Of The M-MRCA Procurement Saga
* Indian
Air Force (IAF) formulates its Air Staff Qualitative Requirement (ASQR) for
medium multi-role combat aircraft (M-MRCA) in the late 1990s.
* Request
for Information (RFI) for 126 M-MRCAs, with an option for another 63, issued in
late 2001.
* Dassault Aviation offers to supply 40 Rafale M-MRCAs to the IAF in a single-source G-to-G deal. The offer is made by Charles Edelstenne, the then CEO of Dassault Aviation, when he calls on the then Minister of State for Defence Rao Inderjit Singh in New Delhi on February 20, 2006. The IAF’s then Deputy Chief of the Air Staff Air Marshal A K Nangalia is also present at this meeting. Edelstenne is part of the entourage of the then visiting French President Jacques Chirac.

* Issuance
of a Request for Proposals (RFP) was planned for December
2005. However, the formal 211-page RFP is released only on August 28, 2007. The
RFP contains single-stage two-bid system criterion (separate quotes for the
technical and for commercial evaluation forming part of the submissions from various
concerned OEMs). Bidders are given a time-frame of six months to respond to the
RFP by March 2008. The RFP includes a direct industrial offsets obligation of
50%, raised from the original official requirement of 30% as contained in the Ministry
of Defence’s (MoD) Defence Procurement Procedures of 2006. The RFP states that
the IAF will initially acquire of 86 single-seat and 40 two-seat M-MRCAs,
and retain the option to acquire another 63 M-MRCAs at a future date. Of
the 126, 12 single-seaters and six tandem-seaters are required to be supplied
off-the-shelf in flyaway condition, while the remaining 108 are to be
licence-built in India. This will include 74 single-seaters and 34 tandem-seaters,
of which 11 will be built from semi-knocked down (SKD) kits, 31 will be built
from completely knocked down (CKD) kits, and 66 made from indigenously
manufactured kits (IMK).
* By late May 2009, the IAF’s Technical Evaluation Committee (TEC)
concludes its technical and staff evaluations of the RFP responses
from the six bidders.
* Sequential in-country flight evaluations of all six contenders begin in mid-August 2009 and continue through to May 2010. Two teams of IAF test-pilots conduct the flight evaluations at Bengaluru, Leh and Jaisalmer. Besides possessing cold-weather terrain, Leh is a high-altitude location, while Jaisalmer is a desert area where hot winds blow. Planning for the trial schedule began in early 2009, with the IAF test-pilots being trained at the respective bidder’s country of origin to fly the aircraft, under Phase-1. Phase-2 calls for flight-trials in Indian airspace and in Phase-3, the six M-MRCA contenders are run through a series of tests to check the efficacy of their guided-munitions by firing them at firing ranges located within the respective bidder’s country of origin.

* All
six flight evaluation
reports, duly vetted by the Technical
Oversight Committee (TOC), are completed
by mid-July 2010.
* In
April 2011, the IAF shortlists Dassault Aviation’s Rafale and Eurofighter GmbH’s
EF-2000 Typhoon.
* On
January 31, 2012, the MoD announces that the Rafale has been selected as the
IAF’s new-generation M-MRCA and estimates that contractual negotiations should be completed by October 2012 by the
MoD’s Commercial Negotiations Committee (CNC) after receiving approvals
from the Competent Financial Authority (CFA).
* On
April 10, 2015, the Govt of India formally requests both the French government
and Dassault Aviation to supply on a G-to-G basis 36 Rafales (32 single-seaters and four
tandem-seaters) as soon as possible, subject to contract negotiations for these
34 Rafales being successfully concluded within a 90-day period. Concurrently, supplementary contracts will be inked with SNECMA Moteurs for two spare M88 turbofans, with Dassault Aviation for ground-support hardware for first- and second-line MRO, with THALES for a cockpit procedures trainer and a full-flight tactical training simulator, with MBDA for the guided-weapons package, and with Dassault Aviation for a maintenance training simulator.
Eventually, in the fullness of
time, the IAF will end up with 189 Rafale M-MRCAs. That's a given. But the
negotiations had got stuck over the cost of licenced-production of the 108
units. India was haggling over the labour cost parameters that are graded from
1 to 10. While the Russians had obtained Grade 6 for the Su-30MKI licenced-production programme, the French were
asking for 8, while the Indians wanted it to be limited to 7. So, in the end, a
compromise was struck under which India would order 36 Rafales off-the-shelf without
any offsets of any kind and the French in turn would tone down their stance
& come down to 7. Therefore, in nett terms, the French have won and India’s
illogical negotiating shortsightedness (from 2012 till now) has been fully
exposed. And NaMo too has realised at last that there are clear technological
and human resource limits to how far the ‘Make in India’ mantra can be flogged.
And this deal for 36 Rafales was conceived entirely by Union Finance Minister
Arun Jaitley and was fully endorsed by the PMO. Everyone else was in the dark
on this issue. If 153 Rafales can be similarly ordered in successive tranches,
then that will be the ideal solution. Because paying an exorbitant price for
the so-called licenced-production of Rafales just to keep a few thousand
employees of HAL gainfully employed for the next 20 years DOES NOT stand up to
logic. Nor does such licenced-production lead to self-reliance of any kind
anywhere. Far better therefore to utilise the money saved for the Tejas Mk2/LCA
(Navy) Mk2 R & D effort, where at least 80% indigenisation can be expected
in all domains except for the propulsion system.
‘Make in India’ For Rafale Has Already
Begun
As for those ‘desi’ journalists claiming
that the off-the-shelf procurement/s of the Rafale M-MRCA will pose a huge
setback to the Govt of India’s ‘Make in India’ industrial promotion policy, the
poster below shows just how totally wrong these ‘desi’ journalists are. They
obviously did not do their homework during the Aero India 2015 expo last February!
Ukraine-Origin Products On-Board Su-30MKI
When the Soviet Union dissolved in late 1991,
Ukraine was left with about 30% of the Soviet-era military-industrial
facilities on its territory, including about 750 factories and 140 scientific
and technical institutions. Presently, 300 enterprises, institutions and
organisations employing more
than 250,000 people are producing military equipment in Ukraine. Of these, 75
are registered as manufacturers of military products and services that are subject
to state secrecy, including rocket and guided-missile technologies.
The state holding company Ukroboronprom, established in 2010, oversees 134 Ukrainian state-owned military-industrial enterprises that employ 120,000 workers. Ukraine exports the rest, in the amount of US$1.3 billion worth of arms annually, which made Ukraine the eighth-largest weapons exporter in the world between 2009 and 2013. Ukroboronprom’s sales reached US$1.79 billion in 2013, an increase of 17% in 2012. Russia was the third-largest buyer of Ukraine-origin military hardware from 2009 to 2013, after the PRC and Pakistan.
Following Russia’s annexation of Crimea in March 2014, Ukroboronprom decided to halt all exports of weaponry and military-industrial hardware to Russia, whose outstanding orders from Ukraine in the civilian and defence sectors were at that time valued at more than US$15 billion. Terminating these contracts has adversely affected 79 Ukrainian and 859 Russian military-industrial firms. Ukrainian exports represent only a small fraction—between 4% and 7%—of Russia’s overall military imports. The number of buyers of Ukraine’s nuclear and ballistic missile technologies is fairly small but includes the PRC, North Korea, Syria, and Iran. PRC and North Korean agents have on several occasions been caught attempting to break into YUZHMASH for trying to acquire long-range ballistic missile technologies.
Ukraine’s total arms
exports have been growing steadily, from US$20 million in 1994 to US$600
million in 1997 and US$1.5 billion in 2001. In 2002 the Industrial Policy
Ministry of Ukraine and China’s Commission for Science, Technology and Industry
for National Defense (COSTIND) signed a protocol on cooperation in the military-industrial arena. Ukraine’s
present-day weapons shipments to China in 2002 amounted to a mere US$50 million
a year. In 2002, Ukraine became
the world’s fourth-largest weapons exporter and sold weapons and military technologies
to China worth US$700 million, which accounted for 31% of Ukrainian exports
that year. In 2011, 43% of Ukraine-built weapons were sold to the PRC,
while in 2013
Ukraine became the PRC’s second-largest trade partner in the CIS, while China
became Ukraine’s biggest military customer in Asia.

To MAVERICK: This was disclosed by Mark McCandlish, the aerospace engineer/artist who was contracted by Lockheed Martin in the 1980s to draw an official artist’s conception of the SR-74 Penetrator. The USSR had nothing nor does Russia have anything as yet to counter it.
To ULSER: Yup. Of course AW-101s will be back in service. S-92s are out for good. NaMo isn’t flying on board Mi-8Ts. He’s flying on the Mi-171s & Mi-17V-5s & that too for very short shuttle flights not lasting more than 15 minutes. .

I wonder whether it is after all not bad kind of solution. As you have mentioned often, Tejas Mk-2 design is still up in the air, ADA has to make many changes before anything comes up. While Gripen NG is almost ready and a better refined version can come up if they both collaborate. It fits in Make in India as well.
Only problem is price. If SAAB thinks it can charge LCA Tejas Mk-2 in Gripen NG price range of USD 140-150 million, then they are just dreaming. Rafale then would become a cheaper option.
So what is the hoopla all about? Can there be a smoke without fire?

shukla just proved to be biased arse hole he had no sane point to put forth .He does not talk about the huge expenses and lack of human expertise to manufacture and the 20 bil$ for 126 rafales, and the urgent need to bolster our dwindling fleet. He is disappointed very much because he could not make india go in for the f-35.Would have got a great cut for promoting lockheed Martin! and a greater cut if we went in for the f-35 .I believe that was a ploy by the US to financially de stabilize the PAKFA program as they know that Russia does not have the money to go it alone.

It will be very unfortunate if the Tejas-Mk2 peters out and has to be given way to Gripen. This will reflect very badly on HAL and designers of Tejas.
(1) However please inform as to how much Gripen is useful against China.
(2) How really the Gripen compares in prices to Rafale.

Please bear with me.
When buying big tickets items from Russia, contracts are always on a government to government basis with Rosoboronexport acting as the procurement agency. If for instance, a customer has issues with its BMPs, can it contact the OEM at Tula direct or does it have to deal via Rosoboronexport?
In the case of U.S. Foreign Military Sales, which is also a government to government deal; what happens later when a customer wants to upgrade its Super Hornets? Does it deal with the various vendors via the USN or can it deal direct?
In the case of the MAF, the Scorpene, Hawk, PT-91, LCS and G-5 deals were commercial sales between the government and the OEM correct?
Also, would agree that with regards to air warfare; factors such as who detects who first and who has superior SA, can make the difference? And that on paper, even older, legacy aircraft like the F/A-18C, if networked to an AEW and other assets, will have an edge over newer generation aircraft that are not networked and are only relying on their on board radars?
To VED: The latest version of the Rafale that is now in delivery to France will be delivered to India as well. Some Rafales originally meant for the French Air Force will probably be delivered to the IAF, meaning the first four or 8 Rafales will arrive in India within 18 months of contract signature, with the balance being delivered within 48 months of contract signature. BrahMos-A/Mini is meant to be launched from Su-30MKIs only from medium-altitudes. Rafale on the other hand is a low-level interdictor armed with IIR-guided/laser-guided PGMs. Therefore, BrahMos-A/Mini won’t be carried by the Rafale.
To RAD: Not coy, but immediate priorities have to be met first & it is up to each individual armed service to prioritise its procurements. But it is inevitable that prices will increase with each passing year as per global norms or if the Rupee depreciates in future. Ex-RAF & ex-FAFJaguars have all been sold for scrap & are not airworthy or serviceable at all. DARIN-3’s problem wasn’t the mission computer, it was a wiring problem. IIR seekers can be developed in-house with the help of Sofradir’s import IR-CCD chip-processors. But such seekers must have multiple applications, like not just for AAMs or SAMs, but also for ASMs. The more the quantity produced the lesser the cost of industrial production. That’s how the R & D costs can be amortised.
Russia’s economy may well have contracted due to US & EU sanctions, but Russia’s population is also declining, meaning there’s no extra burden on the Russian economy due to any form of population growth. That country therefore remains terribly underpopulated just like the US or Kazakhstan. Onb top of it all, it has huge natural exploitable resources that can be bartered or sold through currency swaps with its traditional trading countries.
To PAWAN: 1) Not quite. Iran changed its official stance in favour of India since the early 1990s. 2) Iranians by nature are lazy & hence there’s hardly any heavy engineering industrial capability in that country. It is heavily reliant on imports of almost all finished products. That’s why it was so easy for the US & EU to bring Iran to its knees through a comprehensive economic embargo. In addition, the ruling clergy of Iran has always championed Shia proselytisation & is therefore as expansionist as the Sunni Wahabis of KSA. Thirdly, being Persians, the Iranians believe they have inherited the legacy of past Persian civilisational states & that this makes them culturally & intellectually superior to the Arabs, be they Sunni or Shia. That’s why the Iranians are quite arrogant & domineering in their dealings with Shia Arabs in both Iraq & Syria. 3) None of them are PMO projects. The PMO never administers any project nor funds them.
To BISWAJIT PATTANAIK: Iran has traditionally felt much more comfortable cooperating with India than with Pakistan. If Afghanistan, India & the US agree to promote Chahbahr as the main entry-port/exit-port for promoting trade with central Asian Republics, then Iran stands to reap tremendous spinoff economic benefits, which in turn will help Iran’s economy to rebound from deep recession due to the global sanctions. Today, right now, Iran requires no less than 500 newly-built commercial airliners of all types to replace those bought in the 1970s. Therefore, Iran requires urgent cash infusion into its economy. India on the other hand wants to import LNG through a an undersea pipe originating in southeastern Iran & then going to a LNG terminal in Oman & from there proceeding towards Gujarat.
To KRISH: That news-report is self-contradictory & speculative, because on one hand it speculates that the Gripen-NG is likely to be procured, while on the other hand it states that Saab wants to cooperate with ADA to design & develop the Tejas Mk2 MRCA. These two cannot happen together. It is either one, or the other. What the RM had when he said that another aircraft will replace the MiG-21s was that the Tejas Mk2, & not the Tejas Mk1 or upgraded/lightly armed Hawk Mk132 will replace the MiG-21. People often forget that in the late 1980s it was Dassault Aviation & GE Aero Engines that were engaged by ADA to act as project consultants for the LCA’s project definition phase. That relationship could not be continued due to financial constraints in the early 1990s. Therefore, when ADA proceeded on its own, there was no available help & mentoring from any airframe/engine manufacturer, meaning the Tejas Mk1 LCA evolved into an aircraft developed entirely by scientists & technocrats of ADA without any inputs from either an established engine/airframe manufacturer like HAL, or from the IAF, the end-user. This was a fatal project management flaw that everyone involved from the PMO, down to the MoD, IAF HQ & the DRDO are responsible for since 1986. As a result, the Tejas Mk1 today has:
1) Become quite a complex aircraft to maintain & service in terms of accessibility of avionics LRUs & multitude of LRUs, thereby requiring more than optimum number of maintenance man-hours per flying hour, which in turn leads to increased direct operating costs; &
2) Deficient performance in the air combat arena, meaning due to deficient power from its GE-F404IN20 turbofan it cannot optimally undertake tactical air superiority missions, & is therefore suitable only for close air-support & defensive air combat for self-protection.
Hence the reqmt for Tejas Mk2 where the above two deficiencies will be required to be overcome. Consequently, an entirely new airframe design needs to be undertaken. In my view, a redesigned wing & additional internal volume will solve almost all of the problems. But even for this to happen, the ADA requires guidance from an established airframe developer/manufacturer & in my view Dassault Aviation is the only viable contender for this job, since the Rafale does not pose any competition to the Tejas Mk2. But the Gripen NG does pose a direct threat in terms of export market potential & due to this, it will be TOTALLY ILLOGICAL for Saab to come on board to co-develop the Tejas Mk2. Saab will propose a lot of sub-systems & components of Gripen NG for incorporation into the Tejas Mk2’s airframe (thereby lowering the acquisition coats of the Gripen NG elsewhere in the world), which in essence will kill forever all hopes of the emergence of Indian Tier-2 & Tier-3 industrial vendors. Bottomline: after having spent all this money, time & effort since the mid-1980s, it simply impossible to junk all this into the dustbin & opt for the Gripen NG. Logic therefore dictates that the Tejas Mk2’s development into a mature multi-role platform be undertaken by ADA with consultancy & mentoring from Dassault Aviation. Also, more than 40% of all imported items on Tejas Mk1 are already of French origin, meaning this will further increase the size of the cake for French OEMs (who are also suppliers for the Rafale) to invest in the ‘Make in India’ concept. Therefore, try to stay away from the speculations of ill-informed ‘desi’ journalists who are averse to doing some decent homework on such a topic.
To MAYUR MANAPURE: Big countries play big games. Unfortunately, talk-shows like HUM LOG etc can’t exactly spell it all out. For instance, do look at the smiling face of Masarat Alam during the street protests. Does he look like someone with a deep sense of conviction or anger or revenge. That guy was all-smiles during this event. What does this signify? Reality is, he has been turned around & is acting at India’s behest & trying to provoke a reaction from Pakistan, & this is exactly what happened when Hafiz Sayeed reacted & started blabbering about his support for the armed Jihad. Now the trap has indeed been sprung, since he can no longer claim that he’s engaging in only charitable work through the Jamaat-ul-Dawa. Consequently, he’s now well on his way to being declared by the UN as a global terrorist. Also watch how rattled Lt Gen (Ret’d) Hamid Gul is in this interview:

He’s rattled simply because he has run out of options. His oft-repeated stance on supporting the Afghan Taliban too has coming crashing down because the Quetta Shura is already 2 months behind schedule in terms of its surfacing to hold peace & reconciliation talks with Kabul. Also take note of the fact that Lt Gen Gul never talks about the implementation of UN resolutions on J & K, but keeps on harping about what Pandit Nehru had promised the Kashmiris. Fact is, no matter what one promises, such verbal pronouncements never take precedence over what’s written down in black-and-white. And no UN resolution says anywhere that the Kashmiris have a right to self-determination or plebiscite or independence. All that the resolution of 1949 says is that Jammu & Kashmir’s Instrument of Accession is LEGAL & cannot be disputed, & that Pakistani forces in occupation of PoK have to FIRST withdraw in totality, following which India will re-establish her writ over the entire united J & K & begin working towards a final solution with all concerned parties. In fact, instead of Pakistan, it should therefore be India that should always harp about full implementation of the 1949 UN resolution!
That chap S A R Geelani has wronged way back in 2002 when he was arrested & remanded to custody for an extended period on flimsy charges & that’s why he has a grouse against India. A minor protest procession in a certain quarter of Srinagar doesn’t mean that entire J & K shares a similar sentiment. Foreign tourists who see the armed presence in Srinagar or elsewhere can’t distinguish between civil police/ paramilitary & the armed forces & hence bunch them all together as military forces. If really the situation was that bad & rampant rape & loot was taking place, surely this would have affected the visiting domestic & foreign tourists as well & they would all have witnessed such acts. But this hasn’t happened at all. The average Kashmiri, being used to working only 6 months a year & lying low for the remaining 6 months due to weather conditions, is quite lazy & is not prone to resorting to violence on an extended or sustained basis. And that’s the reason why Pakistan has no use for them & therefore has to recruit sarkari jihadis from the Ravi-Chenab Corridor & facilitate their infiltration into India. How else did jihadis loike Omar Sheikh & Masood Azhar end up inside J & K’s jails? They certainly never applied for entry visas with the Indian High Commission in Islamabad, nor did they parachute down from the skies.
To GAURANG: Under-powered Tejas Mk1, as I’ve explained above to KRISH, will only affect its air combat performance during tactical air superiority & defensive counter-air operations. It will not affect in any negative manner on the Tejas Mk1’s ability to launch lightweight PGMs during close air-support missions, or for protecting itself with the WVRAAM/HMDS combination in case it is attacked or chased by hostile combat aircraft.
To FARIS: 1) Spares for all military of Russian origin have to be sourced through Rosoboronexport. The end-user cannot bypass Rosoboronexport & go directly to the Russian OEM. 2) Same applies to the US in govt-to-govt deals, also known as FMS deals. Depending on which US military service is the operator of such hardware (US Army, USN, USAF or USMC), a Systems Programme Office (SPO) is established by the concerned US military service to which all enquiries relating to upgrades have to be channelled through. If the RMAF wants to upgrade its F/A-18Ds, it will then have to approach the USN’s SPO dealing with the F/A-18C/D. Direct Commercial Sales involve only the govt & the industrial OEM. There is no other facilitating party, unless the customer govt asks for it. For instance, while the contract for Scorpene SSKs was inked between MINDEF & ARMARIS, the crew training contract was inked between MINDEF & the French govt’s DGA, because this involved training on the French Navy’s naval bases & training establishments.
In dissimilar air combat involving no BVRAAMs, what matters most is which party visually acquires its targets, either through the naked eye or through IRST sensor. For for looking at the particular quadrant for acquiring the target in such a manner, cues must be obtained from either AEW & CS (& displayed on the AMLCD inside the cockpit by using the JTIDS) or from ground-based air-defence radars. Then the onus is on the new-generation combat aircraft to either take evasive measures like terrain-masking, or use its PESA-MMR or AESA-MMR for acquiring superior situational awareness & activating its missile approach warning system & internal BVRAAM jammers.
To PAWAN: You will find some of the answers above in my response to KRISH’s queries. Last Saturday’s debate in THE BIG FIGHT on NDTV was premature simply because the RM has not yet spelt out the industrial roadmap required for the Rafale deal to unfold in its entirety. Here are a few facts about Operation Rahat, that every Indian should
know about :
1) Saudi Arabia is attacking Yemen, but from the air. Their soldiers
are afraid of setting foot on land fearing for their lives.
2). Pakistani Army & Air force form the bulk of Saudi force in Yemen,
but Paksitani soldiers are afraid of landing in the cities due to the
fear of being killed by Shia Militia.
3) Pakistani Ambassador to Yemen Dr Irfan Yousuf Shami escaped with
all his staff, leaving behind hundreds of stranded Pakistani nationals.
4) What made the situation more complex was the fact that the airport
and airspace in Yemen, is under the control of Saudi Arabia.
5) PM Modi called up Saudi King Salman for his co-operation in
rescuing Indians from Yemen. Since the PM shares a good relationship
with the Saudi King, the King assured his complete support. PM Modi
requested the Saudi King to stop the air strike for some time and also
allow Indian planes to fly out of Yemen, so that Indians could be
evacuated from the strife torn country.
6) The Indian national carrier, Air India, carried 488 people through
three special flights from Sana’a to India on April 5. A day later,
Air India is reported to have evacuated 574 people from Sana’a to
Djibouti, described as the single largest evacuation by air in a day.
The Indian Airforce had dispatched its C-17s on April 2, and brought
back 358 Indians.
7) GOI decided to take sea route to rescue the expatriates stranded in
Aden, a port city, after the government’s plans to airlift them did
not materialize due to attack on Sana’a airport.
5) Two merchant vessels and two warships — destroyer Mumbai and
stealth frigate Tarkash — also left for Yemen, to help ferry other
stranded expatriates back home. The government had also pressed into
service INS Sumitra to ensure the safety and security of the
passengers from pirates.
5) India’s shipping corporation also sent two passenger
ships—Kavaratti and Corals— to assist the navy. In all, India sent
five ships to Yemen. Small boats were used to transport Indians from
Yemen’s port city Aden onto the naval vessels that could not enter the
ports due to heavy firing.
6) Eyewitnesses state that, in such a hostile atmosphere, unarmed Gen
V.K. Singh toured the cities & villages in Yemen, collecting Indians &
anybody else who asked him for help. He did not sit in a car or a
Helicopter. He actually got on the ground & walked on the roads, in
the streets & commanded the operation.
7) Because of the stunning rescue work done by India, 26 nations
reached out for help in evacuating their citizens. Countries like USA,
Germany, France were among those which sought help.
8) Most air crafts and ships landed in Mumbai and the southern Indian
city of Kochi. The evacuees were then transported to their hometowns
by Indian Railways. The railways offered free tickets for their onward
journeys. In addition, state governments have offered financial
support to many evacuees.
Its a matter of shame for the nation, that no leading newspaper or
media channel finds this historic mission worthy enough to cover front
pages or be on prime time that the evacuation deserved.
So far out of the 5600 evacuated, 4640 are Muslims and 412 are
Christians. Why do we keep questioning our secular orientation?
And finally, our famous Arnab Goswami got it all wrong and made a mountain out of no hill and in the process lost the main plot of tom toming India's good work acknowledged worldwide.

The kashmiri's of the valley are indeed not known for fighting. The rest of the muslim clans a mixture of gujjar, jat, paktun, tajik, rajput, Dars, etc..., are on the other hand known for fighting. You also have other hindu's who converted to islam, who are not really know for fighting.
But it all changes, under the right circumstances....look how khalsa came to be under the pressure of the Mughals. Same is happening to the Kashmiris. The pakistanis just showed them the way.
By the way the toughest punjabi's are from Saraki belt (southern and western punjab), they are not really punjabi and the next are the Potowari (again they are not really punjabi). Lahore is a mixture of punjabis, kashmiris and paktuns. The real punjabis are in the central eastern parts of pak punjab (this is also where Indian punjabis settled). Pak Punjab is not homogenous. By that I mean, Kashmiris, Balouch, Paktun, tajjik, hazara and their mixture make up around 40-50+% of the population.

To PAWAN: During UPA-2 in particular, most of the intellectuals within the INC were grossly misused for engaging in cover-ups of fatal decision-making errors that arose due to the PMO not being in sync with the chairperson of UPA. Had Dr MMS resigned in 2010 itself or threatened to resign, people would have been more forgiving.
Way back in 1996, I had seen with my own eyes how the NLI personnel of Kashmiri origin dreaded retaliatory counter-bombardment from the IA along the LoC. As a result, an IAF MiG-25R deliberately broke the sonic barrier close to Islamabad & in 1997, a full-scale fire-assault was undertaken (under the direction of the then GOC-in-C Northern Command Gen ‘Paddy’ Padmanabhan) over a 48-hour period along the LoC during which, for the first time since 1971, the 160mm Soltam mortars were air-lifted from Uri by Mi-26Ts & were used with devastating effect. Here is a good example of what all was going on then & how the IA effectively shut down the Muzzafarabad-Kel highway:

WRT to CSD, this has been the god send to Pak forces. It has forced us to re-train, re-arm, re-focus & re-energise. One example, we cut the tail by removing all Batmen. Just has the US navy used the threat of Royal navy during the 1905 to re-arm, so are pak forces doing the same. Yes we are afraid, but we are using that in a positive way.
I have said it before, if it wasnt for the Kashmir issue, we may not have been the best of friends but we would have had great trade links to the benefit of both our nations. We would have been setting the agenda from ME, CA to SA & SEA.
The reason China and Pak work, is because chinese understand how our minds work (we make great friends but hate with a passion). They never come close to preaching to us about our core interests because they know we will never give them up, EVER(eg Kashmir).
The good thing is that in Xi, you have an old fashioned type of chinese, a proud man, who understands deeply the nature of Pak-China relationship. Look what his wife was wearing and the colour, it was not lost on the pakistanis watching on TV. It was a sincere gesture. More importantly he understands he needs friends like USA has in europe, aka UK to be an effective power.
Mineral rights in Afghanistan and pak, are indeed up for grabs and we will make sure that no indian company gets it. That is given and Ghani being an Ahmadzai understands it too. You may have missed who presided over the latest PMA graduation.

I am currently stationed in Mauritius and I will concur that everything you have said about how the Chinese operate is 100% true.
Here's the most simple case study I have for you:
The Chinese are currently building a highway and a dam here. Both projects are extremely high profile due to the budget & nature of the terrain involved. The Chinese company's name is Sino-Hydro.
Four years ago, the Mauritian Government had announced with great fanfare that the chinese investors would bring jobs etc and galvanize the economy.
Fours years on, the chinese contribution to the local economy has been ZERO. Let me elaborate: I use the mentioned highway everyday to commute to work everyday..and the chinese are still here, working..why?? Well simply because a portion of the highway has collapsed and they are now repairing it. The repair works will go on for another 18 months! Hell, even the dam has gone grossly over-budget because the soil at the site is very porous, hence useless for dam construction. The Chinese knew about this. So what did Sino-Hydro do then? They brought in another company (chinese of course!) to blast rocks from a neighbouring mountain to fill the site!
Another Chinese company completed a new terminal at the airport just last year...& what's the problem here you ask? The budget allocated went through the roof.
Everybody involved be it an engineer or a chaprasi is imported directly from PRC. Even the guys who sweep the streets after the heavy duty trucks pass are chinese & not locals.
So are the Mauritians stupid? Nope, that's just how the Chinese operate. They look after their interests ruthlessly. I was previously posted in Mozambique and the situation with Chinese Co.s there is identical! Look at what they are doing in Angola, Uganda & Nigeria, and everything will fall into place.
As a result the newly elected government here no longer wants to deal with the chinese. The newspapers here say that Modi smelled blood and promptly visited Mauritius a month back & as a result ALL the next big ticket projects in Mauritius have gone to Indian companies namely the new cybercity, the second capital city, the construction of a harbour and an airstrip on Agalega island etc. Mind you, this has major implications since all these projects had been earmarked for China when Hu Jintao had visited Mauritius.
What PAINS me is that the Indian media is clueless about this. Now, it could be because the media here is overwhelmingly in French but i suspect that is only half the story. :)
To conclude i would advise my Pakistani friends not to count their chickens before they've hatched. Just look at Mauritius. Haven't you been burned by the chinese before that your're getting so excited? Each one of those $46 billions will flow back to China!

stop asking questions on LCA, it is dead. MK2 delayed further, the whole project is dead, everyone feels it. The whole design is too 70's, too much drag, too small and too complex. we needed something like bander, simpler, cheaper, easier to maintain and upgrade.

The way the chinese companies have worked so far in Pak, is that they do indeed bring a lot of chinese experts, but they imbed pakistan's at mid to high level and sub-contract out to small pak companies a lot of the actual work. They drive these small companies quite hard, literally round the clock work. A lot of these chinese speak urdu. They are generally really welcomed and liked.

To AVI: DRDO does not make such parts. DRDO only designs & develops them & passes on their production know-hows to the DPSUs & private-sector companies.

IJTs are reqd only when BTTs are unavailable & primary piston-engined trainers are used for ab-initio flying training. Therefore, if the IAF goes for the HJT-36 IJT despite possessing PC-7 Mk2 BTTs & Hawk Mk132 AJTs, then this will only turn the IAF into the world’s laughing stock.

Why doesn't the IAF go for the Python 5 missile for it's future aircraft and instead opting for the 80's generation IR guided r-73e for it's WVR combat. The whole world is now going for EO/IIR guided WVR missiles.
Python 5 missile hasEO /IIR sensor which is immune to IR flares deployed by aircraft plus is aerodynamically very agile compared to the the r-73e. I think it's one of the best WVR missile in the world along with the Aim-9X block2.

Actually it is not shocking at all! More than half of the population here is of Indian origin, that is why Mauritius' foreign policy has traditionally been skewed in favour of India.
That was until the UPA government came to power. The UPA was mired in scams & inertia to such an extent that they literally forgot that they had an MEA. The locals here never fail to remind you how the Chinese have made rapid inroads into Mauritius during this elapsed decade. You can't really blame the Chinese for filling the void left by India. This is exactly how China has been so successful in surrounding India.

Btw the last big projects completed by India in Mauritius are the Ebene CyberCity & the Swami Vivekananda Int Convention Center. Both were initiated by Atal B. Vajpayee and were completed without any controversy. Compare this to the Chinese..clearly they just want to make a quick buck.
P.S: In 2009 the Chinese had told the government they intented to use Mauritius "as a gateway to Africa" provided, that Mauritius financed the business park (to be built by the Chinese) for the Chinese companies near Port Louis. The government kicked out all the farmers and gave the land to them. The Jin-Fei/Tian-Li Business Park was completed in 2011 and till now not a single Chinese company has set foot there! As a result today, a brand new, multi million BP lies abandoned just outside the capital city of Mauritius! I have been watching their moves in the African continent for a while now, & that is why I mean every syllable when I tell you they are ruthless opportunists!
P.P.S.: Navinchandra Ramgoolam is the J. Nehru of Mauritius i.e. a white man in brown skin having an Indian sounding name. Like Nehru he is also an expert in cavorting with the ladies..owns a Rolls Royce & an Aston Martin and spends most of his personal time overseas. The good news, is that politically he is a dead man now. He even lost his constituency in the elections and is now truly an "aam aadmi" facing a judicial shit-storm.

Chinese cheating saga continues across the globe. I met an Argentinian guy. He said that his family traditionally farmers changed the farming to soybean after China "forced" the government to farm soybean so that China will buy majority of soy products. Initially the farmers were reluctant and those who did in late 90s and early 2000s, got good profit. Then the collapse started. The Chinese companies wanted more soy, Argentinian govt encouraged farmers to destroy forests to farm lands. Since then, China reversed its policy. It started soy farming in China itself. Many farmers dejected and they lost the money. This guy's father committed suicide, after losing hectares of soy, and he took bank loans. Devastated this guy left Argentina. He said, for then the loss of money, the environmental damage is huge. The forests turned into deserts now. And who bought the woods from the forests? Can you guess? Yes, it was Chinese companies. Very sad tale.
There are many similar issues in South American countries with Chinese investment. Not even a single country became prosper or made significant change in the lifestyle of 3rd world country because of Chinese investments. There is some serious issue with these Chinese investments. The modern way of colonization.

I am sure, Pakistan won't be any different. I wonder what makes the Chinese to invest in Pakistan Occupied Kashmir, a highly fragile earthquake region? Is there any minerals deposit that Pakistanis are too dumb to understand? It seems, Pakistan TTP has better R&D than Pakistan. The TTP guys recently tested certain "rockets" it seems.

To RAVI N: LoLz! So you finally hit the bull's eye by concluding that the Chinese hailing from the PRC are primarily driven by self-serving mercantile interests. There are many discerning Pakistanis who understand this & are indeed concerned.
My personal assessment--based on what Pakistani officials have stated thus far--is that this CPEC corridor will primarily serve China's interests by facilitating China's access to the Middle East & Africa so that China-made finished goods can be exported quickly, & China in turn will be able to gain access in greater quantities of raw materials from Africa.
Pakistan will not enjoy any substantial gains because Pakistan simply does not have the kind of qualified/skilled manpower or knowledge-based human resources that are required for making special economic zones (SEZ) financially viable & productive.
To PINKAL SHAH: It is only such writers of such poor opinions/reports that are engaged in producing such rhetoric. As for 'Cold Start', there is only one country in the world that is petrified by such a non-existent doctrine & that is Pakistan.

The one & only time they use their brains is when they are jostling with one another for travelling overseas for taking joyrides on foreign combat aircraft. And what do they write or report about once they're back? About how good the scenery outside, around & below the aircraft was! Not one of these nitwits is a qualified pilot & therefore they all are incapable of doing an accurate assessment of the aircraft's handling.flying & mission management qualities. I dont understand why the LCA is still flying with the aa-11 archer , it is a generation behind the pyhon-5 ,asraam etc. It doesnt make sense at all.Have they integrated the aa-11 to the HMS?. I dont think the rusians would allow us details to integrate it with the radar. Is in the pipe line ?.
The Iranians have acquired cruise missile tech , was it indigenous or made in china?
To RAD: Rest assured that the R-73E is still a very potent WVRAAM & has been upgraded & refined over the years. There is no need at all to doubt its combat performance. R-73E was integrated with Targo HMDS way back in the previous decade itself. Iranian LACMs, Pakistani LACMs & Chinese LACMs are all sourced from the Ukrainian Korshun LACM.

The r-73 does not have a dual color IIR seeker like the python .How can you say it is equal.I believe the r-74 has it. Can you give us pics and dope about the r-74?. If Russia had already developed ramjet AAM then why are they not out.I believe they are good in ramjet tech.May be this collaboration with drdo is for that or the ASM supersonic missile in development.

Even if the Iranians got free samples of the korshum missile i really wonder if they have the tech to copy the engines and terminal seekers, this is why i strongly suspect Chinese collaboration.There seems to be a spate of Iranians arms being manufactured there like some missiles etc .

100 guns a year seems to be their capacity which is too little too late.
