Case For Combining Indian Navy’s NGMV & NGC Needs Into A Unitary Procurement

Worldwide, the major navies as well as those with littoral warfare missions are getting rid of their existing fleets of FAC-Ms and light multi-role guided-missile corvettes (both armed with anti-ship cruise missiles of various types) and are opting for new-generation guided-missile corvettes (popularly referred to as littoral combatant ship, or LCS) that displace more than 2,500 tonnes and up to 3,500 tonnes. This trend, which is gaining more traction with every passing day, is due to the following:
1) FAC-Ms and light multi-role guided-missile corvettes have their own set of weaknesses that makes them no more effective than larger principal surface combatants. The LCS is capable of all of the peacetime and most of the wartime abilities of the FAC-M and light multi-role guided-missile corvette. Most importantly, the geography of 21st century seapower does not lend itself to low-endurance warships dependent upon isolated fixed bases for support.
2) The new-generation LCS can fulfill many peacetime duties, including presence functions and training with allied/friendly naval forces, which FAC-Ms and light multi-purpose corvettes cannot. While the LCS is a fully deployable warship capable of sustained operations at sea for at least 21 days, FAC-Ms and light multi-role guided-missile corvettes, however, have only an 8-day sustainability at sea and require a significant advanced base from which to resupply and refuel. The LCS can be supported through refuelling and resupply at sea via underway replenishment vessels.
3) In the current constrained fiscal environment, the first priority of the Indian Navy (IN) must remain high-endurance warships capable of extended combat operations at sea without forward base support. A large force of FAC-Ms and light multi-purpose corvettes cannot meet this requirement.  India is a maritime nation with an interest in protecting and securing what political scientist Barry Posen has called the “global commons” of oceanic trade routes. Consequently, regional power projection within the Indian Ocean Region (IOR) requires regionally deployable naval assets rather than limited-endurance and role-specific sub-regionally dependent vessels.
4) Finally, the geography of seapower as understood by maritime nations with regional interests such as India does not support the use of such short-range vessels as FAC-Ms and light multi-purpose corvettes. Such a country must be ready to transfer significant parts of her armed forces seamlessly over great distances. Relatively high-speed, long-range naval task forces capable of sustained regional deployments are therefore the best solution to the problem of geography. FAC-Ms and light multi-purpose corvettes can be moved from one part of the IOR to another, but neither with the speed nor cost-effectiveness of larger LCS-type platforms with better endurance. The fleet of a regional naval power entrusted with the responsibility of being a net security provider throughout the IOR must be able to depart from one location, sail thousands of miles if necessary, arrive in its assigned theatre of operations and attain sea control without reliance on forward land bases, which may be vulnerable or unavailable for use.
The above-mentioned four underpinnings are what must dictate the procurement of replacements for the IN’s existing fleets of 549-tonne Project 1241RE ‘Molniya’ FAC-Ms and the 1,350-tonne Project 25 and 25A light multi-purpose guided-missile corvettes. But that has not been the case thus far. For instance, in February 2015 the IN’s global Request for Information (RFI) for six new-generation missile vessels (NGMV) specified that the vessel should have a displacement of some 1,500 tonnes, must cruise at speeds of more than 35 Knots, and have an endurance of 10 days at sea. The vessel should also carry a minimum of eight multi-role anti-ship cruise/land-attack cruise missiles, be fitted with a point defence missile system (PDMS) and possess a medium-range gun with ‘stealth features’ and having range in excess of 15km.
This was followed in October 2016 by another RFI that was sent by the IN sent to India-based shipyards—both private-owned and state-owned—that called for the supply of seven next-generation corvettes (NGC) capable of offensive attack with anti-ship cruise/land-attack cruise missiles, anti-submarine warfare (ASW) operations, local naval defence, maritime interdiction operations and visit, board, search and seizure (VBSS) missions, with deliveries of these seven vessels beginning from 2023. In terms of weapons fitments, the IN specified the BrahMos-1 missiles, a SAM system, cannon-based remotely-operated close-in weapon system, a medium-range gun with 15km-range, a twin deck-borne light torpedo launch system, and a helicopter deck capable of housing a light twin-engined naval utility helicopter (NUH) or VTOL unmanned aerial system (UAS).
From the above, it becomes clear that the IN remains intellectually stunted by being unwilling to take the required paradigm transformational leap of the type required for the net security provider for the IOR. Sound common sense suggests that the IN should combine its NGMV and NGC requirements by opting for common-hull 3,500-tonne LCS-type vessels (numbering 18 units) that ought to incorporate the following:
1) A 76/62 SRGM of the type already in service with the IN, plus two remotely-operated six-barrelled AK-630M cannons as close-in weapon systems.
Fire-control for all these weapons will be provided by the Pharos radar, which is now being co-developed by THALES of France and India’s Bharat Electronics Ltd.
2) Up to 24 vertically-launched Barak-8 LR-SAMs.
3) Up to 12 dual-tasked, vertically-launched long-range cruise missiles (either BrahMos-1/BrahMos-NG or Nirbhay) equipped with DRDO-developed X-band imaging monopulse active seekers capable of accepting programmable target recognition algorithms for either land-attack or anti-ship strike in real-time.
4) Twin two-tube heavyweight torpedo launchers—one on the port-side and one on the starboard-side of the LCS.
5) Integrated main mast (of the types available from France, The Netherlands, Italy or Russia) that houses all the required types of RF sensors, optronic sensors as well as integrated communications and electronic warfare suites. By resolving the electromagnetic conflicts and line-of-sight obstructions inherent to traditional topside antenna arrangements, the integrated mast aims at delivering an unobstructed field-of-view, reduced radar cross-section; ease of electromagnetic friction and simplifies shipboard integration.
This in turn provides a significant benefit in terms of improved operational performance and availability, shorter shipbuilding time, reduced maintenance requirements and significant savings in below-deck volume. In an integrated mast various antennae are integrated within the design of the mast itself along with the electronic equipment to be “integrated” in the mast as a single unit. The result is a mast that is a structurally self-supporting module.
6) A multi-purpose, remotely-operated rigid-hull inflatable boat (RHIB) capable of carrying either side-scan sonar, or mine-detection sonar, or mine disposal robotic vehicle, or a dunking sonar. Such vehicles are also known as unmanned surface vessels (USV).
7) A stern-mounted helicopter deck capable of accommodating a 10-tonne naval multi-role helicopter and an armed VTOL-UAS that is also equipped with both a search radar and an gimballed optronic sensor suite.
8) A new-generation 360-degree augmented reality wall Combat Information Centre (CIC) housing the combat management system (CMS), which is network-centric and makes extensive use of software-defined radios (SDR).
Potential Contenders
Outside the US, there are only three major shipbuilders that are implementing on-going contracts for supplying LCS-type multi-mission guided-missile corvettes—Naval Forces of France, Fincantieri of Italy, and Russia’s United Shipbuilding Corp.
France’s Naval Forces has bagged contracts for its Gowing-2500 LCS design from Malaysia (six units) and Egypt (four units). The Gowind-2500 LCS incorporates the SETIS CMS (originally developed by DCNS for FREMM guided-missile frigates and GOWIND family of corvettes), the Panoramic Sensors and Intelligence Module (PSIM)—an assembly bringing together the integrated mast with its various instruments as well as the Operational Centre and its associated technical rooms, and a high-degree of integration, automation and conviviality. The 2,600-tonne Gowind-2500 LCS has a length of 102 metres, width of 16 metres, maximum speed of 25 Knots, crew complement of 65, range of 3,700 nautical miles while cruising at 15 Knots, and a combined diesel and diesel (CODAD) propulsion package.
Fincantieri’s LCS design has been ordered by the Qatar Emiri Naval Forces (QENF)—this being for four vessels. Each such LCS will have a full load displacement of 3,250 tonnes, and have a length of 107 metres. The armament suite will comprise dual quad-cell MBDA-supplied Exocet MM-40 Block-III anti-ship cruise missiles, twin Marlin 30-mm remote weapon stations, a 76mm OTOBreda main gun, 16-cell vertical launch system (VLS) for the MBDA-developed Aster-30 long-range surface-to-air missile (SAM) and a 21-cell Rolling Airframe Missile (RAM) system. In addition, the vessel is fitted with a CODAD propulsion package, and can accommodate 112 people on-board, including 98 crew-members.
From Russia’s United Shipbuilding Corp comes two offers: the Project 20385 multi-mission guided-missile corvette from the St. Petersburg-based Northern Shipyard (Severnaya Verf), a subsidiary of United Shipbuilding Corp; and the Project 20386 multi-mission guided-missile corvette from a partnership of Severnaya Verf Shipyard and Sredne-Nevsky Shipyard.
The Project 20385 multi-mission guided-missile corvette was offered three years ago to the IN for meeting the NGC requirement. This vessel has a displacement of 2,500 tonnes, a length of 106 metres, width of 13 metres, a speed of up to 27 Knots, a cruising range of 3,500nm, an endurance of 15 days, and a crew complement of 99.
The Project 20386 LCS has a full displacement of 3,400 tonnes and is 109 metres long and 13 metres wide. It produces a top speed of 30 Knots, has a cruising range of 5,000nm, crew complement of 80, a combined diesel-electric and gas turbine (CODLOG) propulsion package that integrates two 27,500hp M90FR gas-turbine engines from NPO Saturn, two electric powerpacks with a power output of 2,200hp each, and a 6RP speed-reduction unit.
The Project 20386 LCS comes fitted with a modular armament suite that incorporates either two four-cell 3S-24 inclined launchers with the Kh-35E Uran anti-ship cruise missiles, or containerised launchers with the Kalibr-family of long-range cruise missiles. Air-defence is provided by two eight-cell 3S-97 ‘Redut’ VLS coupled to the Zaslon multifunctional radar that has its active phased-array antenna arrays integrated with the tower-mast construction (I.e. an integrated main mast).
The LCS’ near-field area is protected by two 30mm AK-630M CIWS mounted in pair on the aft superstructure. The LCS is also armed with a nose-mounted A-190-01 100mm naval gun that can be controlled by the Zaslon radar. Also carried are the ‘Paket’ ASW suite with twin four-cell SM-588 launchers for 324mm torpedoes, Minotavr-ISPN-M hull-mounted panoramic sonar, Signa-20380 CMS, and a collapsible stern-mounted helicopter hangar.
When it comes to robotic, remotely-operated vehicles, several options are available from France’s ECA Group and Japan’s Japan's Mitsui E & S Shipbuilding Co. The latter’s vehicle is a high-performance mine-hunting system specifically designed for the steep bathymetry and strong currents around Japan. With a length of 1.8 metres and a weight just below 90Kg, the whole system comes with a control station and cable winch. It is indeed controlled via a “fine optical cable”, allowing the vehicle to achieve speed and good manoeuvrability, while the high-power battery systems (LiSO2 and Li-Ion) provide long endurance. The cable winch with auto-tensioner makes the cable resistance much smaller, contributing to fast target detection. For optical identification at greater depth, the robotic vehicle is fitted with a high-definition camera. The operator can get a clear sight at low light intensity. Thanks to a unique thruster arrangement, the vehicle can approach a target from various angles. Japan’s Maritime Self-Defense Force (JMSDF) selected this robotic vehicle after evaluating other foreign systems including ECA Group’s K-Ster.
For meeting the USV requirement, the Seagull from Elbit Systems of Israel (represented in India by the Kolkata-based Garden Reach Shipbuilders and Engineers) will be the ideal choice. Back in 2017, Elbit Systems, by using SATCOM data-links, demonstrated that the Seagull USV, sailing in Israel’s Haifa Bay, could perform operational ASW missions using control consoles situated some 3,515km away in the UK. Operating the L-3 Ocean Systems-supplied DS-100 HELRAS dipping sonar in conjunction with Elbit Systems’ proprietary software, Seagull performed real-time detections and classification of objects, thereby demonstrating the capability to deter and dissuade hostile undersea activities.
The Seagull demonstration team included two operators—a USV operator and sonar operator. The Seagull is a 12-metre long multi-mission USV that can be operated from a mother-warship or from shore-based stations. It provides multi-mission capabilities, including ASW, mine-hunting and mine-sweeping, electronic warfare (EW), maritime security and underwater commercial missions, by leveraging modular mission system installation options and offering a high level of autonomy. It features inherent C4I capabilities for enhanced situational awareness, and has a mission endurance of more than four days.

But i simply can't understand how can Pakistan totally brush under the carpet the death of its pilots during balakot episode.
Thousands of people could have made a video of the funeral..& posted it on youtube.
How can you silence the families, neighbors?
Something concrete should have leaked out about the dead pilots.
Could you please explain.

To BUDDHA: VMT. 1) Both India & Russia have opened their respective Banks (not for retail banking) in each other's designated cities that will process the electronic money transfers in Euros currency denomination without going through the SWIFT inter-bank telegraphic transfer mechanism that handles global commercial TT transactions out of Luxembourg. To JUST_CURIOUS & PAWAN: It is totally SHOCKING that an institution like the UN & its HRC will draft a report dealing only with Kashmir, instead of dealing with Jammu & Kashmir in its entirety (as per all related UNSC resolutions passed to date), including those portions that pakistan had ceded to China in 1963. Sir it seems senior naval officers along with MOD beauraucrats are dumb or what...what a credible suggestion to combine the three req into one type of ship and thereby increasing scale of economy and commonality....still they fail to see the benefits...did u approached any one PMO/MOD/naval headquarters to appraise them of this idea??

a. with total 54 Mig 29Ks IN will have 2 full squadrons of 21 jets to fly from INS Vikramaditya & INS Vikrat and still have 12 jets exclusively to practice from SBTF Goa

b. not entire 21 contingent would fit in the 2 carriers as such it will be easy to rotate the jets for IN meaning lesser wear and tear for each jet.

What is quantum of artillery to be bought for the IA in the next decade or so ?

Are we going to have 4 different artillery guns in the 155MM - 45/52 Caliber ? - the dhanush, ATAGS, M777, and athos 2052.
the no. of guns to be replaced is too high - possibly around 4,000 - to include ~ 2,200 IFG/LFG, and ~1500 - D30, D-46 guns.
But, does this warrant so many different guns ?
can't we just eliminate atleast the ATHOS, and order ATAGS, including its MGS variant, in large no.s ?
over the next decade how may M777, ATAGS, DHANUSH, K9, PINAKA do you see being ordered?

To VIVEK: Why should thousands be allowed to attend the funeral of two dead PAF pilots? Is it even allowed in India? In addition, how has Pakistan till this day managed to hide the deaths of more than 145 PA soldiers (killed during OP Koh-e-Paima in mid-1999) that lie buried till this day in the icy heights of northern J & K? How can Pakistan till today manage to keep the family of Ajmal Kasab & those of the other nine terrorists totally away from any publicity or even acknowledgement of their existence? Silence can be imposed with utmost ease in any national security state. Think about all this.

To be noted is that this LIFT will sport sidestick control stick & throttles, exactly like those on the Rafale. In addition, this LIFT can also be used for controlling up to UCAVs that will act as effectors carrying various types of precision-strike payloads. Such effectors will also have optronic sensors, which will do away with the need for underbelly target designation pods like LITENING. This in turn will leave the underbelly pylon available for carrying the ASPJ pod. There will also be underwing MAWS sensors for giving warning on the frontal & rear sectors of the LIFT. Such tandem-seat LIFTs will also be ideal for launching Spice-1000/2000 PGMs for standoff strike missions.

To VENKY: LoLz! The AIM-132 ASRAAM was flight-tested from the Jaguar IS/DARIN-3 aircraft, and not Su-30MKI. The latter’s Sura-M HMDS isn’t compatible with the ASRAAM, whereas the Targo HMDS of the Jaguar IS/DARIN-3 & Tejas Mk.1/Mk.1A is fully compatible with the ASRAAM.

To AMIT BISWAS & ANURAG: VMT, but this blog is available worldwide for reading & absorption. I’m sure the concerned authorities/departments will take note of the contents, just like they did regarding the Tejas Sport LIFT, about which I had been lobbying since the previous decade.

To SUVO: The Sa’ar & Gepard are legacy designs that cannot accept new-generation hardware like integrated masts.

To PRATYUSH: With the on-going inductions like K-9 Vajra, Dhanush-45, Dhanush-52 MGS, M-777 & in future the ATAGS, the tide is now turning back in India’s favour.

To K_SINGH: The IA’s first priority is to go for 52-cal 155mm howitzers. Hence the K-9 Vajra tracked SPH & the Dhanush-52 motorised MGS are getting top priority, followed by the Dhanush-45 & M-777 UFH. The ATAGS will follow nest as a towed version, provided High Nitrogen Steel is made use of to reduce its overall weight from the present 18 tonnes to 15 tonnes.

The revelations are very interesting:

1) The IAF Mi-25/Mi-35P attack helicopters could not be used since they could not fly over the Zoji La Pass in order to reach northern J & K.

2) The then political leadership was IDIOTIC in preventing the IA & IAF from crossing the LoC. This increased manifold the Indian casualties. At the very least, the then GoI could have authorised the IA & IAF to cross the LoC in order to restore the status quo & then return back to the Indian side after hostilities had concluded. But even this wasn’t allowed.

3) The then GoI was extremely rattled by Pakistan’s nuclear sabre-rattling, and this was probably because the three armed services were totally out of the loop WRT India’s nuclear WMD issues, with only the technocrats of the DRDO & DAE being the custodians of all the data & consequently India’s military leadership was unable to make a compelling case to the Indian political leadership about India’s conventional & strategic deterrence thresholds, which contributed to the ill-informed directive of not crossing the LoC.

4) At the fag-end of the Q & A session, gen V P Malik confirmed what I had always believed, which is that the PA launching of OP Koh-e-Paima was because of the failure of India’s conventional deterrence posture, & not due to intelligence failure as claimed by the GoI’s Kargil Committee Report.

5) Although the IAF & IN have not revealed anything as yet about setting up internal committees to study & disseminate the lessons learnt from the 1999 limited war, the IA’s HQ Northern Command did constitute under its then Chief-of-Staff Lt Gen A R K Reddy a Committee to do a detailed study of all the war campaigns of OP Vijay & draw the correct lessons from it (just like the Henderson-Brooks Committee Report of 1963). This A R K Reddy Committee Report now lies with the Shimla-based ARTRAC & the HQ Northern Command, & has not yet been declassified, which in turn has prevented the MoD from releasing & publishing the official history of OP Vijay, OP Safed Sagar & OP Trident. Instead, only symbolic & emotional events like Kargil Vijay Divas continue to be staged till this day, while the factually incorrect Kargil Committee Report continues to be hailed as a historical milestone.

6) As a result, no one in officialdom is willing to admit to the real mistakes that were made at the politico-military level, and if one does not know what one’s mistakes are, how then can one draw the lessons aimed at eliminating the prospects of repeating such mistakes again??? Hence, nothing much has changed since mid-1999 at the intellectual level.

In addition, operational realities dictate that one NEVER mounts anything other than a supersonic fuel tank in the centreline station of any tactical MRCA. To UJJWAL: 1) yes, starting with the projected 4 LPHs. 2) Not on the IN’s SSNs & SSBNs. 3) If anyone in India could develop & build synthetic batteries, then by now they would have been in use by automobiles & trucks. But since such expertise does not exist in-country. The MAREEM AIP module co-developed by the DRDO and L & T is under development. 4) Only in the first half of the following decade.

To PAVAN: No it ain’t 100% crap & it works because the modification does not in any way involve tinkering with the fire-control computer & therefore access to source-codes are not required. The work involves only re-wiring & pylon interfacing so that the Targo HMDS can be interfaced with R-73E SRAAM. And this interfacing was done way back in the previous decade for the Tejas Mk.1, so the same modification protocols were applied on the Mirage-2000s at the same time. But this same procedure CANNOT be applied on the Su-30MKI because in this aircraft the Sura-M HMDS is coupled to the IRST sensor which in turn is coupled to the fire-control computer. Hence, a unitary source-code is used for the fire-control computer, HMDS & IRST sensor & this cannot be tampered with. Hence, all talk of Su-30MKIs using AIM-132 ASRAAM is total bullshit because even if the Targo HMDS-ASRAAM can be used, it will not be able to get integrated with the IRST sensor.

And lastly, not a single Mirage-2000 used on February 26 carried SRAAMs, since SRAAMs cannot be used at night without any accompanying IRST sensor. And as we all know, only the Su-30MKIs & MiG-29s have on-board IRST sensors, while the Mirage-2000s don’t. Hence, the escorting upgraded Mirage-2000s were armed with only MICA-EM BVRAAMs.

One can then include all sensors internally.It looks to be a much mature design with area ruling concepts and Airbus as its consultant. A total of 200+ ver.of tejas Mk2 naval design+ MWF for IAF would be great i think. Have a parallel assembly line run by the private sector to create an alternate end to end ecosystem . HAL should not be worried about the current setup as IN would also need some SPORT models if we opt for SPORT as level 3 trainer and then they can also be exported to other countries as well(eg as a part of offset for MMRCA 2). Had read earlier that others including Germany, UAE etc were interesing in tejas primarily as LIFT trainers. France can be another candidate as an offset for more rafales(which I feel are needed if this jet is not selected under mmrca 2), Vietnam as a part of the line of credit extended?

To SUJIT: LoLz! After the IAF orders additional Su-30MKIs, MiG-29UPGs & Rafales, there will be no money left for either Tejas Mk.1A or the Su-57 or the 114 SEFs, rest assured. Instead, operational necessities will dictate the procurement of some 80/90 Tejas Sport LIFTs, since without them the IAF’s pilots will have very hard time converting to Rafales whose cockpits feature sidestick throttles & control sticks. As for Gen-5 AMCA, it is only wishful thinking since even European countries are now proceeding with the development of Gen-6 MRCAs, an arena in which the US is already at a very advanced stage of prototype development.

To SUVO: 1) All 3 offers (from Russia, France & Italy) are equally good. 2) DDGs, FFGs, aircraft carriers, LPHs, guided-missile corvettes & NOPVs all require PDMS/CIWS like C-Dome/Barak-1/VL-MICA or VL-ASRAAM. 3) The hypersonic ones from Russia & Lockheed martin’s LRASM.

To DASHU & BUDDHA: Well, I have sound common-sensical reasons for being skeptical, which are as follows:

India’s defence budget of Rs.318,931.22 crore (excluding pensions) has earmarked Rs.210,682.42 for revenue allocation (pay and allowances of manpower for all three armed services) and Rs.108,248.80 crore for capital (modernisation and acquisitions) allocation. The revenue allocation is double that of capital allocation. This skewed ratio of revenue-to-capital spending will never help ensure optimal immediate war preparedness. Unfortunately, RM Rajnath Singh cannot do much. He cannot reduce 82% of the IA’s total allocations (which is 55% of the total defence budget and highest of the three armed services) meant for pay and allowances of a 13 lakh-strong force. This is because the Govt of India has foolishly adopted (due to a lack of strategic visioning) a hybrid warfare strategy (focussed primarily on counter-terror operations and a forward deployed military presence along the IB, WB, LoC and LAC—this being the new War Directive issued by the MoD) with humongous manpower commitments. This was confirmed at a seminar yesterday (https://usiofindia.org/events/is-the-indian-deterrence-effective-against-potential-aggressors/) in which a former DGMO of the IA stated that the DGMO Directorate spends only about 5% of its time and resources on Pakistan on any given day, while the remaining 95% is spent on matters pertaining to India’s other immediate neighbours.


This in turn calls only for making emergency purchases to make up the tactical-level deficiencies like standoff weapons and ammunition for the IA and IAF, which can be used in case of politically expedient cross-border limited military strikes against Pakistan, and NOT for ensuring the war wastage reserves required for waging a 10-day high-intensity limited war against Pakistan (under which each of the three armed services would fight their own wars without any integration or synchronisation) across two separate geographic fronts. Consequently, although each armed service has PGMs and new-generation weapons platforms required for waging knowledge-based warfare, their usage will be highly sub-optimal if the absence of battlespace synchronicity prevents joint services warfighting doctrines and tactics to be applied/practised, thereby condemning the three armed services to wage yesterday’s wars, i.e. engaging in estimates-based warfare. Consequently, formations like Integrated Battle Groups (IBG) can be raised only on paper, and are totally worthless (in terms of conducting multi-dimensional effects-based operations) in the actual/real battlefields of tomorrow.

In order to fast-track military hardware procurements, mostly from abroad, and to minimise the role of middlemen which results in corruption charges, the Govt of India on April 18, 2018 created the unprecedented Defence Planning Committee (DPC). Its stated purpose was to minimise corruption by resorting to direct government-to-government deals, which would dispense with middlemen; to fast-track buys since the entire procurement procedure would be under the PMO’s watch; and to symbolically convey the importance the Govt of India accorded to national security matters. Ironically, by creating the overarching DPC under the National Security Advisor (NSA) Ajit Doval, the Govt of India defanged the Raksha Mantri (Defence Minister) by bringing the MoD’s principle function of procurements and planning under its wings. Comprising the three armed service chiefs and three senior bureaucrats (from the MoD, Union Finance Ministry & the Ministry of External Affairs), the DPC is meant to deliberate on four matters: politico-military policy and strategy, military plans and capability development, military diplomacy, and a local military-technical/military-industrial eco-system for the export of homegrown military hardware. The Chief of Integrated Defence Staff (CIDS) to the Chairman, Chiefs of Staff Committee (COSC), commonly referred to as Chief of Integrated Defence Headquarters (IDH), which used to provide the secretariat to the MoD, will now, as Member-Secretary, do the same for the DPC. Thus, with the DPC, the armed service chiefs have been brought into the policy-making loop, even if by default without altering the Govt of India (Allocation of Business) Rules, 1961, while the Raksha Mantri, who is a member of the Cabinet Committee on National Security (CCNS), has been left out of the policy-formulation procedure, now to be done exclusively by bureaucrats, technocrats and the armed service chiefs. Consequently, the Raksha Mantri’s role is now purely ceremonial. At best, he will travel the length and breadth of the country raising the morale of the troops that he can no longer provide for. Moreover, by elevating NSA Doval to Cabinet Minister rank, and given his proximity to the Prime Minister, RM Rajnath Singh has been reduced to rubber-stamping the DPC’s decisions. The earlier longish procurement chain had comprised the RM presiding over the MoD’s Defence Acquisition Committee (DAC) to clear military hardware procurements. The file then went to the Union Finance Ministry for clearance, after which it came back to the MoD for onward submission to the CCNS for final approval before the signing of the contract. All this has now been dramatically shortened. Now, once the MoD’s Defence Procurement Committee (DPC) approves a proposal drafted by the DAC, the RM would only be required to sign it before the CCNS clearance.

It is axiomatic that the NSA-headed DPC would get the Prime Minister’s green signal before approving any procurement file, with no one (DAC and Union Finance Ministry) raising objections to it. Thus, the RM no longer has any control over capital allocations. Since this suits the present-day Govt of India, all capital allocations–to be decided by the NSA–would mostly be spent on things that would not offer any help in ensuring immediate war preparedness. Ironically, most analysts who seek warfighting reforms to balance diminishing capital allocations miss two points: One, creation of the DPC under the NSA is the biggest military reform as it brings operational acquisitions to the Prime Minister’s direct attention. And two, there are numerous contractual liabilities for acquisitions calling for the highest attention. Added to this is the long-pending armed services’ demand for a roll-over defence capital budget. Given the excruciatingly long procurement procedures, funds meant for procurements, if not fully utilised in a year, lapse and go to the Consolidated Fund of India. The demand that they be available with the MoD for further use is infructuous with the DPC in place. The DPC has enough authority for sizeable supplementary grants. If only it now puts together a real military-industrial roadmap for war preparedness, which is its other job.

The Defence R & D Organisation’s (DRDO) capital allocation of Rs 10,484.43 crore is mere 6% of the total defence budget. This is grossly inadequate, especially when the need should be for financial commitment to the Technology Perspective and Capability Roadmap (TPCR) after deliberations between the scientists and the defence services. Considering that no nation gives away its cutting-edge technology, India should stop scouting for it. There is instead a case for dividing the DRDO into two: Let weapons design work remain with the DRDO’s new avatar, while the development of optimally engineered weapons prototypes should be given to both public and private sector defence companies (like the DRDO designing the MPATGM but making VEM Technologies responsible for developing an engineered, user-friendly end-product). Eventually, the DRDO should become something like the US’ Defense Advanced Research Projects Agency (DARPA)—which looks into new transformative technologies—with an enhanced funding of 10% of the defence budget.

To JUST_CURIOUS: Will the IN accept an inferior NLCA Mk.2 when the IAF has committed to the heavier & larger MWF-AF Mk.2? Only someone extremely stupid will opt for an inferior platform like NLCA Mk.2. Nor is the IN facing any shortage of carrier-based MRCAs since it has enough MiG-29Ks for both INS Vikramaditya & IAC-1/INS Vikrant. So, for the larger IAC-2, the reqmt will be for a carrier-based MMRCA like the Rafale. And since the MWF-AF Mk.2 will be a larger & heavier MRCA, the NLCA’s heavier & more robust landing gear design will be reqd. Other than that, there will no commonality between the LCA-AF Mk.2 & MWF-AF Mk.2 since not just the wing, but also the fuselage length will be greater, as explained here:

And as I have explained above, Tejas Mk.1A is most likely to get ditched in favour of the LCA Tejas Sport LIFT. But it is too late for any export prospects for the Tejas Sport LIFT since it won’t be available before 2025 at best, by which time the European & Middle Eastern air forces will go for European solutions like the M-346 LIFT, or the TF-50 from South Korea or the new Turkish LIFT.

Exactly sir u snatched words from my heart..i think it wud be better to invest money on smart unmanned wingman concept rather than going for 5th gen aircraft..small in size with internal weapons they can fly ahead of their mothership aircraft thus giving range stealth to their mothership and increase in firepower with each ac able to control atleast 6 ucavs...i think it is not worthy to go for 5th gen aircrafts cauz nearly all 5th gen aircrafts are stealthy only in RF stealth not in IR stealth..big ac like su57 and j20 can be detected by irst on su30mki and rafale or mig 29..with smart networking and algorithm it is possible to get a missile track on them through irst just like USnavy has achieved through their block2 irst system..what do u think sir?? To AMIT BISWAS: It is done by installing interface boxes (LRU) for voltage synchronisation within the Weapon Station Rack & the attachment pylon. On the Jaguar IS or Hawk Mk.132 AJT this is not a problem since BAE Systems has willingly shared the airframe design data with HAL. But in case of the Mirage-2000 & Su-30MKI such airframe design data has not been shared with HAL & consequently, any modification done by HAL without the OEM’s authorisation is illegal & poses a danger to flight safety & therefore the OEM is not to be held liable for any of those airframes suffering from a catastrophic disaster. So how does the OEM exact revenge from the ‘all-knowing technocrats’ of the IAF & HAL? By asking for dramatically increased costs for mid-life upgrades of such aircraft & that explains why it is so expensive to get the IAF’s Mirage-2000s upgraded. The same will be the case for the Super Su-30MKI upgrade, since DARE has not done any R & D work in cooperation with Russian OEMs. For instance, the Interface Beam containing two frontal & two rear MAWS sensors cannot be certified by Sukhoi OKB since the certified MAWS installation from Sukhoi OKB is of a different design architecture, this being on the Malaysian Su-30MKMs about which I had written in an earlier thread earlier this year. So, if the IAF proceeds with the DARE-developed MAWS installation architecture, then Russia will exact revenge by 1) refusing to accept liabilities for any ‘desi’ Super Su-30MKI upgrade package; 2) refusing to extend its certificate of airworthiness to cover such aircraft; & 3) jacking up the acquisition costs of future Su-30MKI procurements.

The IAC-1’s above and below decks have ALL been tailored for accommodating only MiG-29Ks, Ka-28PLs & Ka-31s. Without folding wings, the Rafale cannot be housed in the below-deck hangar.

To K_SINGH: 1) The IA does not need any ATHOS-2052 or TRAJAN. Eventually, none of them will be ordered. 2) ATAGS will be inducted in its present form in very limited numbers, i.e. not more than 120 units. 3) Yes.

Unfortunately, in India only HAL has so far evinced in developing such products for the Jaguar MAX project. What the DRDO is now doing is akin to first developing a larger limousine & then attempting to develop a much smaller sedan!

The IA would have gone broke by now had all these Corps been equipped with TAC4G. And for those who don’t know, the IA has only 14,000 radios of all types to use. At nighttime how exactly does one visually spot & identify a target without IRST sensor prior to a SRAAM being fired? Do MRCAs without ISRT rely only GCI cues for being vectored toward their targets prior to initiating target-search with MMRs before firing BVRAAMs? LOAL is extremely dangerous to use since the SRAAM can always end up targeting a friendly aircraft.

To VED: All MRCAs without IRST sensors rely on GCI cues for being vectored to the location of hostile aircraft, following which the MRCA’s MMR takes over the task of target search. Hence, such MRCAs carry only BVRAAMs & not SRAAMs. Only those MRCAs with IRST sensor can undertake target search at night so that SRAAMs can be employed. MRCAs without IRST sensors cannot take the risk of firing SRAAMs due to the prospect of blue-on-blue engagements. Lastly, no one in the history of air warfare has engaged in nighttime close combat.

How many sport ac are expected to be ordered since both mk2 and mk1a projects are probably dead and Tejas mwf is a distant dream.

Is this the reason why drones like wingman are being developed so that the sport can stay out of harm's way and they can compensate for lack of self protection aids on hal sport ?

India seems to go thru the same motions of national politics that it went thru 40 years ago.

Handouts, social welfare programs that don't benefit any body, lack of strategic vision and overall a very big disappointment.

Instead of finalizing a trade deal, fixing differences and increasing coordination with USA, we seem to bury ourselves over trivial issues.

With massive de-industrializing thanks to China and no real visible action plan, our economy is in a hold pattern.

With a very unclear defence procurement process and stress on indigenous production with no industrial base, at least for foreseeable future, we will not grow at all.

What are the makes ans specifications of these? What would be in Russia's scope and India's scope? How many of our Sukhois would be upgraded? Would we be upgrading all of them or some? What are the timelines for these upgrades? ow many Su 30 MKI will we finally end up with?

KAI’s KT-1 is powered by a Pratt & Whitney Canada PT6A-62 turboprop engine driving a Hartzell four blade aluminium propeller.

HAL’s HTT-40 is powered by a Honeywell/Garrett TPE331-12B turboprop engine driving a Hartzell four blade aluminium propeller.

Embraer’s EMB-314 Super Tucano is powered by a PT6A-68A turboprop engine, developing 969kW, which drives a Hartzell 5-blade constant speed, fully feathering, reversible-pitch propeller

To be noted is that this LIFT will sport sidestick control stick & throttles, exactly like those on the Rafale. In addition, this LIFT can also be used for controlling up to UCAVs that will act as effectors carrying various types of precision-strike payloads. Such effectors will also have optronic sensors, which will do away with the need for underbelly target designation pods like LITENING. This in turn will leave the underbelly pylon available for carrying the ASPJ pod. There will also be underwing MAWS sensors for giving warning on the frontal & rear sectors of the LIFT. Such tandem-seat LIFTs will also be ideal for launching Spice-1000/2000 PGMs for standoff strike missions.

And how will the Rafales be able to land in Jamnagar this September when only the delivery/hand-over of the first three Rafales will take place this September? Only after the delivery/handover will those Rafales be available for the IAF pilots to undertake their flight conversions—a process that can last for up to 4 months. And NO, French Air Force Rafales cannot be used by the IAF for such purposes since the IAF Rafales have some different on-board hardware. So, only by next February will the Rafales be ferried to India.

To VED: All of them are good & comparable in performance parameters, especially in terms of SRAAM/HMDS combinations. But the overall clinching factor is the IRST sensor’s performance. The Rafale’s IRST sensor comes from SAFRAN. While IIR-SRAAMs have achieved kills up to 16km away, the RF-BVRAAMs achieved kills less than 50km away. IFF & GPS are two distinctly different systems for totally different functions.

To KAUSTAV: In matters pertaining to Afghanistan, India, Iran & Russia are on the same page & are working together toward a common objective. This is the point often missed by most analysts because most of the cooperation is being done behind-the-scenes.

To K_SINGH: 1) I already answered it by stating that some of Tonbo’s sensors had been prpcured by the NSG & some CAPFs. The company’s reputation always stems from its clients list. 2) TAC4G makes use of civilian 4-G telecoms links & fibre-optic networks. Hence, always the latter is made operational in the North East, the former cannot take off. It is only now that the Govt of India is negotiating with AirTel & RedlianceJio for setting up the kind of 4-G networks in the North East that will enable the armed forces to bring in their own secure encryption protocols when using such civilian 4-G cellular networks. Earlier, such an arrangement could not take off because there was heavy bureaucratic pressure at the Centre for giving preference to bankrupt entities like BSNL for setting up 4-G networks in such inaccessible areas.

To JUST_CURIOUS: 1) It would be less of a challenge if another BTT using PWC-supplied engines is to be acquired. After all, the most expensive item/hardware on-board the aircraft is its engine. So, if Embraer’s EMB-214 Super Tucano were to be acquired with PWC engines & five-bladed Hartzel propellers, then that will be an ideal choice. 2) The reason I don’t think the Tejas Mk.1A will be ordered is because of the ongoing preparations for the RFP on 114 MRCAs. After all, if the Tejas Mk.1A meets the IAF’s ASQRs, then why limit the number of Tejas Mk.1As to just 83? Why not increase it to 183? The reason is no matter what more mission avionics are installed inside or outside the Tejas Mk.1A, it will remain underpowered since its F404-IN-20 turbofan will produce only 84kN max thrust as against the operational reqmt for 98kN. The Tejas SPORT LIFT on the other hand is not meant for teaching air combat to pilots. Instead, it is meant for familiarising pilots with the new-generation cockpit environment in which both the throttle & stick will be side-mounted, just as is the case in the Rafale’s cockpit. Hence, LIFTs are used more for cockpit resources management training (i.e. teaching the two pilots or pilot & WSO how to cooperate with one another. When such training is not imparted, then a senior pilot will always tend to pull rank & tend to dictate the junior pilot or WSO—a situation that has already been responsible for one fatal Su-30MKI crash. 3) If the IN is told to go for a new-design SSK, then the IN will emerge as the world’s only navy that operates four different types of SSKs! 4) BrahMos-NG will be supersonic, whereas the Zircon/BrahMos-2 is hypersonic. BrahMos-NG will be 70% indigenous, while the remaining 30% (the most critical sub-systems on-board) will be imported. 5) I had already explained in the thread dealing with the Pralay SS-BSM that it is not ballistic, such as Prithvi SS-150 was never ballistic.

To ANUP: The AL-41F-1S turbofans will not give the Super Su-30MKI supercruise capability, rest assured.

To ARPIT KANODIA: The actual problem is the trust deficit because no one believes in HAL’s promised delivery schedules, be it for the HJT-36 IJT or the LCH or the LUH or the Tejas Mk.1A or the HTT-40. HAL’s principal problem, on the other hand, is its inability to properly manage the flight-testing/airworthiness certification schedules along with CEMILAC. Instead of making several flying prototypes for concurrent flight-testing of various sub-systems, HAL is doing it in a sequential manner, leading to terrible delays in the delivery of series-production platforms. For example, why did HAL not at the very outset ask Honeywell for TPE331-12B engines fitted with FADEC? Why was the reqmt raised in 2018 when the first HTT-40 prototype flew way back in 2015?

And as for supplying the ANSF with PGMs, is the ANSF up against an enemy armed with MBTs, MBRLs, SPAAGs, SAMs & EW suites?

Rumours were there was a verbal duel between a wing commander and young flying officer...I did saw the crashed airframe and it was nearly intact...had they been more cautious they could have saved the costly airframe and national resource....could you shed more light into it??? A:It can't be forced down. IAF will induct HTT-40 only if it meets IAF requirements. Till 2009, there were 2 types, HPT-32 & Kiran-Mk1 for basic training (Stage-1) & 2 types, Kiran-Mk1A & Mk2, for intermediate training (Stage-2). 2 types is not new nor expected to cause any burden.

Q:Do you think MWF prototype could surface before 2025?
A:We're certainly trying. Well before that timeline.

To AMIT ROY: China-India relations will always remain estranged because the two countries have diametrically opposed views on the state of world order & the developmental paths to be followed. While China is an ideological national security state, India is an inclusive welfare state. While in Pakistan it is a religiosity-inspired national ideology that distorts world historical events of the past, in China it is a distorted historical narrative/nationalism that is made use of for perpetuating & enforcing one-party rule. Hence, China will never renounce its claim over Arunachal Pradesh & eastern Ladakh. In 2017, it was Russia that played the role of both mediator & enforcer of the peace that was restored after the Doklam standoff. And since Russia today is the sole source of supplies for advanced weaponry for the PLA, Moscow has a big say or influence on Beijing’s strategic thinking. Don’t forget that the Wuhan Summit between NaMo & Xi Jinping was held after the Sochi Summit between NaMo & Vladimir Putin. Since Russia did not ant tensions to increase in both South Asia & along the Korean Peninsula at the same time, Putin counselled caution during his interactions with Xi Jinping, who in turn had no other choice but to comply.

To RAGHU: Yes, the Sea Hawk HWT too can be seamlessly integrated with the Scorpene SSK’s SUBTICS & later also with the ISUS-90 CMS of the Class 209/Type 1500 SSKs of the IN, but it will cost the IN some amount of money to achieve such systems integration, which will be jointly done by THALES & Atlas Elektronik. With the F-21 integration, it will cost lesser to achieve such systems integration with the SUBTICS, but it will cost more to achieve systems integration with the ISUS-90. With the Arihant-class SSBNs, systems integration will be cheap since the ‘Saaraansh’ CMS of the SSBNs was developed by TATA Power SED. So, in conclusion, although one is looking at procuring HWTs from either France or Germany, the integration work will involve 3 different types of CMS suites.

To JUST_CURIOUS: LoLz! Just yesterday on CNN-News18 G Parthasarathy was asked the same question & he replied saying that one must be more circumspect when reading such comments emanating from a CPM party card-holder! The sad part is that folks like M K Bhadrakumar who have been one of the finest career diplomats of India, tend to lose their mental equilibrium more often than not. For instance, he blissfully forgets to mention that even Iran has not been invited for the talks between the Afghan Taliban, China, US, Russia & Pakistan. So does that mean even Iran has lost the so-called proxy war to Pakistan? In reality, matters are not like that at all, as explained by President Ashraf Ghani in this recent interview:

Despite this, if Chengappa continues to label Jadhav as a spy, then it can only concluded that either he is terribly ill-informed, or he deliberately wants to destroy his own credibility. Now, if Jadhav was entrapped, abducted & forcibly repatriated to Pakistan & was tried on trumped-up charges, then all this will be revealed once Indian diplomats have consular access to Jadhav. Will Pakistan allow all this to happen? Because if this happens, then every Indian citizen living outside India in countries bordering Pakistan will become vulnerable to similar abductions in future. For, if Jadhav was really caught red-handed while engaging in anti-Pakistan subversive activities, then all the evidence collected would easily have stood the test of scrutiny in an open trial under a civil court of law. But since no such evidence was obtained by the ISI, Jadhav had to undergo a farcical trial in a military court that wasn’t open to any form of scrutiny.

But what is enormously more worrisome is that while in India everyone is elated over OP Vijay, OP Safed Sagar & OP Trishul of mid-1999 & whilst scores of commemorative seminars are being held to recall the events of 20 years ago, no answers are forthcoming till this day on: 1) the lessons learnt from such past operations. 2) why the official military histories of such operations have not been released by the Indian MoD. Whenever any questions were raised on the lessons learnt, the standard answer from all 3 armed services of India has been: 1) none of the 3 services conducted any enquiry/appreciation (like the Henderson Brooks Committee) of the strategic/operational lapses that led to Pakistan launching OP Koh-e-Paima. 2) No officially sanctioned account of the various battles conducted at that time exist. Now, that’s all fine if no mistakes were made & no lapses had occurred. But if there was lapses/mistakes, then how does one learn not to repeat them if at the very outset one does not even acknowledge that there were serious lapses/mistakes that took place? I find such state of affairs most SURREAL.

To PRAJJWAL DALAL: If indeed a HAL TP had told you all this, then rest assured that has ZERO knowledge about aeronautical engineering matters. Because Kiran Mk.1/Mk.1A/Mk.2 don’t have different airframe designs or different turbojets or different ejection seats. There’s more than 95% hardware commonality between all the HJT-16 Kiran variants. Secondly, had HAL selected the same powerplant from PWC (that powers the PC-7 Mk.2) for the HTT-40, then there would have been no problem at all. But operating two different BTTs powered by 2 different turboshaft engines? Who will pay for the extra money to be spent on creating new engine workshops at the AFS housing such BTTs, for training the maintenance ground-crew for maintaining 2 different types of engines, & stocking up on two different sets of rotables & consumables reqd for keeping the two types of BTTs airworthy?

As for the MWF, the question that should be asked is: how many MWF prototypes are to be sanctioned to ensure that concurrently the maximum no of airworthiness certification-related flight-tests can be conducted within a defined timeframe of say 3 years?

As for BE, don’t go into aerospace engineering & instead opt for aeronautical engineering that focuses on either airframe & avionics, or airframe & engines.

And at an interesting seminar yesterday on nuclear power generation, it emerged that the composite fuel bundles reqd for the Prototype Fast Breeder Reactor (PFBR) at Kalpakkam are still undergoing treatment processes at the Kalpakkam-based Fast Breeder Test Reactor (FBTR) & since such processes have taken a longer time to be completed, commissioning of the PFBR has been held up.

To BUDDHA & JUST_CURIOUS: LoLz! This is what POTUS has said: Trump also said that received a request to mediate on Kashmir from Prime Minister Narendra Modi during their recent meeting. "I was with Prime Minister Modi two weeks ago and we talked about this subject and he actually said 'Would you like to be a mediator or arbitrator', I said 'Where', He said 'Kashmir'. Because this has been going on for many, many years... I think they would like to see it resolved and you (Imran Khan) would like to see it resolved. If I can help, I would love to be a mediator," Trump said at the joint press briefing with Imran Khan.

So, how should it be interpreted? My take is that the Indian PM had requested POTUS to convince Pakistan to “walk the talk:, i.e. since Pakistan always insists on resolving the J & K issue as per the UNSC Resolution No.47, Pakistan should now be forced to actually getting down to implementing that very same resolution by taking Step No.2 as enshrined in the Resolution, i.e. unilaterally withdraw from PoK (inclusive of Gilgit-Baltistan) & make sure that no Pakistani citizens are residing in these occupied areas anymore. In addition, Pakistan will also have to ensure that that the territory it ceded to China in 1963 (Trans-Karakoram Tract inclusive of the Shaksgam Valley) is also returned back to India’s control without any further delay. This then will enable India to take the 3rd step mentioned in the Resolution, i.e. India establishing her administrative control over PoK & deploying her military forces there for defending the borders of that piece of real-estate. So, if POTUS can convince or compel Pakistan to implement these UNSC-specified procedures, then the J & K issue will be closer to resolution ASAP.

Bottomline: Pakistan cannot on one hand insist on implementing UNSC resolution No.47 while on the other it stands as the principal barrier preventing its implementation just because it desires contiguous land connectivity with China for the sake of CPEC. No one can mediate or arbitrate when such obduracy & rejection of international law is displayed by Pakistan. Moreover, Pakistan must financially compensate India for all the natural wealth it has plundered from PoK to fill up its own pockets over the past 70 years.

Chandrayaan-2 is NOT a tech demonstrator. It's a full fledged space/moon mission!!
The reason other rovers are longer lasting is because they have landed closer to the moon's equator where it's warmer & there's periodic sunlight!

India chose to land its rover near the South Pole of moon - specifically to look for water deposits! Unfortunately after the lunar day (equivalent to Earth's 14 days), the lunar night at the South Pole results in temperature dipping to below -160 deg Centigrade!
India's moon rover (for that matter rovers of other countries also) are not designed to withstand this dip in temperature. Pragyan is expected work well for 14 earth days (or one lunar day) and then 'die' in the cold after.........but keep your fingers crossed, by some freak luck it may become alive on the next lunar day (28 earth days later).....a highly unlikely event though!
