not use the gun station instead. I believe in the Harrier there are 2 gun stations as "detachable" pods. Can't we use the same technique for the Tejas. So we can have in some cases under the air-intakes combinations of Litening, RecceLite(I dont know if we have it), SPJ or even 2 guns(I dont know why but an option doesnt hurt).
Also why havent we gone to the higher calibre Gsh-2-30 and are still with the *-2-23? Even though tank attack might not be envisaged but an option to do so doesnt hurt if someday push comes to shove.
Not all aircrafts in a mission need jammers and the ones that carry the jammers dont need the gun. Is there some reason why this is not feasible ?

To PALLAB: You're getting confused because you may not have read up about the PRAETORIAN EW suite. ELT-568 constitutes only 1 component of the PRAETORIAN suite. There are several other sub-systems inside that suite for performing diverse EW tasks. However, since PRAETORIAN is optimised only for the Eurofighter EF-2000, it cannot be retrofitted in the same configuration in other combat aircraft. That's why for enhancing export prospects, Italy's ELETTRONICA came up with the VIRGILIUS suite comprising both RWRs & ELT-568 that can be retrofitted on to existing combat aircraft. That's what is on board the MiG-29UPG. The same package can also be installed on the LCA. For defensive counter-air or CAS operations, the LCA won't require escort jammers & therefore there's no need for escort jammers. Such escort jammers can always be carried by 1 or 2 escorting Su-30MKIs flying at higher altitudes.
To RAJDEEP: The GSH-23 cannon of the Tejas is internally-mounted. The same pylon that carries the Litening LDP can also carry the RecceLite. Litening & recceLite are never carried on the same mission. Only those aircraft that will be exposed to hostile AAA, SHORADS & MR-SAMs need to have ASPJ pods like the EL/L-8222 or escort jamming pods. Jaguar IS, & Su-30MKIs will come under this category when they're reqd to fly deep inside hostile airspace. Rafale has its internal SPECTRA suite so its self-defence is assured. But it will still require escort jamming pods carried by escorting Su-30MKIs flying at higher altitudes.

To RASAYAN: He's talking about 'preparing the ground'. What it means is a long-winded process just like the one for the FGFA & IL-214 MRTA, i.e. until the Russians can prove that the S-400 can function as an effective hypersonic endo-atmospheric interceptor, no procurement contract will be inked. And the Russians are still a few years away from conducting user-trials of such an interceptor for their own armed forces.
The interesting part is about the Mi-17V-5 fleet expansion. So far, 151 have been ordered in 2 batches (80 + 71) & another 40 will be ordered, taking the total strength to 191. Add to that the 40 existing Mi-171s ordered in 2000 & the total fleet strength goes up to 231. This is more than enough to take care of both the IAF's routine air-maintenance reqmts, as well as have enough to conduct a Brigade-level expeditionary air-assault operation. And if you add the 15 CH-47Fs on order (plus 7 more on option), then that's just about enough to transport about 3 Batteries (18 units) of LW-155/M-777 ultra-lightweight howitzers for providing indirect fire-assault in support of an airmobile infantry Brigade.

If the modern aesa jammers are so good is the towed jammer become unnecessary.?Do we have a program regarding t hat.? Why are we procuring another batch of Mi-17v5 when Mi-38 is available. It will receive its IOC soon and its a much better option than the Mi-17v5. Similarly why are going for BMP-2K when BMP-3M is there? Why are we always so hooked to prehistoric era platforms which are past their prime and needs to be relegated to museums ? Doesnt IA Hq study the recent conflicts and try to deduce some lessons from them? Like what happened to hundreds of BMp-2 and scores of T-72B3 in Donetsk and Lugansk ?

To RAD: Israel had AESA-based jammers long ago! Just look at the white-coloured conformal protrusions just below the front cockpit of any IDF-AF Block 52 F-16E/F. The ELM-2222S NAVGUARD is a scaled-up version of such a jammer that's optimised for warships. Towed active decoys are meant for neutralising the MR-SAMs guided by high-power target engagement radars/target illuminators, such as PESA systems like the L-band Rajendra. But another option that acts as a force-multiplier is a standoff PGM like the Spice 250 equipped with an EMP generator that can, in one sweep, neutralise four to six target engagement radars/target illuminators. So, if a RecceLite pod is used for scanning a target area & identifying all the RF emitters located in that area, then all that's required is one PGM with EMP generator to neutralise all such RF emitters. This does away with the need for the aircraft to internally carry expendable active decoys. Guided BVRAAMs won't become obsolete. Instead, they will incorporate dual-mode seekers--RF & IIR.
To AKASH. Not 314, but 312. The figure 270 refers to the HAL-assembled ones + the first 50 that were delivered off-the-shelf. The last tranche of 42 ordered are still in delivery from IRKUT Corp & the last ones will arrive before the year's end. Another 38 Su-30MKIs remain to be ordered & these will be the Super Su-30MKIs once their mission avionics configuration is validated by the DRDO's DARE. After this is done, the avionics kits will be sent to IRKUT Corp (as customer-furnished hardware) for installation on board the Su-30MKI airframes. These aircraft will also be powered by uprated 117S/AL-41F-1S turbofans. There are several Inbdian companies that are already producing spares like fuel-pumps, actuators, washers, cables, etc etc. But not all rotables & consumables are being produced in-country & their quantum needs to be increased. At the same time, those 1st-line & 2nd-line testers already developed for Tejas LCA need to be adapted/modified for use with other aircraft like Su-30MKI, Jaguar IS/DARIN-3, MiG-29UPG & Mirage 2000I. So far, nothing in this arena has been done to achieve commonality of such fault isolation diagnostics hardware. Mi-38's military version won't be available for a few more years. For India's warfighting environment, BMP-2s are more than enough, they just need to be upgraded. BMP-3's introduction will bring forth new field support logistics challenges that will be cost-prohibitive.

To RAJDEEP: Using long-range MBRLs against concentrated armoured formations makes sense only if the MBRLs are armed with SADARM-type smart sub-munitions--something like the 'Assault Breaker' conceived for NATO in the mid-1980s. Although the PA has A100E MBRLs (Chinese clones of the Smerch-M), China has still not been able to develop SADARM sub-munitions. Hence the claimed reliance on Hatf-9/Nasr TNWs. When the PA says it will employ such TNWs on its own soil, it is referring to the Thar/Cholistan desert areas in southern Punjab/northern Sind. But, as I had explained earlier, if India, citing the 1972 Shimla Agreement, decides not to enter any part of Pakistan, & instead launches offensives only across the LoC into PoK (which pakistan claims is 'Azad' & is not part of Pakistan) with heliborne air-assaults & airmobile paratroopers & quickly occupies portions of PoK in close proximity to water reservoirs in the Mangla area, then that will effectively deter Pakistan from using TNWs for fear of losing almost all its fresh-water supplies!
And this is the only reason why Pakistan has for long been clamouring for demilitarisation of J & K. Since this hasn't worked, now it is begging for something like a conventional forces treaty to offset the numerical/qualitative conventional superiority of the IA & IAF vis-a-vis the PA & PAF.

India has a total of 190.9 million cows and bulls, and an additional 108.7 million water buffaloes-together roughly 25% of India's human population. There is simply no space for gaushalas for all, which leads to them spilling onto the streets. India exported 2.4 million tonnes of buffalo meat in 2014-15, which made up 23.5% of global beef exports according to the Centre for Monitoring Indian Economy, to 65 countries including Vietnam, Malaysia, Thailand and Saudi Arabia. Valued at Rs 30,000 crore, this accounted for 1% of India's total exports. But it is only a small part of the bovine economy. The consumption of beef is 30% of slaughter. The rest is traded for other purposes. This includes leather, in which India holds nearly 5% of the global market; gelatine, which is used not just in food products but also in photography and as a coating for medicine capsules; and soaps and toothpaste, which use handcrafted bone powder as part of the manufacturing process. Not just that, horn powder is also used in the foam used by fire-fighters to put out a fire. "No matter how religious you are, will you let your house burn down?" a trader asks. The average Indian today simply cannot survive without items derived from cows, bulls and bullocks, and a ban on culling would not affect only the beef-eating population. A ban on bovine slaughter also impacts India's rural economy, in which the life cycle of bulls and bullocks offers farmers a sustainable economical model. If a farmer bought a bullock for Rs 25,000 to Rs 50,000, it usually remains sellable at the same price for about two years. Once it becomes unproductive or uneconomical due to injury or illness, the farmer sells it for culling for Rs 10,000 to Rs 20,000. This 40 per cent return on investment then allows the farmer to raise capital for a replacement animal. In Maharashtra alone, the used-cattle market yielded an annual turnover of Rs 1,180 crore until a ban this year by the BJP government under Chief Minister Devendra Fadnavis. Now, a farmer with an unproductive bull has nowhere to go. The average bovine consumes 60-70 litres of water a day and 30-50kg of fodder. This costs an estimated Rs 39,336 per bull per year. With 1.18 million unproductive bulls in the state, feeding them would cost an estimated Rs 4,677 crore per year. Another fallout of too many stray cows is their dangerous contribution to global warming-way more than the distressing levels of vehicular pollution choking our cities. India's cows are, believe it or not, central to the current debate on climate change. Like buffaloes, sheep, and goats, cows excrete high quantities of methane, a green house gas (GHG) capable of trapping 21 times more heat than carbon dioxide that irretrievably escapes into the atmosphere. India's total livestock population of over half-a-billion, also including goats, camels, horses and other such animals, accounts for more than a sixth of the total GHGs from the world's livestock. Data published last year in the Asian-Australasian Journal of Animal Sciences shows that India's livestock annually produces 14.32 million tonnes of GHGs, which is 15% of the global total.
The "Pink Revolution"--a tag used derisively by Modi during his 2014 election campaign to describe bovine meat exports--feeds allied industries to an extent that most anti-culling advocates don't fully understand. Parts of cows and their progeny, from horns to hooves, are today found in daily-use items as diverse as medicines, tennis racquets, fire extinguishers, bone china, surgical stitches, apparel and footwear.

To VIKRAM GUHA: The multi-purpose vessels will be supplied by Vizag-based HSL. The DSARs will come from UK-based James Fisher Defence--its selection was done last year itself. What's pending now is the selection of the shipbuilder for building the two diving support vessels (submarine tenders) that will house the DSARs.That too will probably be built by HSL.

If you read P.7, it becomes crystal-clear that Iran NEVER wanted a nuclear weapon using HEU because even the Pakistanis never ever had any. Instead, Iran, just like Pakistan, wanted a plutonium device & hence its approach to North Korea, THROUGH A Q Bhopali Khan who by the late 1980s was building with China's assistance the final-assembly line for Ghaznavi TBMs at Khanpur & at the same time was also negotiating with North Korea for the purchase of 80 Ghauri-1 IRBMs. By the mid-1980s, therefore, all that Kahuta-based KRL had was a facility NOT for doing any form of uranium enrichment, but just final-assembly lines for the Baktar Shikan/Red Arrow-8 ATGM & the QW-1/Anza Mk1 MANPADS, which were at that time arriving from China in semi-knocked-down condition.
In other words, no uranium enrichment EVER took place at KRL; it was just a giant smokescreen to hide the industrial espionage activities of A Q Bhopali Khan that were conducted by him at the behest of China, so that China could set up its uranium enrichment plant at Hanzhong, near Xi'an province.

Regarding EMP spice that you mentioned , does the weapon fry the electronics of the radar or does it temperately shut it down due to overload on the receiver front end.?If so they could always reboot the system.

1996--- 50planes were ordered directly from Russia.
2000--- 140 to be assembled in india
2007--- 40 more ordered from hal facility
2012--- 42 more were ordered
Also if the total ordered kits are delivered in 2015, in how many years hal will assemble them ???

This is well known that USSR provided the reprocessing tech. to PRC in 60s for nuclear program. But this was insufficient for industry level production, thats why China bought many reprocessing plants from Russia in 90s under IAEA.
But when China not able to do so, then how India succeeded in reprocessing tech? And now India moving toward industrial level reprocessing program without foreign help. How this become possible?
Further, we all know China was using Pakistan as front country for espionage of Centrifuges. But again, how India developed there own centrifuges with high SWU?

To RAD: Nothing is certain till the emergence of the product that's advertised & offered for sale. The botched-up IL-214 MRTA programme is one such example. Chances are that this programme will be scrapped altogether. I had already explained earlier how EMP weapons work & what are the after-effects.

To ARPIT KANODIA: India's funded R & D effort on centrifuges began in 1988. That's why the final prototypes were ready by 2005 itself & were subjected to tests at the pilot plant in Mysore. This plant has since been expanded to cater for industrial-level production of 42% enriched uranium.

The last 42 aircraft were ORIGINALLY meant to be in Super Su-30MKI configuration, but since DARE & HAL could not finalise the upgrade configuration on time, it was decided back in 2012 itself to convert this tranche of 42 into the present-day Su-30MKI configuration & acquire them in kit-form for final-assembly by HAL. This means 314 Su-30MKIs ordered to date. This means the IAF's first Super Su-30MKIs to be ordered off-the-shelf from Russia will comprise 36 units, or even more to make up for the loss of the 4 crashes so far.

To MAYUR M MANAPURE: Strong response, yes. But still not strong enough to keep the Saudis & Emiratis happy. That's because the PA can't spare a single soldier. To RAD: I never said anything about any installation on the sides of the intake. This is what I had said: Israel had AESA-based jammers long ago! Just look at the white-coloured conformal protrusions just below the front cockpit of any IDF-AF F-16I Sufa.
Those S-400s of Russia & the ones for China are meant for intercepting aircraft, not SRBMs or TBMs. The Russians will use these S-400s for replacing their 1980s vintage S-300Ps & S-300PMU1s, which also are only meant for intercepting aircraft. That's not what India wants & that's certainly not what's on offer. The version of the S-400 on offer uses 2 types of endo-atmospheric interceptors & I have clearly identified them in the narrative above. Please do re-read it for clarity & don't mix them up with the existing, in-production version of the S-400.

To AVI D: Simply put, the T-50 PAK-FA is still under development, especially its turbofan. Consequently, the FGFA, which will be derivative of the PAK-FA, will take even longer to be developed. As it is, DARE & HAL are running 3 years behind schedule when it comes to developing the mission avionics suite for the Super Su-30MKI, so how can one expect DARE & HAL to develop the IAF-specified mission avionics suite for the FGFA? The DARE-HAL team has to first deliver the Super Su-30MKI's suite & only then can any R & D commence on the FGFA's suite. It's the same team that has been entrusted with two projects & therefore the R & D work has to be undertaken sequentially, not concurrently because the manpower for this simply isn't available in-country. So let's get realistic & not have very high expectations.
The IN wants single-hulled SSNs & the double-hulled Soryu-class SSK clearly doesn't fit the bill. Ifat all the IN requires more SSKs, then it is far better & cheaper to order more Scorpene SSKs fitted with AIP using lithium batteries.
The Yuangmeng (LoLz!) is nothing but a Russia-designed airship using solar energy. Even during the last Aero India expo the Russians were promoting this airship! Such long-endurance airships are useful only when flying deep inside the hinterland over friendly & secure airspace, since they can easily be shot down by specially-modified endo-atmospheric LR-SAMs. Therefore, it stands to reason that such airships will be house long-range early-warning radars & possibly optronic sensors for TMD-related early warning. The US doesn't require such airships because it already has a chain of land-based BMEWS radars plus a plethora of space-based sensors.

Yes rafales are needed but 189 of them, putting an end to the pak fa, that does not make sense. Comparing even the worst case scenario pak fa of 2018 vs the best case model of rafale at the same time.... Anyone would prefer a genuine 5th Gen aircraft
To CSC: No one is putting an end to FGFA. The prinsipal delays stem from Russia, which has been unable to develop the definitive turbofans for the FGFA. There's therefore no way that the FGFA prototypes can be delivered by 2018. Best estimates expect the prototype deliveries to commence after 2020. Series-production can at best therefore begin only after 2025. Even the Russians have therefore started ordering members of the Su-30 family of heavy-MRCAs & not the T-50 PAK-FA. For as long as no 5th generation MRCA enters service with any of India's neighbours for the next 7 years, there's nothing to worry about. Even China is still a full decade away from introducing the J-20 into service.

To VIKRAM GUHA: 1) There’s not an iota of truth in such reports. In fact, I can go even as far as predicting that if any other carrier-based MRCA is destined to be on board IAC-2 other than the MiG-29K, then it will definitely be the naval variant of the Rafale. Which means I’m even ruling out the single-engined LCA (Navy) Mk2, which can always be used as a shore-based MRCA by the IN. 2) That’s because the specs of the NGMV & SW-ASW vessels are being changed into a single set of specs, i.e. a common hull design but with mission-specific mission sensors & weapons on-board. This consequently will add volume to the orders for such vessels & make it economical for them to be built at a single shipyard—something which would not have been possible had 2 different hull designs been chosen for each reqmt.
To JAY BHANUSHALI: The IL-214 MRTA project was always a murky one, because it requires far longer runways to operate than the ALGs from which C-130J-30 Super Hercules can. The IL-214 project would have made sense only if it was also to be developed as a regional commercial airliner. Then the project would have become financially viable. Now, with only 65 or so projected as being the IAF’s reqmt & no clarity on any such orders emanating from the Russian side, this project has become cost-prohibitive. I would rather place my bets on the turbofan-powered version of the Dornier Do-328, which can at least operate in & out of ALGs & which is now being co-produced by TATA & Switzerland-based Ruag Aerospace. Therefore, the sooner one cuts one’s losses on the IL-214 MRTA the better. The money saved will then be free for being invested on acquiring more C-130J-30s, C-295s & also the Do-328s.
To PM: Not at all. You must bear in mind that immediately after WW-2 the US was totally dependent on the UK for guidance on foreign relations priorities in South Asia. Consequently, the US decided to go along with the UK’s advice on supporting Pakistan, assuming that the UK’s then predictions about India becoming a Communist state would one day come true. But as time went by, by the early 1960s, the US was convinced that India would NEVER become a Communist state. That is when the US also realised that it was India, not Pakistan, that was the bulwark against Communist China & also Communist USSR. That’s why President JFK had turned down his CIA Chief Allan Dulles’ proposal for securing Goa from Portugal & transforming it into a sprawling NATO base. Furthermore, as far back as 1961, JFK had authorised the USAF to develop contingency plans for supplying India with nuclear weapons off-the-shelf IN CASE China become a declared nuclear weapons state, & at the same time also encouraged Pandit Nehru to send physicists & engineers from BARC to US nuclear weapons labs for the sake of mastering the science of designing & fabricating nuclear WMDs. That’s why by 1968 India was more than ready to carry out her first underground nuclear test, although this was not conducted till May 1974. And that’s also why the US imposed weapons export embargoes on both India & Pakistan after 1965 till 1975 knowing very well that while this would damage Pakistan the maximum (because that country was totally dependent on US financial aid for buying weapons), India would remain unaffected because India always bought weapons from the open market & paid for them in full out of her own pockets, & never borrowed any money from anyone for such purposes. In conclusion: the US since the late 1950s regarded India as the sole arc of stability throughout Southeast Asia & never wanted to destabilize India in any manner. That’s why when President Nixon ordered the USN’s 7th Fleet to the Bay of Bengal in December 1971, his wily NSA Dr Henry Kissinger ensured that the Enterprise Battle Group never received its rules of engagement directives from 7th Fleet HQ. In other words, this Battle Group for all intents & purposes went to the Bay of Bengal only for a joyride with no orders to pick up a fight with anyone.

Gullible jingoes routinely ASSUME that technical-trials or user-trials will automatically lead to service-induction. Now, as the saga of the Varunastra HWT has proven, this is OFTEN not the case. Sir,This has always crossed my mind and I havent found a logical explanation to it. the US has carried out a lot of research on Ufo and has even reverse engineered some of the retrieved spacecrafts and platforms. A question about HAL and helis....Since Dhruv has now matured and quickly becoming a workhorse, spawning the Rudra and also with LCH coming on board in the next 2 years, the helicopter division is a great success story. Do you agree? if so, is HAL now working on developing a medium version that could be used for marine applications for example something similar to S70B? The fundamental building blocks are all there, no to have such a platform in the next 6-7 years?

To ASHISH: Yes, the Dhruv & LCH have been success stories. But the time taken to achieve this has been far too much & could well have been compressed had HAL been a corporate entity like L & T or TATA or Mahindra Defence. Govt of India should permanenbtly get out of the business of running & financing military-industrial facilities. The mere fact that L & T, & not HSL, was awarded the contract for building the S-2 Arihant, S-3 & S-4 SSBNs proves my point about which entity can do a better job.

To SWEET: Gaining access to the Nuclear Suppliers' Group only makes sense if the country has heavy engineering industries capable of either exporting their wares for nuclear power plants or becoming sub-contractors to global nuclear power plant manufacturing giants, which is what Indian entities like L & T, Godrej & Boyce, Walchangnagar Industries etc etc are on the way to becoming in partnership with their Russian & French counterparts. Are Israeli or Pakistani manufacturing companies wanting to achieve similar feats? Some israeli companies definitely qualify for supplying safety-related hardware, but not Pakistani companies. So where's the need for the NSG to embrace Pakistan? None in my view.

To AKASH” The US has been using ARVs like the Fluxliners since the late 1960s for military purposes. The much larger platforms have possibly been used for space colonisation. The Russians & now China have developed directed-energy weapons like high-power lasers for neutralising the threats posed by hypersonic recce platforms. 12 Batteries of any TMD interceptor system will more than suffice to defend against conventionally-armed ballistic missile threats from both China & Pakistan. The deficiency of the existing LR-SAMs of the S-400 is in the arena of terminal seekers & that’s why Russia is developing two brand-new missiles. If the existing missile rounds were up to the task, then the Russians wouldn’t have bothered to develop all-new missile rounds.
As for UFOs hovering around airport installations in urban areas, they tend to gravitate towards dangerous cargo like nuclear WMD-related materials.
