GRSE & CSL Ink Contracts For Supplying 8 ASW-SWCs Each To Indian Navy


The RFP for building 16 anti-submarine warfare shallow-water craft (ASW-SWC) to be built to an Indian design was issued in April 2014.
It was in December 2017 that Cochin Shipyard Ltd’s (CSL) offer (based on a warship design provided by Vik Sandvik Design India Pvt Ltd) was selected as the L-12 bid, with the L-2 bid coming from Kolkata-based Garden Reach Shipbuilders & Engineers Ltd (GRSE).
The following year, India’s Ministry of Defence decided that both CSL and GRSE would share the cake by each building eight of the ASW-CWCs.
While CSL estimates its orders for the eight vessels to be worth Rs.5,400 crore, the contract inked yesterday with GRSE is worth Rs.6,311.32 crore.
The first ASW-SWC is slated for delivery by GRSE within 42 months of contract signature, following which two vessels will be delivered every year. Scheduled project completion period is 84 months. The contract with CSL was inked on April 30.
In a Sea Acceptance Test (SAT) performed by the Israeli Navy in early February 2018, a L-3 Ocean Systems-developed Helicopter Long-Range Active Sonar (HELRAS) dipping sonar was successfully converted for operation onboard the Elbit Systems-developed Seagull unmanned surface vessel (USV), which is represented in India by GRSE. Operating a dipping sonar on-board a USV significantly increases the operational working time and substantially enhances that detection capabilities and the effectiveness of ASW. The Seagull autonomous multi-mission USV features switchable, modular mission payload suites and can perform, in addition to ASW, mine countermeasures missions (MCM), electronic warfare (EW), maritime security (MS), hydrography and other missions using the same vessel, mission-control system and data-links. The Seagull USV thus offers navies a true force-multiplier by delivering enhanced performance to naval operations, reducing risk to human life and dramatically reducing procurement and operating costs.
The 42-month period timeframe given for the rollout of the first ASW-SWC is awfully long, considering that the vessel will displace only 750 tonnes. This in turn indicates that the Indian Navy has not yet decided on the fitment of various sensors and weapon systems due to go on board the vessels—this being also the case with all warships designed to date by the Indian Navy’s Naval Design Bureau.
This consequently has led to only 33% of a warship’s superstructure being floated at launch-time (usually within  a three-year period), while the rest of the superstructure takes more than five years to be completed, thereby leading to prohibitive cost-overruns and highly visible compromises in build-quality. For this, the Indian Navy, and not the DPSU shipyards, is primarily to be blamed and held accountable.

why on earth do they take 48 months for a small ship?.ie positively speaking > Havent they learnt a lesson so far after so many late overruns on all ships? is the navy also to blame??
They have to have the atlas towed sonar along with the APSOH. Is the latter contemporary ?
what about the total integration of the sensors and weapons into a CMS?
is it planned to have the varunastra ?
where will these type of small ships operate within the fleet?

(1) Tessy Thomas is claiming achieving 5m sea skimming sustained flight... How did they managed it??
Is it coz since it flew without seeker completely on internal pre-programmed flight path, it managed 5m sea skimming capacity?? What instrument did they used to maintain n manage it??
2) they r clearly seen Saying Manik being used on it within an year, so is it gonna use some low cost single use version??

Only thing I am curious to know, y don't we go for smart designing approach?? I mean to say that y don't we arm our ships with more amount of weaponry making weapons handling systems automatic or even using max possible space to arm the ship??

To HIMANSHU: None of that has been decided as yet, i.e. the final design configuration is still awaited—the usual problem bthat’s been prevailing since the 1990s.

To S NAIR: That contract was inked yesterday.

To RADHA/RAD: Simply because the final design configuration is still awaited, i.e. only nowe the DAC will convene & start approving the processes of competitively selecting the CMS, propulsion system, weaponry & accessories like RHIBs, etc etc. ATAS isn’t used for shallow water ASW sweeps. Instead, Seagull-type USVs equipped with dipping sonar (see the slides above) are far more effective. Astra-1 with IIR sensor is not workable, since the IIR-guided SRAAM is for all-aspect AAM engagements, whereas BVR engagements do not involve all-aspect targeting/vectoring. The Igla-S contract also involves upgrading the IAF’s & IA’s existing Igla-1s into Igla-S configuration.

To ARUN: These ASW-SWCs will be used for guarding the approaches & channel entrances that exist throughout the Indian coastline. Thus, they will be used for protecting not just naval bases, but also commercial shipping ports.

To HARDIK THANKI: Why? I can only assume that this is a long-standing BAD HABIT that refuses to die, & an obstinate mindset.

To ANKIT KUMAR: Yes.

To SUMIT SEN: It will have BrahMos-1s, not any Nirbhay LACMs.

To JOYDEEP GHOSH: 1) Not possible, since the enire Depsang Plain is now under UAV surveillance 24/7 & therefore the PLA has lost the element of surprise. 2) Because there’s not enough air & no air-cushioning is possible. 3) Kalyani Group has developed a truck-mounted 105mm light gun but the 155mm howitzers will be towed & heliborne as well. 4) Mi-26T cannot operate with such loads at altitudes that the CH-47FI can. Also, Mi-26T is much more expensive to operate, i.e. 100 man-hours of maintenance per flying hour, whereas the CH-47FI & AW-101 require only 40 man-hours of maintenance.

The interview of ADE officials was FARCICAL at best, since it conveyed a very wrong methodology of data presentation, as illustrated by the short & halting answers of the ADE officials that outwardly convey a lack of confidence & self-esteem, i.e. totally losing the information warfare domain. I have NEVER seen any official from any country provide descriptions of weapon systems in such an insecure manner. Answers & presentations must also be given with confidence & conviction. 1) Her statements were hilarious, i.e. cruising at an altitude of 5 metres ASL, but for how long & up to what distance? And cruising below treetop-level??? What does that mean??? In that case, the enemy won't require any AAA to shoot down such LACMs since the trees will take care of the job of destroying the LACMs!!! That is why I always say that the devil always lurks within the details & one must think 10 TIMES before opening one’s mouth to make outlandish claims! Mazekakhez baton se door rehna chahiye. Altitude can always be maintained through the use of a radio altimeter integrated with an autopilot. 2) X-band terminal seeker is only for the last 20nm of the flight, i.e. terminal stage, be it in sea-skimming mode or top-attack mode. And while the ADE officials were explaining what digital scene co-relation was, the interviewer showed his stupidity by butting in & claiming that this was DSMAC!!! Digital scene co-relation is all about all-passive terminal-homing that's used by PGMs of the SPICE family, while DSMAC is only about long-range navigation using passive optronic sensors when GPS guidance was not in vogue. 3) Manik & Laghu Shakti are one & the same turbofan & so far no one from GTRE has stated through posters & brochures that the Manik/Laghu Shakthi will be the Nirbhay’s definitive powerplant. This is what powers a long-range LACM:

Even if we are to assume that a derivative of the Manik will become the Nirbhay’s definitive powerplant, the absence of any detailed engineering drawing or mock-up of such a derivative at expos like Aero India & DEFEXPO only indicates that such a turbofan will not be available for at least another 2 years at the very least for flight-tests. Had a workable, fully-engineered derivative existed, then by now it would have been exhibited, just like HAL’s HTFE-25 turbofan & HTSE-1200 have been since 2016.

The only new visual shown in the interview was that of the air-launched Nirbhay, sporting an extended belly-mounted air-intake snout (meaning it won't have an expendable first-stage rocket booster).

US has said that due to bialateral nature of US-Pakistan F16 deal it cannot provide India with specific details asked by India on Pakistani use of F16 on February 27. Understandable because they will extend the same courtesy to us, if say any other countries asked about any US-India defence deal. With this in mind were does the big Foreign Policy magazine expose on no Pakistani F16 shot down stand.

To HOODS007: Yes, the SAAW is an EMP-emitting Spice-250 PGM. Only attacfk helicopters with fire-control radars are the AH-64E Apaches. The news-report refers to the 6 AH-64Es destined for the IA. So then why does IN persist with Ak630? Can't we move on to a missile based CIWS like mica VL?

2) Can Barak 1 defeat supersonic anti ship missiles like the Chinese yj12?

3) Why didn't IN get missiles for the kashtan on the first batch project 11356? You said IN was very dissatisfied with kashtan performance but it was not armed with missiles on batch 1 11356, just Guns.

4) What is difference in performance between kashtan and sosna CIWS?

The assorted Bandalbaazes might think that they are pushing indigenous arms manufacturing when they criticise the PSUs HAL & MDL for participating as Strategic partners into the Naval Helicopter & Submarine programs. But they fail to understand that only follow on Scorpene class for the Project 75 (I) is cost effective to produce quickly. Whilst everything in India moves at a slow pace and wastes time and money - Pakistan on the other hand can stay put because everything that you see here https://www.youtube.com/watch?v=R943r1jU4KY is on offer to Pakistan as and when required as emergency assistance. This plus hundreds of trucks and planes ready with Chinese ammo, missiles, rockets...poor economy has nothing to do with funding these as Turkey and China will give them for free and seek favour at a later time. I wouldn't be surprised if this major headache and fear often neutralise the Indian leaders from escalating any conflict with Pakistan more so than any nuclear bluff.

1.indian navy is buying 10 more KA-31. Why this delay ? Can not a version of S-70 be used in such a role ? Will KA-31 be suitable for new generation Low skimming Super sonic missile threats ?

2. Why is Caracal carbine deal not yet signed ? Does it make sense given we will have Ak-203 too. Army can stick two main rifle calibers (7.62*39 & 7.62*51) rather than one more !

During the 2016 IFR held by the IN at Vizag, when a PLAN group of officers was showen around some of the IN’s warships, they were astounded to discover that the IN was using interior furnishings (like cupboards, bookshelves etc etc) that were not in compliance with fire-hazard prevention regulations. Upon being questioned by the PLAN officers, the IN officers had said that these hardware procurements were being undertaken with the help of funds allocated for ‘Habitanility Improvement’ to eachj warship & it was up to the crew complemnent of each warship to procure such furnishings on their own & without the need for adhering to any fire-hazard prevention parameters & thesxe furnishings were never insulated from internal cabling or power junction boxes. And this practice continues to this day!!! And this is also what led to the fire on-board to the INS Sindhuratna SSK when an IN inspection on board was subjecting that SSK to full electric power generation/consumption.

To ASHISH GAUTAM: The Ka-31 is the only helicopter along with the Ka-28PL that fits imto the hangars of the INS Vikramaditya, IAC-1 and the Project 1135.6 FFGs. Unlike parking lots for automobiles, hangars for helicopters on warships are built to the specific dimensions & weights of the shipborne NMRHs.

To ROHIT: ELINT satellite of India is NOT meant for pinpointing locations of ground-based radars. Instead, it is meant for eavesdropping on SATCOM communications. Near Balakot there were no ground-based radars that needed to be neutralised.

To HOODS007: Yes, that project began last year itself, starting with procurements for the IA’s HQ Northern Command. The IN’s LPHs will not be ordered anytime soon, rest assured. The IN’s Fleet Expansion Roadmap 2027 therefore has been junked.

However, I do hope that the Scorpene or extended class of same is slated for Project 75(I). 9 (6+3) under Project 75 Scorpene class and a further 9 under Project 75(I) will certainly take care of the 18 submarine requirement as the Kilo & HDW class retire in the years ahead. The remaining 6 has to be then the projected SSN Attack submarines to complete the 24 submarine (18 SSK & 6 SSN) quota. It is very sad that the LPD as well as 24 Minesweeper requirement of the IN did not work out. Very Dangerous situation. The Chetaks have to be replaced ASAP, but that doesn't seem to be on the fast track yet. The shortage of medium NMRH, Ka-31, SeaKing replacements are alarming as well. The IN is neither being smart about utilisation of resources nor is the MoD serious about Naval requirements with the IAF & IA taking lions share of CAPEX.

Firstly, the term’copycat’ has negative connotations, meaning it is meant to be an unlicenced clone like what China has done with the erstwhile Varyag. These Anglo-Saxon Caucasians therefore need to improve their command over the English language. In reality, it will be a re-engineered version of the QE-2 design since the IN would like to put some of its own specific weapons & sensors, like the MF-STAR radar, LM-2500 gas-turbines etc etc. If the IN opts for the STOBAR configuration, then the Rafales will go on-board since the QE-2 design cannot accept Russia-designed MRCAs below-deck hangars. Furthermore, only UK-based OEMs & not Russian ones can supply the elevators necessary for supporting the operations of AEW platforms like the E-2D Hawkeye. Even if the E-2D is not selected, then the only other AEW helicopter option is the AW-101, since Ka-31-related operations or MRO activities cannot be supported in the below-deck hangars (since such hangars will be BAE Systems-designed & not Russia-designed. Lastly, the STOBAR’s compatibility will have to be demonstrated with Rafale & E-2D flight operations, which cannot be done in the Goa-based facility of the In in Dabolim since the ski jump there is optimized only for the MiG-29K. Hence, a new ski jump facility will have to be built by the IN either alongside or somewhere else.

Absence of shipborne NMRH therefore means either there are not enough NMRHs to spare, or those in service are unavailable due to serviceability problems. MH-60R Seahawks are for the Project 28 ASW corvettes, P-17 FFGs, P-15 DDGs, P-15A DDGs & P-15B DDGs.

To K KUMAR: 1) In order to secure Wg Cder Abhinandan’s release from captivity ASAP. After this threat, the UAE & the Saudis got involved to resolve the issue. 2) They were neither primed nor were they carrying any explosive materials on-board. He had to speak the truth because the IAF’s explosives ordnance disposal squads had alreadt found out the truth. 3) Anything’s possible.

To HOODS007: No more CASTOBAR & E-MALS or PWR-based propulsion. INS Vikrant is too small for generating sorties thrice daily involving 2 full sqns of carrier-based MMRCAs. E-MALS requires enormous amounts of surge electrical power that can be supplied only by PWRs. And since the priority now is the SSN project, development of a 190mWT PWR is not a priority & so this kind of PWR won’t be available for IAC-2 as well. CLGM was never meant to be a MP-ATGM. And the concept of CLGM works best with smoothbore cannons, not rifle-bore ones. Hence, the ‘desi’ CLGM is nowhere near to being made available for firing trials. The LPH project has been denied funding due to financial constraints.

To SANDY: No, because it is too expensive a proposition now for the IN, given the more pressing reqmts like SSNs, MCMVs & shipborne NMRHs.

To KAUSTAV: What has been happening since the latter half of the previous decade is that each & every country bordering China or in its immediate periphery (in south/central/southeast Asia) has been subjected to DE-INDUSTRIALISATION. For India this is the second process of de-industrialisation now underway, with the first being done by force by the colonial Brits and the present-day one being perpetrated by China through financial inducements, which have resulted in India’s manufacturing sector becoming un-competitive. For instance, by encouraging the use of plastic bags for carrying potatoes & other commodities, the GoI has totally destroyed the jute industry, as a result of which almost 100 factories along the Hoogly River from Howrah right up to Barrackpore are today under lock-outs!!!

To RAD: The Ka-31s can be used for both AEW & OTHT. In that sense, they are the most versatile shipborne NMRHs now in service with the IN, & they will be joined later this year by the upgraded Ka-28PL NMRHs. And the IAI-supplied RISAT-2BR will be replacing the RISAT-1/TecSAR/Polaris overhead recce satellite later this month.

What this means is that no past cross-LoC raids were authorised directly by the DGMO or IA HQ, but those were instead authorised by the IA’s HQ Northern Command. So, if another RTI is filed directly with IA’s HQ Northern Command, then the correct response will come.

To THE INDIAN: 1) It has reached the end of its operational life, i.e. 10 years. 2) NONE. That’s how serious the ‘netas/chowkidaars’ do their chowkidaari nowadays. 3) No. The moment the order is placed, Russian Aircraft Corp will announce it, rest assured. 4) NONE. 5) NONE.

To ARUN: The PAF never flew its MRCAs closer than 10km from the IB & the same is the case with the IAF. The ‘ambush’ was planned by the PAF over PoK airspace & there’s no border demarcating the airspace over PoK because the LoC itself is just a temporary ceasefire line & not a border. Furthermore, since India regards PoK as her own integral territory, then the airspace over PoK should not be regarded as belonging to Pakistan. But why the GoI & IAF thinks otherwise is mysterious. Similarly, the Durand Line between Afghanistan & Pakistan isn’t a border at all, since the Line was never demarcated on the ground & it therefore only denotes the FRONTIERS of each country’s administrative control. And that’s why Pakistan’s forces that patrol along the Durand Line are known as Frontier Corps & Frontier Force Regiment. Bear these specifics in mind since the devil always lurks within such minute details. And in case you overlooks them, then these self-proclaimed ‘netas/chowkidaars’ will very happily drag you by the nose into uncharted wilderness!

To HOODS007: Even sensors & weapons can have a profound impact on a warship’s design, since entire rows of cabling/electrical wiring have to be changed to cater for new sensors.

2.I am getting some reports that at least 23 PA troops are shot by IA in last 3-4 days,and that PA is under immense pressure to defuse the tension.Is it true?

3.Why do you think that NYT,WP,etc could publish some stories or articles which do not have any connection with reality.Now National Interest is claiming the same Arihant Accident story.If such media groups,despite being highly respectable,could do this,whom to trust?

To PRATEEK: According to the worst-case scenarios being spoken of by the Delhi-based sons & daughters of the highest-level members of the BJP, it is being expected that the the BJP will win about 220 seats.

To BHOUTIK: Without a detailed military-technical/military-industrial vision, every such product is very hared to develop & build, rest assured. Indonesia is already buying radars from THALES & air-defence artillery from Rheinmetall Defense. And before buying any aircraft carrier, the IN must first be given the four PLHs without which India can never be a nett security provider for the IOR area.

To RAHUL: That is only possible if India has a declaratory national security strategy that clearly states that any foreigner entering India fully armed to cause death-n-destruction will be treated as the enemy of enemy & the act will be an act of aggression/war. This isn’t the case today, since successive Indian govts have instead embraced terms like cross-border terrorism & non-state actors. Prasun what you said above I have been saying and have commented on Youtube and other forums for a very long time: any transgressor with an intent to cause death, destruction or sabotage - that is intent on attacking the sovereignty of India is an enemy and any state or group found to sponsor such actors will be deemed to have declared an act of war against the nation of India therefore will be in a state of war. That will cover Pakistan and China and send a strong message to anyone contemplating such actions. Instead by saying wishy washy things, India in effect is saying, all those nations are essentially good just some rogue elements are creating problems.
