Despite
the PLA Navy’s first aircraft carrier, the CV-16 Liaoning, received its first
two Shenyang J-15 H-MRCAs on November 23, 2012, the J-15s to this day haven’t
been flight-tested in fully weaponised modes and in the recent series of fleet
exercises, the J-15s were once again seen armed with only PL-8 WVRAAMs and
PL-12 BVRAAMs. No ASCMs, no ALCMs, no rocket-pods, no LGBs, no LDPs, and no
gravity bombs either. Definitely, therefore, all’s not well with the AL-31F
turbofan-powered J-15s, i.e. they are underpowered, period.

Dr. Rajan sums up the problem. For example, DPP-2016. Good ideas have been mentioned, but implementation of the DPP could take 6+ months from now.
The below article even shows that existing procedures are blatantly disregarded. So how can anyone believe a new document will definitively shore up decision-making irregularities when the MoD can make up their own decisions on the fly (like suddenly revert to DPP-2008 when a DPP-2013 already exists)? Yet again we see no clarity on how the MoD evaluates "competitive" bids, and when private companies realizes that the MoD cannot hold fair evaluations of the private companies' proposed solutions, these companies will lose interest in the defense market, reverting back to the failed OFB top-down industrial complex.

With the Rafale saga continuing, I would love to know your thoughts on the Indian Air Force quest for a fighter aircraft. I clearly remember that the IAF had asked for Mirage 2000 in substantial quantities in the early years of this century. That goal of getting a single engine fighter turned into a competition that dragged on with twin engine fighters being included. Did no one in MoD or IAF have a foresight into what is needed or do we have enough resources to buy the numbers required. Why were twin engine fighters included ? It still perplexes me how MoD works out the cost benefit analysis or do IAF hierarchy have no vision.
And in the meantime now for nearly 3 decades we hear the Tejas is coming to screen near you very soon .........:-)
